Champlain Parkway Project

PROJECT UPDATE:

Work along Pine Street between Kilburn Street and Main Street related to the Champlain Parkway Project is anticipated to begin in April. Construction activities will consist of the rehabilitation of the roadway including new curbing, pavement, line striping, roadway signage, and stormwater improvements. New traffic signals will be installed at the Maple Street, King Street, and Main Street intersections. Improvements to pedestrian accommodations will include protected pedestrian crossing phases at the new signals, a mid-block crossing between Kilburn Street and Maple Street, new sidewalks along both sides of the roadway, and new brick paver crosswalks at Maple Street and King Street. Work continues along Main Street between Pine Street and South Winooski Avenue as part of the Great Streets Main Street Project. Due to the proximity and overlap of the two construction projects, the two project teams are coordinating construction impacts and detour routes.

Construction Update

DURATION:

Unless otherwise noted, work will be restricted to the hours of 7 a.m. and 7 p.m., Monday through Friday. 

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Pine Street (South):

Pine Street is permanently closed between Queen City Park Road and South Crest Drive to allow for the Champlain Parkway connection between Interstate 189 and Home Avenue. Crews continue to construct the cul-de-sac just south of South Crest Drive within the closed section of Pine Street. Access to businesses and residences will be maintained. Traffic is detoured at Home Avenue. Motorists should seek alternative routes! Changes to the Number 5 (Pine Street) bus route have been implemented by Green Mountain Transit to accommodate the permanent closure. For more information, read GMT’s service alert notice.


Off the Roadway along the Future Champlain Parkway Alignment:

Work continues along the future Champlain Parkway alignment between Home Avenue and Shelburne Street (Route 7). Barrier and silt fencing installation will continue. The removal of the existing roadway surface including milling operations will proceed throughout the week to allow for the continued installation of street lighting conduit and pole bases and preparation for the construction of the new roadway. Subbase materials will continue to be installed along previously excavated portions of the future Champlain Parkway. These activities will take place off the roadway with limited impact to traffic. 

PUBLIC SAFETY ANNOUNCEMENT:

Pine Street is permanently closed between Queen City Park Road and South Crest Drive and is an active work zone! Access for vehicles, pedestrians, and bicycles is restricted to local traffic only; through traffic of all kinds is strictly prohibited.


The unused section of the previously constructed Southern Connector between Shelburne Street (Route 7) and Home Avenue is an active work zone! For your safety, access for vehicles, pedestrians, and cyclists is strictly prohibited.



Crews will access the work zone from the western end of Home Avenue at the Champlain Parkway as well as from Shelburne Street near Buffalo Wild Wings via the ramp to the future Champlain Parkway. Travelers are encouraged to drive slowly and watch for construction vehicles and equipment entering and exiting the work zone. Additionally, travel along the ramp and unused section of the Southern Connector is restricted to construction vehicles and equipment only.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract, conditionally accepted in December 2024, included the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.



The final contract, which broke ground in January 2025, includes the construction of the Champlain Parkway from existing I-189 near its intersection with U.S. Route 7 to Home Avenue and the section of Pine Street between Kilburn Street and Main Street.
