Champlain Parkway Project

SPECIAL ANNOUNCEMENTS:

Flynn Avenue will continue to be closed to through traffic between Foster Street and Briggs Street on weekdays to facilitate sewer line work. This closure is anticipated to take place on Monday, October 3 and Tuesday, October 4 from 7:00 a.m. to 7:00 p.m. Temporary detour routes will be signed for motorists and trucks. On Wednesday, October 5 at 7:00 a.m., Flynn Avenue will be restricted to a single lane with alternating east-west traffic between Foster Street and the railroad tracks. Work will be restricted to the hours of 7:00 a.m. to 7:00 p.m. Flaggers will be present to assist motorists through the work zone. Flynn Avenue will reopen to two-way traffic during the evening hours between 7:00 p.m. and 7:00 a.m. Access to Briggs Street, residential and business driveways will be maintained throughout the work. Businesses will remain open!


Starting Tuesday, October 4, Briggs Street will be restricted to a single lane with alternating north-south traffic between Lyman Avenue and Morse Place to facilitate sewer line work. Work will be restricted to the hours of 7:00 a.m. to 7:00 p.m. Flaggers will be present to assist motorists through the work zone. Briggs Street will reopen to two-way traffic during the evening hours between 7:00 p.m. and 7:00 a.m.


Drilling and blasting activities along the east side of Briggs Street between Flynn Avenue and Ferguson Avenue are anticipated to begin Thursday, October 6, and continue through mid-November. Once the start date has been confirmed, an additional notice will be provided. Blasting operations will require intermittent traffic stoppages in the area prior to each blasting event. CONSTRUCTION ACTIVITIES, DURATION, AND TRAFFIC IMPACTS:

Utility work will continue throughout the project along Flynn Avenue, Briggs Street, and Morse Place. Work will include the installation of new sewer lines, water lines, stormwater infrastructure, duct bank, and conduit.


Crews will begin installing the sewer line along Briggs Street working their way towards Home Avenue. Next week, sewer line installation will focus on Briggs Street between Lyman Avenue and Morse Place. There is the potential for work to begin on Morse Place later in the week.


Sears Lane will continue to be closed to thru traffic west of Kaigle’s Service Center. Emergency vehicle access will remain. The pedestrian crossing between Sears Lane and Harrison Avenue will remain open. Vehicle access to the HULA Lakeside Offsite Parking Lot (HULA parking lot) will now be from Lakeside Avenue only. 


Crews will continue utility work on Flynn Avenue between Foster Street and the railroad tracks starting with the sewer line. Next week, this work will be focused between Foster Street and Briggs Street.



Crews will continue working on the stormwater detention pond near Englesby Brook and will resume work on the sandfilter near Lakeside Avenue adjacent to the Champlain College Miller Center building. This work will be completed off the roadway.

PROJECT LOOK AHEAD (OCTOBER 10-14):  


These activities are anticipated and subject to change as construction conditions dictate.


  • Utility work will continue throughout the project:
  • Flynn Avenue will remain under lane reduction
  • Briggs Street will remain under lane reduction
  • Morse Place at its intersection with Bachelder Street may require a single-day closure (residential driveways and Batchedler Street will remain open)
  • Blasting activities will continue along Briggs Street
  • Work will continue on the stormwater detention pond and sandfilter

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
