Chapter President's Message

It is hard to believe we are wrapping up 2022! This year has been very interesting. I have been honored to serve as Chapter President and I am optimistic of where this organization and more specifically, the Atlanta Area Chapter, is headed. We have confronted some difficult topics and some harsh realities with diversity, and I believe we have set the stage for progress. 
 
In my last message, I was hoping to encourage single-family residential appraisers to be open to attending more Chapter events and make themselves more involved. I was happy to receive feedback, even if it wasn’t always positive. 
 
As an industry, we must look more into the diversity of the people and leadership, but we also need to work harder on diversity of practice within our membership. Most of the appraisal profession consists of single-family appraisers, yet the Appraisal Institute has not been able to attract those professionals on any significant scale.
 
For me personally, I would not have the opportunities that I have in my practice, without the networking and knowledge that I have gained in the Appraisal Institute. Some clients or situations require the designations. Some clients have found me on the Appraisal Institute website; however, the jobs that have been most rewarding are those that have come from recommendations by my peers within the organization. I took the opportunity to volunteer in the leadership as a chance to give back to the organization that provided me the education and network to create a business that would allow me to take on the most complicated and interesting jobs in the appraisal business. I urge everyone to get involved with Chapter, Regional, and National leadership. The experience is worth the time, and I am happy to have been able to serve.
 
I hope everyone has a wonderful Holiday season and I look forward to continuing my involvement with the Atlanta Area Chapter and the Appraisal Institute.

Matthew Custer, SRA, AI-RRS, is currently a Vice President within U.S. Bank’s Red Sky Risk Services division. His primary responsibilities include oversight of the Direct Consumer Lending line of business’ use of appraisals and evaluations. He joined U.S. Bank in April of 2022 after an extensive career at Truist Bank.

Matthew Custer left Truist as a Senior Vice President in Retail Credit Risk Management. Prior to the Truist merger of SunTrust and BB&T, He served in the same role at SunTrust Bank. He joined SunTrust in 2011 as a Systems Procedures Analyst in Fraud and Collateral Risk Management and assumed the role of Collateral Investigations Manager in 2012. He then took on a broader role within SunTrust Bank as Consumer Chief Valuation Officer; responsible for collateral risk management, Appraisal Management Company (AMC) and fee panel appraiser selection and management oversight, Collateral Management System (CMS) administrator, collateral automated risk prevention and collateral investigations.
 
Prior to joining SunTrust Bank, Inc., Matthew owned and operated an independent fee appraisal company in McLean, VA. He served as owner and Chief Appraiser for ten years and was responsible for valuation/appraisal quality for several national, regional and local lenders. He currently holds a Certified Residential Appraisal license in Virginia and received an Appraisal Pre-License Education Instructor Certification in Virginia in 2016. Matthew is a former member of the United States Marine Corps.
 
A native of Falls Church VA, Matthew enjoys triathlon, and enjoys spending time with his family.

J. Tyler Leard, MAI, Certified General Real Estate Appraiser, is a Director at Specialty Valuation Group (SVG), and has more than 14 years of commercial real estate appraisal experience with numerous property types. He is a Certified General Real Estate Appraiser in multiple states. He co-authored the Appraisal Institute book “A Guide to Appraising Restaurants,” was a contributor to “A Guide to Appraising Automobile Dealerships, 2nd Edition,” which was published by the Appraisal Institute in 2021, and co-authored The Counselors of Real Estate’s Real Estate Issues articles “The Stages in the Life of a Restaurant Property” and “Counseling the Banks: What is the Market for Branches?” Prior to entering the appraisal profession, Mr. Leard was a financial analyst.

Practical Applications of Real Estate Appraisal Mentor Program

Appraising Change

Not since the passage of Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA) in 1989 has the valuation of real estate come under such scrutiny and disruptive change as it has in 2022. For much of the past 30-plus years, commercial real estate valuations were credible, even during the COVID-19 pandemic. But commercial real estate valuation has become more complex due to the introduction of three factors:

  1. A blurring of real estate and business enterprise value.
  2. Environmental, social, and governance (ESG) and diversity, equity, and inclusion (DEI) constraints along with a new set of proposed appraisal guidelines and credentialing that may replace the Uniform Standards of Professional Appraisal Practice (USPAP).
  3. Practical Applications of Real Estate Appraisal (PAREA), which is the probable replacement criteria/methodology to overhaul current USPAP and appraisal guidelines.

AI Board of Directors Adopts 45-Day Notice Item
During November Meeting

The Appraisal Institute Board of Directors voted to adopt one 45-Day Notice item during its Nov. 10-11 meeting in Chicago. The 45-Day Notice item addresses proposed amendments to the Bylaws regarding the International Member on the Board as set forth in the 45-Day Notice distributed to Designated Members, Candidates, Practicing Affiliates and Affiliates on Sept. 26.
