Heavy Congestion on SR 305 Road Work this Week
State Route 305 will see heavy congestion on the north end of Bainbridge Island due to the roundabout construction project at Seabold/Adas Will Lane next week (March 5-8) that will require one-way alternating traffic (with flaggers).
While most work will occur during nighttime hours, crews need to work during daytime hours on Wednesday, March 6th, to build a two-lane bypass road through the work zone.
Night work (8pm to 5am) is scheduled for March 5-8 and March 11-12.
From 9am to 3pm on March 6, there will be especially heavy congestion as a result of single lane alternating traffic in the area.

Bainbridge Island:
Largest National Increase for Rich Getting Richer
Four Seattle-area cities are among the top in the nation where the rich got richer in the last few years, according to an analysis of census data released last week.
Bainbridge Island, with a mean household income of about $215,000 in 2022, saw the nation's largest percent increase in mean household income, 48%, over three years, per the report.
Among 100 American cities with the highest mean household incomes, Bainbridge Island and Issaquah saw the largest percent increase between 2019 and 2022, per an analysis of 2022 American Community Survey data by personal finance website GoBankingRates.

Madison Ave Project Anticipated to Start in April
City Council approved a construction contract for the Bundled Madison Avenue Non-Motorized & Sewer Improvements Project.
The project will replace the existing roadway surface and sewer force main (High School Road to New Brooklyn Avenue), install dedicated/revised existing bike lanes, pedestrian ramps, driveways and landscaped buffers, and implement traffic calming between Winslow Way and SR 305.
The project construction schedule is not yet determined but is anticipated to start in April and extend through November. The Public Works Department will be developing a communications plan for residents who are directly and indirectly impacted.

Downtown Parking Updates
Various Bainbridge Island parking programs were discussed at the February 27 City Council meeting. After the discussion, City Council directed the City Manager to:
- Conduct public outreach and commence enforcement of unsanctioned parking programs.
- Authorize staff to propose updates to the parking municipal code.
- Consult with State Recreation and Conservation Office to update parking requirements for boat-trailer parking.
Employee Parking at 625 Winslow Way:
Fencing has gone up around the 625 Winslow property (old Police Station) while the site is vacant, consequently, a few parking spaces at that location currently in the Employee Parking Program for downtown businesses, will be fenced off. Permit holders can park in the other employee parking program locations found on a map here.

Kitsap Human Society Opens Kennels to Public
Kitsap Humane Society is once again allowing visitors to walk through its kennels to visit dogs and cats, eschewing the online queue adoption system that’s been in place for the last few years.
“It’s one of the most often-asked questions we get at KHS,” said Communications Director Mike Bush. “When are you going to open the kennels again? Well, the answer is ‘now’.”
Kitsap Humane Society knows how important it is to make a “connection” with a new pet. That’s why they have returned to a walk-through viewing system, so you can meet your new family member face-to-adorable face.
