Champlain Parkway Project

TRAFFIC IMPACTS:  

Unless otherwise noted, work will be restricted to between the hours of 7:00 a.m. to 7:00 p.m., all roadway and lane closures will reopen during the evening hours and on weekends, and access to residential and business driveways will be maintained. Flaggers will be present to assist motorists throughout the work zone. Businesses will remain open! Motorists should anticipate rough and uneven gravel driving surfaces throughout the project limits.


Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center) will continue to be closed and is anticipated to be reopened by the end of August. The reopening of Lakeside Avenue is dependent on weather and schedule changes due to emergency repair and response work throughout the State. There will be lane shifts along Pine Street near its intersection with Lakeside Avenue to facilitate duct bank installation. There is the potential for single-lane closures with alternating one-way traffic to facilitate this work.


Traffic pattern changes along Pine Street between Kilburn Street and Lakeside Avenue. There will be shoulder closures along portions of the west side of Pine Street starting at Kilburn Street and working south to facilitate the installation of the shared-use path and preparation for curb installation. There will be instances of lane shifts or single-lane closures with alternating one-way traffic controlled by flaggers along Pine Street to facilitate the installation of stormwater infrastructure along the west side and investigatory work along the east side. There is the potential for the temporary loss of segments of on-street parking to facilitate lane shifts. Two lanes of traffic will be maintained along Pine Street each day between the hours of 6:30 a.m. – 9:30 a.m. and 2:30 p.m. - 6:30 p.m.



Flynn Avenue will be reduced to a single lane with alternating one-way traffic west of the railroad tracks to facilitate the fine grading and paving of the westerly segment of the roadway within the project limits. 

CONSTRUCTION ACTIVITIES:

Crews will continue excavating along Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center) to facilitate the installation of duct bank and the reconstruction of the roadway. This work will be completed under the full closure of Lakeside Avenue within the project limits.


Crews will be installing duct bank along Pine Street in the vicinity of its intersection with Lakeside Avenue. This work will require lane shifts to maintain two lanes of traffic along Pine Street in the vicinity. There is the potential this work may require a single-lane closure with alternating one-way traffic.


Crews will continue constructing the shared-use path and prepping for the installation of curb along the west side of Pine Street between Kilburn Street and Lakeside Avenue. Crews will begin at Kilburn Street and continue south. This work will require the excavation of the area just west of the shared-use path and just east of the edge of pavement along the west side of Pine Street. Crews will backfill the area as they progress south. This work will take place predominantly off the roadway; however, it may require shoulder closures along Pine Street. This work will impact driveways. Impacted property owners and tenants will be notified. Access and egress will be maintained throughout the work.


Crews will continue conducting investigatory work along the east side of Pine Street between Lakeside Avenue and Kilburn Street in preparation for upcoming work in that area. Crews will begin installing stormwater infrastructure along the west side of Pine Street. This work will require lane shifts or lane reductions with alternating one-way traffic along Pine Street.


Crews will be fine-grading and paving Flynn Avenue west of the railroad crossing. This work will require single-lane reductions. Paving operations are weather dependent.


East Coast Signals will be on-site throughout the week conducting work on the traffic signals at the railroad crossings with limited impact to traffic. There is the potential for East Coast Signals to work on the traffic signal at the intersection of Lakeside Avenue and the Champlain Parkway. This work would take place within the closure area.


Crews will complete additional work outside of the roadway throughout the project area. Crews will be fine-grading the shared-use path in preparation for paving and will continue installing fencing along the Champlain Parkway between Home Avenue and Lakeside Avenue.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
