Town: Council Approves Staff-Proposed Budget with Minor Adjustments

At its May 20 meeting, the Town Council largely adopted the staff-proposed budget with some modifications. The Town was able to reduce an initially projected $3.7 million deficit to approximately $1.8 million by refining its revenue and expenditure assumptions, continuing the use of a 4.6% vacancy savings factor, and using the Town’s recent Measure G sales tax revenue. Despite revenue improvements from property and sales taxes, the Town took a balanced approach of closing the gap with an additional $900,000 in reductions to expenditures and relying upon its reserves to cover the remaining $900,000 deficit. A topic of significant discussion was the reduction in nonprofit grant funding, ultimately set at $155,000, closer to pre-pandemic levels, but less than what was funded in the last year. Town staff indicated they will continue to work next year towards addressing what appears to be an increasing structural deficit. National: Consumer Confidence Rebounds, but Recession Signals Linger

The Conference Board, a leading economic research group, reported a sharp rebound in U.S. consumer confidence in May, with the index rising 12.3 points to 98.0 after five months of decline. The uptick was driven by temporary tariff relief and was broad-based across income and age groups. Consumers also reported increased plans to spend on homes, cars, and vacations. However, expectations remain below the recession-warning threshold of 80, and concerns over jobs and inflation persist—signaling that small businesses should remain cautiously optimistic.
