Champlain Parkway Project

SPECIAL ANNOUNCEMENTS:

By the end of the work day, Friday, November 11, the closure of Flynn Avenue between Foster Street and Briggs Street will be completed. Next week, Flynn Avenue will be reduced to a single lane with alternating east-west traffic between Foster Street and the railroad tracks during daylight hours. Residential and business access will be maintained. Businesses will remain open!

Crews have begun water work along Briggs Street between Flynn Avenue and Morse Place. Traffic has been shifted onto a temporary road while this work is performed. Two-lanes of traffic will be maintained on a gravel surface. The traffic shift will remain in place 24-hours a day, 7-days a week through early December while crews complete this work.


There is the potential for Home Avenue to be reduced to a single-lane with alternating east-west traffic late in the week to begin water line work. The installation of the new water line and subsequent water services will require Home Avenue to be closed between Foster Street and Queen City Park Road for several working days. The full road closure is anticipated to begin the week after the Thanksgiving holiday. A signed detour route will be in place. Supplemental notices will follow. Water service interruptions are anticipated. Impacted property owners will by notified in advance by Burlington Water Resources or a member of the project team.



Blasting activities along the east side of Briggs Street between Flynn Avenue and Ferguson Avenue have been completed. The blasting subcontractor has demobilized blasting equipment. Based on seismograph readings vibration levels from blasting have remained below common thresholds. 

CONSTRUCTION ACTIVITIES, DURATION, AND TRAFFIC IMPACTS:

Please note, all work will be restricted to the hours of 7:00 a.m. and 7:00 p.m. Flaggers will be present to assist motorists through the work zone. All roadway and lane closures will reopen during the evening hours and on weekends. Access to residential and business driveways will be maintained throughout the work unless alerted otherwise. Businesses will remain open!


Utility work will continue throughout the project along Flynn Avenue, Briggs Street, Lyman Avenue, Ferguson Avenue, Morse Place, Batchelder Street, and Home Avenue. Work will include the installation of new sewer lines, water lines, stormwater infrastructure, duct bank, and conduit.


Throughout next week, crews will complete any remaining water line work and duct bank work along Flynn Avenue between Foster and Briggs Streets. Once the remaining utility work is completed east of the railroad tracks, crews will begin fine-grading Flynn Avenue between Foster Street and just west of Briggs Street in preparation for the installation of pavement. This work will be completed during the daylight hours with alternating one-way traffic.


Crews completed sewer line and sewer service work between Flynn Avenue and Home Avenue and began water work along Briggs Street working south towards Home Avenue. Next week, crews will complete the remaining water line work along Briggs Street before moving onto the side streets including Ferguson Avenue, Lyman Avenue, Morse Place, and Batchelder Street. There is the potential for water service work to begin along Briggs Street and working south to begin late next week. Water service work will require a minor interruption in water service. Impacted property and business owners will be contacted directly by Burlington Water Resources or a member of the project team.


Batchelder Street will remain closed to through traffic. Residential access will be maintained. Through traffic between Home Avenue and Morse Place will be maintained via a temporary roadway constructed just west of Batchelder Street. Morse Place is now reopened to through traffic. Lyman Avenue will reopen at its intersection with Briggs Street by the end of the day Friday, November 11.


Crews will be setting the Englesby Brook box culvert. This work will be completed off the roadway.



Sears Lane will continue to be closed to thru traffic west of Kaigle’s Service Center. Emergency vehicle access will remain. The pedestrian crossing between Sears Lane and Harrison Avenue will remain open. Vehicle access to the HULA Lakeside Offsite Parking Lot (HULA parking lot) will now be from Lakeside Avenue only.  

PROJECT LOOK AHEAD (NOVEMBER 21-25): 


These activities are anticipated and subject to change as construction conditions dictate.


  • Flynn Avenue will be reduced to one lane between Foster and Briggs Street to facilitate paving 
  • Utility work will continue throughout the project:
  • Water work will continue between Flynn Avenue and Home Avenue
  • Stormwater infrastructure work will begin between Flynn Avenue and Lyman Avenue
  • Work will continue on the box culvert for Englesby Brook
  • Crews will pave Flynn Avenue

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
