Construction Update

Champlain Parkway Project

DURATION:

Unless otherwise noted, work will be restricted to between the hours of 7:00 a.m. to 7:00 p.m., all roadway and lane closures will reopen during the evening hours and on weekends, and access to residential and business driveways will be maintained. Flaggers will be present to assist motorists throughout the work zone. Businesses will remain open! Motorists should anticipate rough and uneven gravel driving surfaces throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Pine Street

Work continues along Pine Street between Kilburn Street and Lakeside Avenue. Early next week, crews will finish paving the base layer of asphalt. Paving operations are weather-dependent. Crews will be adjusting manhole structures and will continue rehabilitating and installing stormwater and drainage infrastructure throughout the week along both sides of Pine Street. Curb crews are anticipated to be on-site later in the week.


In addition, crews will begin installing the new sidewalk along the east side of Pine Street. This work will be completed one section at a time. Crews will remove the old sidewalk before forming and pouring the new sidewalk. Pedestrians will be detoured across the street to the shared-use path on the west side and back using the existing crossing locations with rapid rectangular flashing beacons.



During working hours, Pine Street will continue to be reduced to a single lane between Lakeside Avenue and Kilburn Street with traffic restricted to northbound only through Friday, November 10. During this time, all southbound vehicles along Pine Street will be detoured from Pine Street to Kilburn Street to St. Paul Street and will continue along Shelburne Street to Flynn Avenue and back to Pine Street. All side streets between Kilburn Street and Lakeside Avenue, including Pine Place, Marble Avenue, Howard Street, and Locust Street, will be restricted to right turn only at their intersection with Pine Street. Pine Street will be open to two-way traffic in the evenings and weekends. The bike lanes along Pine Street between Kilburn Street and Lakeside Avenue will remain closed. Flaggers will be stationed at each side street to assist motorists. A Uniform Traffic Officer (UTO) will be present at the intersection of Kilburn Street at Pine Street and Lakeside Avenue at Pine Street to assist motorists. Please see the detour graphic below.

In addition, there is the potential for short closures of select side streets at their intersection with Pine Street between Kilburn and Locust Streets to facilitate stormwater infrastructure and drainage work. Each side street closure may take a few days. Side streets will be reopened each evening between 7:00 p.m. and 7:00 a.m. A detour route will be signed for each closure. Supplemental notices will follow. 

Lakeside Avenue

Work continues along Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center). On Monday, October 30, crews plan to pave the binder course along Lakeside Avenue throughout the project area. Paving operations are weather-dependent. In addition, sidewalk and curb installation work will continue. Curb crews are anticipated to be on-site later in the week. This work will require intermittent single-lane reductions with alternating one-way traffic. This work may require driveways to be reduced to a single lane. 

South End

Over the next several weeks, crews will conduct construction activities throughout the South End.


Flynn and Home Avenues

On Tuesday, October 31, crews plan to pave the binder course along Flynn and Home Avenues between Foster Street and just west of the railroad crossing within the project limits. Paving operations are weather-dependent. This work will require intermittent single-lane reductions with alternating one-way traffic.


Briggs and Batchelder Streets

Late next week, curb crews will install the remaining section of curb along Briggs Street in preparation for paving operations. Crews plan to pave the top course of asphalt along Briggs and Batchelder Streets late next week. Paving operations are weather-dependent. This work will require intermittent single-lane reductions with alternating one-way traffic.



Sears Lane

Late next week, curb crews may install the remaining section of curb along Sears Lane. This work may require intermittent single-lane reductions with alternating one-way traffic. 

Champlain Parkway

East Coast Signals will be on-site over the next several weeks, working on street lighting along portions of the Champlain Parkway between Home and Lakeside Avenue. This work will take place off the roadway.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
