A GUIDE TO THE NEW
PPP LOAN PROGRAM
The U.S. Chamber released a Guide to Small Business COVID-19 Emergency Loans with guidance from three perspectives:
  • How do these changes impact my existing PPP loan?
  • I exhausted my initial PPP loan, how does this help me?
  • What if I never received a PPP Loan?

The guide includes important changes to other programs:
  • Expanded Employee Retention Tax Credit
  • EIDL Grants
  • SBA Loan Debt Forgiveness

Key Highlights:
  • The new law holds that business expenses using PPP loan proceeds are tax-deductible.
  •
  • Businesses can now receive a PPP loan and claim the Employee Retention Tax Credit.
  • Many businesses may have not taken the Employee Retention Tax Credit because they took a PPP loan in 2020. Make sure to flag this change for your accountant to take advantage of the refundable tax credit.
  •
  • The $10,000 EIDL Grant program will be reopened. Priority will go towards small businesses in low-income neighborhoods that experienced a 30% reduction in gross receipts during an 8 week period.
  •
  • A $15 billion grant was allocated to provide grants to live venue operators such as theaters, movie houses, museums, talent producers, etc.
  • Recipients must demonstrate a significant reduction in gross receipts as a result of the pandemic. Grants are awarded up to $10 million, or 45% of 2019 gross receipts for the entire year, whichever is less.
  •
  • SBA Loan Debt Forgiveness will continue under the 7(a), 504, and Microloan programs.

SD Fire Authority Update
The year 2021 will mean a new name for the San Diego County Fire Authority as the organization has been recently renamed the San Diego County Fire Protection District.
Residential KnoxBox Update
Info sent out: San Diego County Fire is now offering qualifying residents a secure key safe called a KnoxBox that will allow first responders to gain access to a home within seconds in a life-threatening or critical situation.
Response to Chamber if available in Borrego Springs:
Unfortunately, Borrego Springs is not within our coverage area, so we are unable to
offer the KnoxBoxes there. The program is available within the San Diego County Fire
Authority/Protection District, as well as the Ramona Municipal Water District and Deer
Springs Fire Protection District areas.
