Advocacy, Assistance, and Access

The Three A's
Three strong words that best describe what your chamber is all about. Over the course of my chamber management history I have often heard the following statement, "if you've seen one chamber... you've seen one chamber." Loosely translated wherever you go in the world, chambers serve their members in many different ways. Some promote very specific business areas, some focus on shopping local, some focus on tourism and/or economic development. Across Illinois from the Abington Chamber to the Yorkville Area Chamber, we see area, county, regional, tri- county, and metro chambers, each one similar and yet each one different. Further more some are volunteer driven or have one staffer and a few have full time staff that are working on all aspects of community growth and well-being. We call that the Three A's and this is what we do. To this end we recently hosted a luncheon with the governor (Advocacy). Among the discussions, he had high praise for the southland and our potential for business growth. He told us to have Jim Schultz, the new director of DCEO, come to the area for a comprehensive overview of the region (Access). Next week, we are doing just that, Mr. Schultz will join us for a full day of learning and sharing on ways that the state and the region can collaborate to bring back the positive economic climate we so desperately need for future prosperity (Assistance). This is just the beginning of a new way of doing business in the southland, please stay tuned.

FY16 Begins with No Budget
Both the House and Senate were in session last week
on Tuesday and
Wednesday. The House will be in this week, but the Senate won't be back until the following week.
Budget Work
The Senate passed a one-month budget,
SB 2040
, for essential services by a vote of 37-0-11. The House failed to pass it's own measure that was similar,
HB 4190
, and soon adjourned for the week. Also in the House, the Senate-passed measure has been assigned to the House Executive Committee, which will meet
Wed., July 8
.
There are concerns that the one-month budget is based on the Democrats' budget plan, which includes a $4 billion hole over the full year. Republicans prefer to use the revenue estimate and divide by 12. In general, the Chamber supports a balanced budget.
Gov. Bruce Rauner believes state government can continue to pay state workers, which would keep state government open for business. The final word on that may have to come from a judge.
