Los Angeles County Launches COVID-19 Safety Compliance Certificate Program 
The County of Los Angeles has launched the COVID-19 Safety Compliance Certificate Program (CSCCP) to help educate and train business owners to comprehensively implement the LA County Department of Public Health COVID-19 safety directives. 

The CSCCP is a no-cost online training course that educates business owners on the essentials of the County Health Officer’s Orders and what they need to do to ensure that their business practices are aligned and in compliance with infection control and physical distancing requirements. After completing the training, businesses will receive a COVID-19 Safety Compliance Certificate that can be posted on storefronts. The training will be available in 13 languages and can be accessed online through the Department of Public Health’s COVID-19 website.

This voluntary program offers business, employees and consumers alike the added reassurance that essential training has been completed to reduce the spread of COVID-19. This training is highly recommended for both business owners and employees. Consumers are urged to look for a posted Safety Compliance Certificate at any businesses they visit. Businesses that do not participate are required to display Public Health COVID-19 Protocols in their storefronts. 

Enforcement of all Health Officer Orders is managed by Public Health’s Environmental Health Division. Citations and/or fines may be imposed for lack of compliance with all Health Officer Orders. Residents may report violations and non-compliant businesses by calling (888) 700-9995 (M-F 8:00 a.m. - 5:00 p.m.) or filing a complaint online.

Planning for Metro’s C (Green) Line Extension to Torrance Continues
Planning Update
Planning and the environmental analysis for the Metro C (Green) Line Extension to Torrance is continuing amid COVID-19. We want to assure you the C (Green) Line Extension to Torrance team is working diligently to continue the analysis of the project and produce the Draft EIR/EIS.
The project remains in the environmental analysis stage and no decision has been made on alternatives or design. You may recall in the previous study, the Supplemental Alternatives Analysis (SAA), we identified two alternatives to be studied in a Draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS). What’s Next?
Due to COVID-19, we are unable to hold formal public meetings on the project this Fall. However, we are working on alternative ways to keep you updated and get your feedback. Pending health protocols, we will be holding small in-person gatherings and opportunities for virtual engagement in the coming months to gather input from community members along the corridor. Please be on the lookout for another eblast with more information on engagement activities.

Currently, Metro is anticipating holding scoping meetings in early 2021. We recognize the aftermath of this crisis may continue through the new year and we are working on ways for virtual and in-person participation. CalSavers is California’s retirement savings program designed for the millions of Californians who lack a way to save for retirement at their job. CalSavers was created by legislation passed in 2016 requiring California employers to either sponsor a retirement plan or participate in CalSavers – an automatic enrollment individual retirement account (IRA) with no employer fees or fiduciary liability. California’s new mandate is phased in over three years, with deadlines based on employer size. Employers with over 100 employees are now less than 16 days away from the first deadline on September 30, 2020, extended from June 30, 2020 in light of the COVID‐19 crisis. Time Is Running Out! Complete Your Census Today!
If you have not yet done so, please fill out the Census and remind your friends before the September 30th deadline. The Census results will help determine the amount of funding our local schools, hospitals and first responders receive from the federal government for the next ten years. The information will be kept safe and is confidential to the Census. Our district’s SRR is currently around 61.9%. On September 9, 2020, Governor Newsom signed AB 1867, a bill that immediately expands supplemental paid sick leave for COVID-19-related reasons for certain employers not already covered by existing leaves.

Early in the pandemic, there was talk of creating more COVID-19-related paid leave requirements to fill the “gaps” left by the Families First Coronavirus Response Act (FFCRA), the federal law that requires COVID-19-related paid sick leave for employers with fewer than 500 employees. Initially, the Governor took executive action, creating supplemental paid sick leave for food sector workers with Executive Order N-51-20. Now, AB 1867 will codify the Executive Order but also expand COVID-19-related paid sick leave far beyond the food sector. Read more here.
California’s Riddling Business Climate
As the clock struck midnight on August 31, one of the most unpredictable legislative sessions in California history came to a close. On the last day of session alone, most GOP Senators were quarantined and forced to vote by Zoom, an Assemblymember spoke on the floor while holding her baby, and Senate attempts to limit debate were met with rebukes of righteous indignation.

While California’s lawmaking form was unusual, its substance remained business-as-usual. California desperately needed legislation to assist with a crippled economy and free up overpriced housing. Instead, citizens saw their elected officials pass bills that pierced taxpayer confidentiality, forced small employers to provide burdensome protected leave, and provide a retroactive and unworkable “right of recall” for employees in certain industries. It was only three months ago the state budget increased business taxes $8.7 billion by suspending net operating loss and business incentive tax credits for three years. Read more here.
