Project Update

Utility Work

Utility work continues throughout the project along Flynn Avenue, Briggs Street, Ferguson Avenue, Lyman Avenue, Morse Place, Batchelder Street, and Home Avenue. Work includes the installation of new sewer lines, water lines, stormwater infrastructure, duct bank, and electrical conduit. This project update will include an update on the utility work along Flynn Avenue and between Ferguson and Home Avenues. 

Flynn Avenue Utility Work Update

Crews continue utility work along Flynn Avenue between Foster Street and the railroad tracks. This work began on Wednesday, September 28 with the daytime closure of Flynn Avenue between Foster and Briggs Street and was anticipated to take approximately six weeks (subject to change as construction conditions dictate). Crews have encountered subsurface rock which has altered the anticipated timeline and maintenance of traffic.


Work on Flynn Avenue will continue over the next several weeks. Access to Briggs Street and residential and business driveways will be maintained during the utility work. Flaggers will be present to assist motorists through the work zone. Flynn Avenue will be reopened to two-way traffic during the evening hours and on weekends.


The sewer line work along Flynn Avenue between 288 Flynn Avenue and City Market has been completed. Crews continue work installing the water main along Flynn Avenue between 255 Flynn Avenue and City Market and along Briggs Street between Flynn Avenue and Ferguson Avenue. This work is anticipated to be completed early next week. Flynn Avenue will continue to be reduced to a single lane with alternating east-west traffic between Foster Street and the railroad tracks during daylight hours. There are no planned water service disruptions anticipated as part of this work.

Starting Wednesday, November 9, at 7:00 a.m. Flynn Avenue will be closed between Foster Street and Briggs Street during daylight hours to facilitate the installation of stormwater infrastructure near the intersection of Flynn Avenue and Briggs Street and utility sleeves between 208 and 288 Flynn Avenue. The closure will last for three (3) working days. Temporary detour routes will be signed for motorists and trucks as shown in the detour graphics below. Briggs Street will be widened and traffic will be shifted to accommodate two lanes throughout.


During the temporary closure, motorists traveling eastbound along Flynn Avenue, west of the closure, will be directed to take Briggs Street to Ferguson Avenue to Foster Street, and back to Flynn Avenue. Motorists traveling westbound along Flynn Avenue, east of the closure, will be directed to take Foster Street to Ferguson Avenue to Briggs Street, and back to Flynn Avenue. See the vehicular detour route below. Residential and business access will be maintained within the closure area.

During the temporary closure, trucks making pick-ups or deliveries to businesses along Flynn Avenue west of Pine Street are required to use the detour directing trucks to Home Avenue, the temporary roadway adjacent to Batchelder Street, Morse Place, and Briggs Street. The remaining utility work including the installation of electric and communication duct bank and roadway reconstruction will be completed under lane closure. Once the utility work along Flynn Avenue has been completed, crews will reconstruct and pave this segment of Flynn Avenue. This work is anticipated to be completed under a lane closure. Crews are working to complete this work before the Thanksgiving holiday (subject to change as construction conditions dictate).

Flynn to Home Avenue Utility Work Update

Crews continue utility work between Flynn Avenue and Home Avenue along segments of Briggs Street, Ferguson Avenue, Lyman Avenue, Morse Place, Batchelder Street, and Home Avenue. This work began on Monday, September 19. This work is anticipated to continue into the winter as long as the weather permits. There is the potential for this work to continue into next construction season.


This utility work has been and will continue to be completed under single-lane closures with alternating one-way traffic, side road access restrictions, and short full roadway closures.


Current, traffic pattern changes include:

  • Lyman Avenue will continue to be closed at its intersection with Briggs Street until utility work is complete. Roadway access will be restored to allow winter roadway maintenance as the weather dictates.  
  • Batchelder Street will remain closed to through traffic during working hours. Residential access will be maintained. Through traffic between Home Avenue and Morse Place will be maintained via a temporary roadway constructed just west of Batchelder Street.
  • The two-day closure of Home Avenue between Foster Street and Batchelder Street has ended. Home Avenue will be restricted to one lane with alternating east-west traffic during working hours throughout the week.


Access to residential and business driveways will be maintained during the utility work. Residents and businesses will be notified directly of any additional direct impacts. Flaggers will be present to assist motorists through the work zone. Work will be confined to weekdays during daylight hours.

Sewer Work


Sewer work continues as crews work to complete the final run of the sewer line at Home Avenue followed by the replacement of several sewer services between Lyman and Home Avenues. 

Water Work


Once water line work is completed on Flynn Avenue, crews will begin installing the water line on Briggs Street working south towards Home Avenue. This work is anticipated to take approximately 3 weeks.

  • Water line work along Briggs Street is anticipated to take approximately a week and will be completed under single-lane closure with alternating north-south traffic.
  • Crews will continue the work along segments of Ferguson and Lyman Avenue within the project limits. The water line work along Lyman Avenue and Ferguson Avenue is anticipated to take approximately a week. Lyman Avenue will continue to be closed at its intersection with Briggs Street to facilitate this work.  There is the potential for Ferguson Avenue to be closed at its intersection with Briggs Street as this work is completed.
  • In addition, crews will install water line along Morse Place and Batchelder Street. This work is anticipated to take approximately a week. Batchelder Street will remain closed to through traffic during working hours. Residential access will be maintained. Through traffic between Home Avenue and Morse Place will be maintained via a temporary roadway constructed just west of Batchelder Street.
  • There is the potential for the remaining water line work at Home Avenue to be completed this construction season. However, this work is weather dependent and may be completed in spring 2023. This work will require a multi-day closure of a section of Home Avenue during working hours. A supplemental notice will follow.


There is the potential for short-term water service disruptions to take place after the completion of the installation and testing of the new water line. Water tie-ins are anticipated to take place over several days and last approximately 4 hours each. Impacted businesses and residents will be notified in advance by Burlington Water Resources or a member of the Champlain Parkway Project Team. 

Additional Remaining Utility Work


In addition to the remaining water line work, crews will complete the installation of stormwater infrastructure, duct bank, and conduit. This work is weather dependent and may be completed in spring 2023. Roadways will be returned to a navigable condition before utility work wraps up for the winter season, but full roadway construction in these areas may be completed in spring 2023.

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
