Champlain Parkway Project

SPECIAL NOTICE: Crews will be offsite and Pine Street will be restored to two-way traffic from Friday, September 20 at 7 p.m. through Monday, September 23 at 7 a.m. for the 3rd Annual Net Zero Energy Festival being hosted this weekend by Burlington Electric Department (BED) at 585 Pine Street.

Join BED for a supercharged day of family fun Saturday, September 21 (rain date Sunday, September 22) from 10 a.m. to 2 p.m. To further progress along the path to Net Zero Energy, BED will have activities for people of all ages focused on reducing fossil fuel use and electrifying everything! The event will include food trucks, raffles, E-bike and EV test drives, and a mobile bike repair unit. Visit with local vendors that provide heat pump, solar, and electric lawn care products; carshare and biking partners; BED energy experts; a special visit by our favorite, friendly, furry mascot CHAMP; and live music with Antara and Ryan Sweezey. TRAVEL NOTICE: The segment of the Champlain Parkway between Home Avenue and Lakeside Avenue is open to all modes of traffic. Vehicular and bicycle traffic are now permitted to travel along this open segment of the Champlain Parkway, and pedestrians and cyclists are encouraged to use the shared-use path along the eastern side of the new roadway. Motorists are encouraged to slow down and follow all pavement markings and line striping, roadway signage, and traffic signals.


PLEASE NOTE: The open segment of the Champlain Parkway will remain an active work zone until the initial contract is completed in October 2024. Portions of the segment may be temporarily closed or require lane reductions to complete remaining construction activities. The 30-day traffic signal testing period is ending, and East Coast Signals will be onsite making signal timing and phasing adjustments as needed. 

DURATION:

Unless otherwise noted, work will be restricted to the hours of 7 a.m. to 7 p.m., access to residential and business driveways will be maintained, and all roadway, lane, and parking restrictions will be lifted during the evening hours and on weekends. Flaggers will be present to assist motorists throughout the work zone during active construction hours. Businesses will remain open! Travelers should anticipate segments of rough and uneven driving surfaces and traffic pattern changes throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Pine Street

Crews will continue working along Pine Street between Lakeside Avenue and Kilburn Street. Work will take place along either side of the roadway with construction activities phased to prevent overlapping work zones. This work will require lane closures, driveway impacts, on-street parking restrictions, and changes in traffic patterns. Access to impacted properties will be maintained.


Throughout the week, crews will install final line striping and pavement markings along Pine Street between Lakeside Avenue and Kilburn Street. This work will require a single lane closure with alternating one-way traffic along portions of Pine Street. In addition, this work will require intermittent short driveway stoppages of approximately 15-30-minutes to allow the installation and curing of line striping and pavement markings.


Early next week, crews will continue paving the final course of asphalt on the remaining driveways along Pine Street, predominately on the east side. In addition, crews will pave and stripe the disturbed portions of the parking lot at the Maltex Building. This work will require driveway restrictions including half-width reductions and full closures where secondary driveways are present. In addition, parking will be prohibited in the disturbed area of the Maltex Building parking lot.


Throughout the week, crews will continue adjusting structures to grade, topsoiling and hydroseeding the greenbelts, and general cleanup along either side of Pine Street. In addition, crews will continue working to install the rectangular rapid flashing beacons along the corridor. Later in the week, crews will restore and install signage along Pine Street. There is the potential for crews to install the foundations for the future bus stop locations at Howard Street and Pine Street.



There is the potential that crews will continue working to install the remaining brick pavers at the intersection of Pine Street at Marble Avenue. This work will require a single lane closure along Pine Street at the intersection of Pine Street at Marble Street with one-way alternating traffic controlled by a temporary traffic signal. Marble Avenue will remain closed at its intersection with Pine Street. 

South End

Shared Use Path – Shelburne Street (U.S. 7) to Pine Street

Crews will continue working on the future shared-use path between Shelburne Street (U.S. 7) near Buffalo Wild Wings and Pine Street near the Howard Center. Crews will continue performing general cleanup along either side of the shared use path. This work will take place outside of the roadway with limited impacts to traffic.



Home Avenue, Flynn Avenue, Briggs Street, and Lakeside Avenue

Next week, crews will continue corrective paving and line striping operations along portions of Home Avenue, Flynn Avenue, Briggs Street, and Lakeside Avenue. Crews will continue paving the final course of asphalt on the remaining driveways along Flynn Avenue and Lakeside Avenue. In addition, crews will pave and stripe the disturbed portions of the HULA parking lot off of Lakeside Avenue. This work will require a single lane closure with alternating one-way traffic or shoulder closures along portions of these roadways and driveway restrictions including half-width reductions and full closures where secondary driveways are present. In addition, parking will be prohibited in the disturbed area of the HULA parking lot.

Champlain Parkway

Throughout the week, crews will be conducting sign restoration, punch list items, and general cleanup along the Champlain Parkway between Lakeside Avenue and Home Avenue. This work will take place predominately off the roadway.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.

Initial Contract 2024

Final Contract 2026

NEARBY CONSTRUCTION PROJECT ALERT:

Construction vehicles and other equipment will be traveling throughout the South End as part of the Burlington Great Streets: Main Street Project, which began construction in February. A stockpile for this project (where construction materials and equipment are stored) is located on Sears Lane. In addition, this project will be detouring traffic through the Champlain Parkway project limits.
