Champlain Parkway Project

TRAVEL NOTICE: Please be advised that the constructed segment of the Champlain Parkway between Home Avenue and Lakeside Avenue has not been completed and is not open for public access. CAUTION: This segment is still an active work zone! Vehicular traffic along this segment is strictly prohibited. Pedestrian and bicycle access along this portion of the shared-use path is restricted for your safety as designated crossing locations, proper signage, and operational traffic controls have not been implemented at the major crossing locations along the Champlain Parkway.

PLEASE NOTE: Traffic signals at the intersections of the Champlain Parkway at Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue will be functional and set to flash as part of the testing of the new traffic signal equipment. The Champlain Parkway will remain closed to motorists with the signal heads set to flashing red. The signal heads for the side streets (Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue) will be set to flashing yellow indicating for motorists to proceed with caution. Motorists are reminded to slow down, be alert, and yield to pedestrians! Pedestrians are reminded to use extra caution was crossing the side streets as the pedestrian crossing signals will not be operational! 

DURATION:

Unless otherwise noted, work will be restricted to the hours of 7:00 a.m. to 7:00 p.m., access to residential and business driveways will be maintained, and all roadway, lane, and parking restrictions will be lifted during the evening hours and on weekends. Flaggers will be present to assist motorists throughout the work zone during active construction hours. Businesses will remain open! Travelers should anticipate segments of rough and uneven driving surfaces and traffic pattern changes throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Pine Street

Crews will be working along Pine Street from Lakeside Avenue to Kilburn Street. Work will take place along either side of the roadway with construction activities phased to prevent overlapping work zones. This work will require lane closures, driveway impacts, on-street parking restrictions, and changes in traffic patterns. Access to impacted properties will be maintained.


Portions of Pine Street will continue to be reduced to one lane between the hours of 7 a.m. and 7 p.m. throughout the week. All traffic restrictions will be lifted during the evening hours and on weekends. Traffic along segments of Pine Street where active work is taking place will be restricted to one-way alternating controlled by flaggers except during paving operations. The limits of the lane reductions and alternating one-way traffic will change throughout the week.


During paving operations, Pine Street will be reduced to one lane with traffic restricted to northbound only from just south of Howard Street to Maple Street. All vehicles traveling southbound along Pine Street within the restricted limits will be detoured to St. Paul Street, Shelburne Street, and Locust Street (vehicles) or Flynn Avenue (trucks). The detours will be signed. All side streets within the restricted limits will be restricted to right turn only at their intersection with Pine Street. Howard Street, Marble Avenue, and Kilburn Street will be intermittently closed or reduced in width to accommodate paving operations. Truck traffic is discouraged at these intersections.


When the restricted area extends to Maple Street, eastbound right and westbound left turns onto Pine Street will be prohibited. Full access to and from Dealer.com’s southern parking lot, Jackson Terrace Apartments, and Burlington Electric Department via Pine Street will remain open. Driveway access along Pine Street between Howard Street and northern traffic pattern extend will be restricted to northbound only. This work will require temporary driveway closures at the raised intersections. Property owners will be notified separately. Flaggers will be stationed at each side street to assist motorists. Pine Street – East and West

Crews will pave the portions of the shared-use path along Pine Street that were recently regraded and will continue placing topsoil along the green belts on either side of Pine Street. The remaining portions of sidewalk at Lakeside Avenue, Locust Street, and Kilburn Street will be installed. This work will require a single-lane closure. Access to adjacent properties will be maintained. 


Pine Street at Locust Street

Crews will continue installing the remaining portions of sidewalk along the southeast corner of Locust Street. Crews will pave a portion of Pine Street and Locust Street near their intersection. This work will require a single-lane closure. Paving operations will require width reductions along Locust Street.



Pine Street at Howard Street, Marble Avenue, and Kilburn Street

Crews will prep the area within the concrete transitions (as shown in the graphic below) for pavement. Paving operations are anticipated to begin mid-week and continue through Friday. This work will require a single-lane closure with traffic restricted to northbound only, traffic shifts and restrictions to on-street parking along Pine Street. Access to adjacent properties will be maintained. Howard Street, Marble Avenue, and Kilburn Street will be intermittently closed or reduced in width to accommodate paving operations. Once paving operations are complete, crews will begin to install the pavers at the raised intersections starting at Kilburn Street. This work will require a single-lane closure. Access to adjacent properties will be maintained.

South End

Shared Use Path – Shelburne Street (U.S. 7) to Pine Street

Crews will continue working on the future shared use path between Shelburne Street (U.S. 7) near Buffalo Wild Wings and Pine Street near the Howard Center. Fencing will continue to be installed in segments along its length. Crews will also be conducting cleanup work along the full length. This work will take place outside of the roadway with limited impacts to traffic.


Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue

Crews will be working along Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue adjusting structures to final grade and cleaning the area of any debris in preparation for the installation of final pavement markings scheduled for Wednesday through Friday. The installation of pavement markings is weather-dependent.


Early next week, crews will perform corrective paving along Home Avenue, Flynn Avenue, and Lakeside Avenue. All activities will be completed under lane closures with alternating one-way traffic controlled by a flagger. In addition, crews will be installing sidewalk along 208 Flynn Avenue. This work will require the closure of on-street parking adjacent to 208 Flynn Avenue.

Motorists traveling along Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue should proceed with caution and yield to pedestrians. Pedestrians should be alert as pedestrian crossing signals will not be operational. 

Champlain Parkway

Crews will be performing corrective paving, replacing granite curb, adjusting structures to final grade, and cleaning the area of any debris in preparation for the installation of final pavement markings along the Champlain Parkway between Home Avenue and Lakeside Avenue. Final pavement marking installation is scheduled for Wednesday through Friday. In addition, crews will be installing fencing along the Parkway throughout the week. The installation of pavement markings is weather-dependent. All activities will take place outside of traffic.

Motorists traveling along Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue should proceed with caution and yield to pedestrians. PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.

NEARBY CONSTRUCTION PROJECT ALERT:

Construction vehicles and other equipment will be traveling throughout the South End as part of the Burlington Great Streets: Main Street Project, which began construction in February. A stockpile for this project (where construction materials and equipment are stored) is located on Sears Lane. In addition, this project will be detouring traffic through the Champlain Parkway project limits.
