Champlain Parkway Project

DURATION:

Unless otherwise noted, work will be restricted to between the hours of 7:00 a.m. to 7:00 p.m., all roadway and lane closures will reopen during the evening hours and on weekends, and access to residential and business driveways will be maintained. Flaggers will be present to assist motorists throughout the work zone. Businesses will remain open! Motorists should anticipate rough and uneven gravel driving surfaces throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Paving Operations

Paving operations, including roadway and driveway paving, will take place over the next several weeks along Home Avenue, Flynn Avenue, Sears Lane, Lakeside Avenue, and Pine Street throughout the project area. Paving operations are dependent on weather and subcontractor availability; therefore, the paving schedule described below is tentative.


Roadway paving will be completed under single-lane closures and will require short temporary driveway closures to allow the paver and roller to pass along the driveway opening and for the asphalt to cool. The duration of these short temporary driveway closures ranges from 10-15 minutes, depending on the driveway width and the lift of pavement. Additional details are provided below for specific roads.


Driveway prep and paving will require access restrictions. Access to commercial/business driveways will be maintained via a secondary driveway (if applicable) or a single access lane controlled by a flagger. Access to residential driveways will be temporarily restricted. Impacted property owners and residents will be notified directly. 

Pine Street

Work continues along Pine Street between Kilburn Street and Lakeside Avenue. Multiple crews will continue rehabilitating and installing stormwater and drainage infrastructure throughout the week along both sides of Pine Street. Curb crews anticipate being on-site late next week, installing sections of curb along Pine Street. Paving operations are planned to start Friday, November 17, and continue into the following week as crews work to pave an asphalt overlay (shim) in preparation for the winter project shutdown. Paving operations will require short temporary driveway closures for approximately 10-15 minutes.


Please be advised that there will be traffic pattern changes along Pine Street between Kilburn Street and Lakeside Avenue over the next several weeks. Please follow all construction and detour signage and traffic control personnel.



There will be intermittent single-lane closures with traffic restricted to northbound only along Pine Street between Lakeside Avenue and Kilburn Street throughout the week. When this traffic pattern is in place, all southbound vehicles along Pine Street will be detoured to Kilburn Street to St. Paul Street and will continue along Shelburne Street to Flynn Avenue and back to Pine Street. In addition, all side streets between Kilburn Street and Lakeside Avenue, including Pine Place, Marble Avenue, Howard Street, and Locust Street, will be restricted to right turn only at their intersection with Pine Street. Please see the detour graphic below. Flaggers will be stationed at each side street to assist motorists. A Uniform Traffic Officer (UTO) will be present at the intersections of Kilburn Street at Pine Street and Lakeside Avenue at Pine Street to assist motorists. 

In all other instances, Pine Street between Kilburn Street and Lakeside Avenue will be under lane shifts or single-lane closures with alternating one-way traffic. There is the potential for the temporary loss of segments of on-street parking to facilitate lane shifts.



The need for the continued use of the Pine Street southbound detour is due to unanticipated and unforeseen field and construction constraints including issues with the existing subbase, unidentified underground utility conflicts with proposed drainage infrastructure, weather conditions, and subcontractor availability. This traffic pattern will be needed intermittently until Pine Street is restored to a condition that is not only safe and navigable but also can be maintained (plowed) throughout the winter shutdown. Crews will continue to adjust structures, install curb, and restore the roadway surface along Pine Street in preparation for winter shutdown. 

Lakeside Avenue

Work continues along Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center). Crews plan to pave the binder course along Lakeside Avenue throughout the project area on Thursday, November 16. Paving operations will require intermittent single-lane reductions with alternating one-way traffic with short temporary driveway closures for approximately 10-15 minutes.  



East Coast Signals will be on-site continuing to install the bases for the pedestrian signals at the intersection of the Parkway and Lakeside Avenue. This work will require shoulder closures and possible lane-width reductions.

Home Avenue, Flynn Avenue, and Sears Lane

Crews are anticipated to pave Home Avenue between Foster Street and just west of the railroad crossing TODAY, Friday, November 10. There is potential for this work to be postponed until next week. Early next week, crews will conduct clean-up work in preparation for paving operations along Flynn Avenue between Foster Street and just west of the railroad crossing and a section of Sears Lane within the project limits. Crews plan to pave the top course along Flynn Avenue on Tuesday, November 14, and along Sears Lane on Wednesday, November 15. Paving operations will require intermittent single-lane reductions with alternating one-way traffic and short temporary driveway closures for approximately 10-15 minutes.

Champlain Parkway

Crews will be installing trees along the Parkway throughout the week. This work will take place predominantly off the roadway.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
