Champlain Parkway Project

SPECIAL ANNOUNCEMENTS:

To facilitate utility work, Lyman Avenue will continue to be closed at its intersection with Briggs Street. Access and egress to and from Lyman Avenue via Briggs Street will be closed. Access to Lyman Avenue will be restricted to local access only between Briggs and Foster Streets.


Briggs Street between Lyman Avenue and Morse Place will be reduced to one lane with alternating north-south traffic between 7:00 p.m. and 7:00 a.m. Briggs Street will be reopened to two lanes with two-way traffic between 7:00 p.m. and 7:00 a.m. Flaggers will be present to assist travelers through the work zone. Driveway access will be maintained.


Drilling and blasting activities along the east side of Briggs Street between Flynn Avenue and Ferguson Avenue are anticipated to begin Tuesday, September 27, and continue through mid-November. For additional information regarding blasting operations click here


Starting Wednesday, September 28, at 7:00 a.m., Flynn Avenue will be closed to through traffic between Foster Street and Briggs Street to facilitate sewer line work. This closure will be in place for approximately 5 days between the hours of 7:00 a.m. and 7:00 p.m. Temporary detour routes will be signed for motorists and trucks as described below. Flaggers will be present to assist motorists through the work zone. Flynn Avenue will be reopened to two-way traffic during the evening hours between 7:00 p.m. and 7:00 a.m. Residential and business access will be maintained within the closure area.


During the temporary closure, motorists traveling eastbound along Flynn Avenue, west of the closure, will be directed to take Briggs Street to Ferguson Avenue to Foster Street and back to Flynn Avenue. Motorists traveling westbound along Flynn Avenue, east of the closure, will be directed to take Foster Street to Ferguson Avenue to Briggs Street and back to Flynn Avenue.

During the temporary closure, trucks making pick-ups or deliveries to businesses along Flynn Avenue west of Pine Street are required to use the detour directing trucks to Home Avenue, Batchelder Street, Morse Place, and Briggs Street.

CONSTRUCTION ACTIVITIES, DURATION, AND TRAFFIC IMPACTS:

Utility work will continue throughout the project along Lyman Avenue, Briggs Street, Sears Lane, and Flynn Avenue. Work will include the installation of new sewer lines, water lines, stormwater infrastructure, duct bank, and conduit.

Crews will continue installing the sewer line along Lyman Avenue working their way towards Home Avenue. Next week, sewer line installation will focus on Lyman Avenue and the section of Briggs Street between Lyman Avenue and Morse Place.


Crews will continue working on the duct bank, stormwater infrastructure, and utility sleeves for electrical, street lighting, and traffic control devices on Sears Lane between Kaigle’s Service Center and 40 Sears Lane. In addition, crews will be reconstructing Sears Lane.


Sears Lane will be reduced to one lane with alternating one-way traffic between Pine Street and Kaigle’s Service Center between the hours of 7:00 a.m. and 7:00 p.m. Sears Lane will be reopened to two lanes with two-way traffic between 7:00 p.m. and 7:00 a.m. Flaggers will be present to assist travelers through the work zone. Driveway access will be maintained.

Sears Lane will continue to be closed to thru traffic west of Kaigle’s Service Center. Emergency vehicle access will remain. The pedestrian crossing between Sears Lane and Harrison Avenue will remain open. Vehicle access to the HULA Lakeside Offsite Parking Lot (HULA parking lot) will now be from Lakeside Avenue only. 


Starting Wednesday, September 28, crews will begin utility work on Flynn Avenue between Foster Street and the railroad tracks starting with the sewer line. Next week, this work will be focused between Foster Street and Briggs Street.


Construction of the stormwater detention pond to Englesby Brook will continue throughout the week. Crews will begin paving the new road between Sears Lane and Lakeside Avenue. 

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
