Champlain Parkway Project

SPECIAL ANNOUNCEMENTS:

Blasting activities are scheduled to begin on the morning of Monday, October 17 and continue over the next several weeks.


Blasting events will be restricted to weekdays, Monday through Friday (excluding holidays), between the hours of 8:00 AM and 4:30 PM. Typically, there will be no more than two blasting events per day. Those events are anticipated to take place once in the morning hours between 10:00 AM and 11:00 AM and in the afternoon hours between 2:00 PM and 3:00 PM. Please note, anticipated blast times are estimated and subject to change based on site conditions.


Blasting operations will require intermittent traffic stoppages in the area prior to each blasting event. For additional information on the blasting procedure and impacts, click here.


Morse Place will be closed Monday, October 17 at its intersection with Batchelder Street to facilitate sewer work. This closure is anticipated to last one day. Access will be maintained to and from the east. Work will be restricted to the hours of 7:00 a.m. to 7:00 p.m. This work is weather dependent.


Batchelder Street will be closed to through traffic starting Tuesday, October 18 to facilitate sewer work for approximately a week. Residential access will be maintained. This work will require temporary residential driveway closure for the installation of residential sewer services. Property owners will be contacted directly. Through traffic between Home Avenue and Morse Place will be maintained via a temporary roadway constructed just west of Batchelder Street. The temporary roadway will be restricted to one lane with alternating one-way traffic. Flaggers will be present to assist motorists through the work zone. Work will be restricted to the hours of 7:00 a.m. to 7:00 p.m. The roadways will reopen to two-way traffic during the evening hours between 7:00 p.m. and 7:00 a.m. This work is weather dependent. 

CONSTRUCTION ACTIVITIES, DURATION, AND TRAFFIC IMPACTS:

Utility work will continue throughout the project along Flynn Avenue, Briggs Street, and Morse Place. Work will include the installation of new sewer lines, water lines, stormwater infrastructure, duct bank, and conduit.


Crews will continue installing sewer line along Flynn Avenue between Foster Street and the railroad tracks working west. Once sewer line is installed, crews will begin installing water line. This work will be completed under a single lane closure with alternating east-west traffic. Work will be restricted to the hours of 7:00 a.m. to 7:00 p.m. Flaggers will be present to assist motorists through the work zone.


Flynn Avenue will reopen to two-way traffic during the evening hours between 7:00 p.m. and 7:00 a.m and on weekends. Access to Briggs Street, residential and business driveways will be maintained throughout the work. Businesses will remain open! Crews will continue installing sewer line between Lyman Avenue and Home Avenue. Next week, work will focus on the area near Morse Place and Batchelder Street.


Stormwater infrastructure will be installed along the Champlain Parkway roadway alignment between Sears Lane and Flynn Avenue. This work will be completed off the roadway.


Sears Lane will continue to be closed to thru traffic west of Kaigle’s Service Center. Emergency vehicle access will remain. The pedestrian crossing between Sears Lane and Harrison Avenue will remain open. Vehicle access to the HULA Lakeside Offsite Parking Lot (HULA parking lot) will now be from Lakeside Avenue only. 


Crews will continue working on the stormwater detention pond near Englesby Brook. This work will be completed off the roadway.

PROJECT LOOK AHEAD (OCTOBER 24-28): 


These activities are anticipated and subject to change as construction conditions dictate.


  • Utility work will continue throughout the project:
  • Flynn Avenue will remain under lane reduction
  • Morse Place & Batchelder Street will remain under lane reduction
  • Morse Place at its intersection with Batchelder Street may require a single-day closure (residential driveways and Batchelder Street will remain open)
  • Stormwater work will continue off the roadway between Sears Lane and Flynn Avenue
  • Blasting activities will continue along Briggs Street
  • Work will continue on the stormwater detention pond

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
