Champlain Parkway Project

OVERVIEW

The Final Contract of the Champlain Parkway Project was awarded to Engineers Construction Inc. on August 14 with a contract value of $14.4 million. Construction activities began on Monday, January 6. The Final Contract includes the construction of the Champlain Parkway from existing I-189 near its intersection with U.S. Route 7 to Home Avenue, and the section of Pine Street between Kilburn Street and Main Street. The targeted completion is June 2026.

CHAMPLAIN PARKWAY

This work includes the construction of the remaining segment of the Champlain Parkway between I-189 and Home Avenue and access ramps to and from Shelburne Street (Route 7). Starting in January and continuing through March, work will focus on the segment between Pine Street and Home Avenue. Starting in March and continuing through the end of the 2025 construction season, crews will work on the segment between I-189 and Pine Street and the access ramps. Work along the full segment will continue into 2026.


Along the segment between Route 7 and Home Avenue, construction activities consist of roadway reconstruction including fine grading, paving, line striping, curb installation, and the installation of drainage and lighting conduit. Along the segment between I-189 and Route 7 and the access ramps, construction activities consist of roadway rehabilitation including milling (removing same layers of existing pavement), paving, line striping, and median installation. This work will include new streetlights and new roadway signage including the installation of overhead sign bridges. A majority of this work will take place along the unused section of the previously constructed Southern Connector between I-189 and Home Avenue with limited impact to traffic. There will be impacts to I-189, Shelburne Street (Route 7), Queen City Park Road, and Home Avenue as crews work on the ramp and roadway connections. This work will also result in the permanent closure of the Pine Street connection to Queen City Park Road, see below for more details.

PINE STREET

Pine Street – south

This work includes the permanent closure of the connection of Pine Street to Queen City Park Road to accommodate the future Champlain Parkway connection between I-189 and Home Avenue. A cul-de-sac will be constructed at the southern end of Pine Street just south of South Crest Drive. The permanent closure of Pine Street just south of South Crest Drive is anticipated to take place as early as March 2025. Supplemental Project Updates and Traffic Alerts will be issued in advance of the permanent closure of the southern end of Pine Street. Additional, utility work will take place prior to the construction of the cul-de-sac and the adjacent portion of the Champlain Parkway.


Please note, there may be instances of temporary closures of the southern end of Pine Street to accommodate necessary construction activities prior to its permanent closure. These instances will be warned in advance through the project’s regular Construction Updates and Traffic Alerts. 

Pine Street – north

This work includes improvements to the section of Pine Street starting just north of Kilburn Street and continuing to Main Street. This work is anticipated to begin as early as May 2025 with major work being completed by December 2025. A public meeting will be held prior to the start of this work.



Construction activities consist of the rehabilitation of the roadway including new curbing, pavement, line striping, and roadway signage, stormwater improvements, the installation of new traffic signals at the intersections with Maple Street, King Street, and Main Street, and improvements to pedestrian accommodations including protected pedestrian crossing phases at the new signals, a mid-block crossing between Kilburn Street and Maple Street, new sidewalks along either side of the roadway, and new brick paver crosswalks at Maple Street and King Street. Work will be completed predominately on weekdays during the daytime hours. There is the potential for night and weekend work, if needed. This work will be completed under block closures utilizing local detours. There may be instances of single-lane closures with alternating one-way traffic.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract, conditionally accepted in December 2024, included the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.



The final contract, broke ground in January 2025, includes the construction of the Champlain Parkway from existing I-189 near its intersection with U.S. Route 7 to Home Avenue, and the section of Pine Street between Kilburn Street and Main Street.

NEARBY CONSTRUCTION PROJECT ALERT:

Construction vehicles and other equipment will be traveling throughout the South End as part of the Burlington Great Streets: Main Street Project. A stockpile for this project (where construction materials and equipment are stored) is located on Sears Lane. In addition, this project will be detouring traffic through the Champlain Parkway project limits.
