The Department of Immigration, Population Growth and Skills (IPGS) is seeking proposals for funding from organizations through its Labour Market Partnerships Program. The Program is project-based to address labour force needs and is focused on assisting to develop and implement labour market strategies and activities for dealing with labour force adjustments and meeting human resource requirements.


The NL Workforce Innovation Centre (NLWIC) is funded by the Department of Immigration, Population Growth and Skills (IPGS), and as collaborator, promotes and partners on IPGS programs/services and activities as well as on NLWIC's core activities for workforce development.


Organizations who have a project that would fit under this Program are encouraged to apply for funding by January 31, 2025. Ideas for proposals could include but are not limited to:

  • Increasing labour force participation rates.
  • Encouraging inter-provincial economic migration to Newfoundland and Labrador, including encouraging expatriate Newfoundlanders and Labradorians to return for employment.
  • Re-engaging older workers to the labour market.
  • Providing employment focused settlement that makes the workplace and our communities more welcoming to newcomers.
  • Attracting people towards certain occupations in demand.
  • Engaging youth to actively take part in the workforce.
  • Drawing under-represented groups (e.g., persons with disabilities, women, newcomers, Indigenous people) to the labour market.
  • Assessing the skills needed for today’s workplaces, including gap identification, and innovative approaches to skills matching.
  • Supporting employers in exploring flexible work arrangements, including the ability to work remotely, particularly in more rural areas of the province.
  • Supporting employers to upskill or retrain their employees in order to maintain their current employment (e.g., to adjust to technological or structural changes in the economy).

  • January 15: 9:30am – 10:30 a.m.
  • January 16: 2:00pm – 3:00 p.m.


When completing your registration, you can indicate all dates for which you are available. A separate meeting invite will follow for the virtual session that you will be registered.

Like the iconic iceberg, there’s more beneath the surface to see and understand when it comes to the NL Workforce Innovation Centre (NLWIC) and the workforce innovators who engage in research and innovation projects for Newfoundland and Labrador.


Established in 2017 by the Government of Newfoundland and Labrador and administered by College of the North Atlantic, NL Workforce Innovation Centre (NLWIC) has a provincial mandate to provide a coordinated, central point of access to engage all labour market stakeholders about challenges, opportunities and best practices in workforce development.


NLWIC’s goal is to promote the research, testing and sharing of ideas and models of innovation in workforce development that will positively impact employability, employment and entrepreneurship within the province’s labour force and particularly underrepresented groups. Funding for NLWIC is provided by the Department of Immigration, Population Growth and Skills (IPGS) under the Canada-Newfoundland and Labrador Labour Market Development Agreement.
