Champlain Parkway Project

SPECIAL NOTICE:  

In observance of the Labor Day holiday, crews will be out of the roadway by noon on Friday, September 1. Crews will be offsite starting Friday, September 1 at 7:00 p.m. Construction activities will resume on Tuesday, September 5, at 7:00 a.m.


Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center) will reopen TODAY, Friday, August 25, by 7:00 p.m.


TRAFFIC IMPACTS:  

Unless otherwise noted, work will be restricted to between the hours of 7:00 a.m. to 7:00 p.m., all roadway and lane closures will reopen during the evening hours and on weekends, and access to residential and business driveways will be maintained. Flaggers will be present to assist motorists throughout the work zone. Businesses will remain open! Motorists should anticipate rough and uneven gravel driving surfaces throughout the project limits.


Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center) will be reduced to a single-lane with alternating one-way traffic during active construction hours as work continues.


There will be traffic pattern changes along Pine Street between Kilburn Street and Lakeside Avenue. There will be shoulder closures along portions of the west side of Pine Street starting at Kilburn Street and working south to facilitate the installation of the shared-use path and preparation for curb installation. There will be instances of lane shifts or single-lane closures with alternating one-way traffic controlled by flaggers along Pine Street to facilitate the installation of stormwater infrastructure along the west side. There is the potential for the temporary loss of segments of on-street parking to facilitate lane shifts. Two lanes of traffic will be maintained along Pine Street each day between 6:30 a.m. – 9:30 a.m. and 2:30 p.m. - 6:30 p.m.


There will be intermittent shoulder and single-lane closures along Sears Lane, Flynn Avenue, Home Avenue, Ferguson Avenue, and Lyman Avenue to facilitate curb and sidewalk installation.

CONSTRUCTION ACTIVITIES:

Crews will continue excavating along Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center) to facilitate the installation of the remaining duct bank and stormwater infrastructure, and the reconstruction of the roadway. East Coast Signals will be onsite conducting signal work at the intersection of Lakeside Avenue and the Champlain Parkway. This work will be completed under single-lane closures with alternating one-way traffic controlled by a flagger.


Crews will continue constructing the shared-use path and prepping for the installation of curb along the west side of Pine Street between Kilburn Street and Lakeside Avenue. Crews will begin at Kilburn Street and continue south. This work will require the excavation of the area just west of the shared-use path and just east of the edge of pavement along the west side of Pine Street. Crews will backfill the area as they progress south. Crews have constructed the gravel shared-use path as far south as the Maltex building. This work will take place predominantly off the roadway; however, it may require shoulder closures along Pine Street. This work will impact driveways. Impacted property owners and tenants will be notified. Access and egress will be maintained throughout.


Crews removed several trees along the west side of Pine Street near the Maltex building. These trees were examined by the City Arborist, and it was determined that the trees were in a state of decline and were unlikely to survive the disturbance from the construction of the shared-use path. These trees will be replaced with seven hearty and healthy trees by City staff under the direction of the City Arborist. City staff anticipates completing this work in October.


Crews will begin installing stormwater infrastructure along the west side of Pine Street. This work will require lane shifts or lane reductions with alternating one-way traffic along Pine Street.


Over the next few weeks, crews will be installing sidewalks along portions of Sears Lane, Flynn Avenue, Home Avenue, Ferguson Avenue, and Lyman Avenue. This work will require intermittent shoulder and single-lane closures.


Early next week, crews will continue installing curbs along portions of Flynn and Home Avenue between Foster Street and the railroad crossings. This work will require intermittent single-lane reductions.



Crews will complete additional work outside of the roadway throughout the project area. Crews will be working along the Champlain Parkway between Home and Lakeside Avenues. Crews will be completing preparatory work along the shared-use path in preparation for paving activities in early September and will continue installing the curb.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
