Champlain Parkway Project

Project Update

Utility Work

Utility work continues throughout the project along Flynn Avenue, Briggs Street, Ferguson Avenue, Lyman Avenue, Morse Place, Batchelder Street, and Home Avenue. Work includes the installation of new sewer lines, water lines, stormwater infrastructure, duct bank, and electrical conduit. This project update will include an update on the utility work along Flynn Avenue and between Ferguson and Home Avenues.

Flynn Avenue Utility Work Update

Crews continue utility work along Flynn Avenue between Foster Street and the railroad tracks. Crews will continue to work along Flynn Avenue over the next few weeks. Crews have completed the installation of sewer lines, water lines, stormwater infrastructure, and electrical conduit along Flynn Avenue. Over the next few weeks, crews will complete the remaining water services and duct banks. There are no planned water service disruptions anticipated as part of this work.

Once the remaining utility work is completed east of the railroad tracks, crews will begin fine-grading Flynn Avenue between Foster Street and just west of Briggs Street in preparation for the installation of pavement. The disturbed segment of Flynn Avenue is anticipated to be paved by December 1 (subject to change as construction conditions dictate).

This work will be completed between the hours of 7:00 a.m. and 7:00 p.m. with alternating one-way traffic. Flaggers will be present to assist motorists through the work zone. Flynn Avenue will be reopened to two-way traffic during the evening hours and on weekends. Residential and business access will be maintained throughout the work area.

Flynn to Home Avenue Utility Work Update

Crews continue utility work between Flynn Avenue and Home Avenue along segments of Briggs Street, Ferguson Avenue, Lyman Avenue, Morse Place, Batchelder Street, and Home Avenue. This work is anticipated to continue into the winter as long as the weather permits with some associated work taking place the following construction season.

Sewer Work

Crews have completed sewer work in this area.

Water Work

Crews are currently working on installing water line on Briggs Street and Ferguson Avenue through the week working towards Morse Place with the potential for work to begin on Morse Place late this week. Next week, crews will work to install water lines and services on Morse Place and Batchelder Street through midday Wednesday, November 23. In addition, crews maybe install water services along Lyman and Ferguson Avenues.

Traffic on Briggs Street will continue to be shifted onto the temporary gravel roadway constructed along east side of Briggs Street. Ferguson Avenue will continue to be closed at its intersection with Briggs Street through Friday, November 18. Work along Morse Place will be completed under lane closure. Batchelder Street will continue to be restricted to local access only.

After the Thanksgiving holiday, crews will begin water line and service work along Home Avenue. This work will be completed under single lane closures with altnerating east-west traffic and a two-day closure. Home Ave will be closed for two days from 7:00 a.m. to 7:00 p.m. between the shared-use path just east of Queen City Park Rd and Foster St to facilitate this work. A detour route will be signed. Supplemental notices will be distributed and posted to the project website. Local and residential access will be maintained between Foster Street and Pine Street. There is the potential for impacts to residential or business driveways within the work zone during the closure period. Impacted property owners will be notified in advance.

There is the potential for short-term water service disruptions to take place after the completion of the installation and testing of the new water line. Water tie-ins are anticipated to take place over several days and last approximately 4 hours each. Impacted businesses and residents will be notified in advance by Burlington Water Resources or a member of the Champlain Parkway Project Team.

Stormwater Work

Crews will begin installing stormwater between Flynn Avenue and Home Avenue next week. This work will begin along Briggs Street working south towards Home Avenue. This work will continue as weather allows.

Additional Remaining Utility Work

In addition to the remaining water line and stormwater work, crews will complete the installation of duct bank and conduit throughout this area. There is the potential for crews to continue this work throughout the winter as weather allows.

Roadway Paving and Reconstruction

Roadways will be returned to a navigable condition as utility work wraps up. Portions of the Home Avenue will be temporarily paved after the Thanksgiving holiday. Full road construction will be completed in spring 2023.
