Utah's EDTIF & REDTIF Tax Credit Programs: Fueling Business Growth
Utah’s EDTIF and REDTIF programs offer post-performance, refundable tax credits to support business expansion and job creation. EDTIF provides up to 30% credit for companies in targeted industries within urban counties, while REDTIF offers up to 50% for businesses expanding into rural areas, with fewer restrictions. Both programs reward new state tax revenues from qualified projects and follow a streamlined approval process, typically completed within three months. Ideal for growing or relocating businesses, these incentives make Utah a competitive destination for investment.

| | 🏛️ Spotlight: What the One Big Beautiful Bill Act Means for Utah Businesses | |
In a historic move, Congress passed H.R. 1 – the One Big Beautiful Bill Act (OBBBA), a sweeping economic package set to reshape the landscape for businesses across the country. The Salt Lake Chamber played an active role in advocating for pro-business, pro-Utah provisions — and many of those priorities are reflected in the final bill. Here's what Utah employers need to know:
🔢 Tax Policy Highlights
- Restores full expensing for domestic R&D (retroactive to 2022)
- Reinstates 100% bonus depreciation through 2029
- Allows immediate expensing for key domestic industries (e.g., manufacturing, agriculture)
- Returns to EBITDA-based interest deduction limits
- Permanently lowers income tax rates across all levels
- Increases child tax credit to $2,200
- Raises SALT deduction cap to $40,000 (5 years)
- Adds new tax deductions for tips and overtime wages
⚡ Energy & Infrastructure
- Phases out Inflation Reduction Act clean energy credits
- Expands oil and gas leases on federal land, including in Utah
- Adds NEPA permitting reforms for faster reviews
- Sets deadlines for solar/wind project eligibility
🧭 Immigration & Border Security
- $46.5B for border wall and surveillance
- $110B for immigration enforcement
- $100 fee for asylum applications
🏥 Health Care Provisions
- Introduces Medicaid work requirements
- Caps state tax on medical providers at 3.5%
- Establishes a $50B fund for rural hospitals
- ACA subsidies expire end of 2025
💻 Tech & AI
- Boosts semiconductor investment credit to 35%
- No federal AI framework; states may now legislate
💰 Debt & Deficit Projections
- Projected impacts vary:
- Supporters claim $2T in deficit reduction
- Critics warn of a $3–4T increase over 10 years
