In a historic move, Congress passed H.R. 1 – the One Big Beautiful Bill Act (OBBBA), a sweeping economic package set to reshape the landscape for businesses across the country. The Salt Lake Chamber played an active role in advocating for pro-business, pro-Utah provisions — and many of those priorities are reflected in the final bill. Here's what Utah employers need to know:

🔢 Tax Policy Highlights

• Restores full expensing for domestic R&D (retroactive to 2022)
• Reinstates 100% bonus depreciation through 2029
• Allows immediate expensing for key domestic industries (e.g., manufacturing, agriculture)
• Returns to EBITDA-based interest deduction limits
• Permanently lowers income tax rates across all levels
• Increases child tax credit to $2,200
• Raises SALT deduction cap to $40,000 (5 years)
• Adds new tax deductions for tips and overtime wages

• Phases out Inflation Reduction Act clean energy credits
