New pilot program encourages more sustainability in Denver

In July, CPD launched a pilot program that will incentivize five projects that build according to the new Denver Green Code. Our citywide plans call for us to think about future growth responsibly and boldly, and this pilot program is intended to encourage the construction of projects dedicated to reducing development-related environmental impacts. The Denver Green Code is a voluntary building code that provides guidance for greener buildings through energy efficiency, resource conservation, sustainable materials, indoor environmental quality, water safety, site development, land use, and building performance.

The city recognizes the overwhelming economic strain the COVID-19 pandemic has placed on everyone, including development projects in Denver. The pilot program will explore the feasibility of supporting these much-needed sustainable built projects by providing incentives that include a fee reduction, an enhanced site development plan process - which will reduce the overall number of required submittals and associated review cycles, and dedicated resources to expedite reviews of construction plans.

Planning Board public hearing on proposed group living changes

Wednesday, August 19 | 3 p.m.

Denver has an immediate need for housing. With the evolving needs of our residents in mind, the challenges of the ongoing pandemic, the renewed push for addressing issues of race and equity, and changes to other housing regulations, city planners have been working to update the Denver Zoning Code’s rules for “group living.” This evaluation has included a review of land uses and definitions for: households, community corrections facilities, shelters for the homeless, residential care homes, new uses like tiny home villages, and more.

Based on this evaluation, planners will recommend updates to the zoning code during a public hearing at Denver Planning Board on Wednesday. The hearing will be held in person and broadcast live on Denver's Channel 8 at Denver8.tv. People who wish to speak at the hearing can sign up to speak in person or virtually via Zoom.

The Energy Program is a unique compliance path within the Green Buildings Ordinance (GBO) for existing buildings that includes flexible energy efficiency and renewable energy options.

Important updates on the code error and unclear language amendment process

Thank you to everyone who submitted code errors, mistakes or misprints, and/or unclear or conflicting language to the 2019 Denver Building and Fire Code, Denver's Green Buildings Ordinance, and Denver's Green Buildings Ordinance Rules and Regulations.

The following proposed amendments are available for download and comment through September 13, 2020:


Next steps: Use the online comment form to submit comments on proposed changes through September 13. Public comment meetings will be held in late September for Denver Building and Fire Code and Green Buildings Ordinance separately. During these meetings, the full list of proposed code changes will be reviewed and staff will address comments from the public, including those submitted via the online form. The final proposals will go to City Council for a vote in October/November.
E-permits and online service updates

Before the COVID-19 pandemic, our teams were working hard to make all of our applications and services available online. Below are our newest innovations and a look at what's coming online soon.

Zoning Letters Community Planning and Development provides research for the following information on any property located within the City and County of Denver: zone district verification, zone use verification, bank letters, zone lot verification, and compliance letters. You can now use e-permits to request these letters. Here's how.

Solar Panel Systems – Commercial/multifamily, single-family/duplex, and IRC townhome projects can apply for solar photovoltaic (PV) and hot water panel systems using e-permits. In the Building Log application, select "Solar Panels" as the project scope.

Important note about online payments:
Online payments are not refundable. Please make sure your balance is accurate and that you are paying for the correct permit and project address. Click "Complete Transaction" only once to avoid multiple charges. If you receive an error message when paying fees, do not submit your payment again. Instead, email [email protected] or call 720-865-2780 for assistance.

Coming soon to e-permits:
  • Zone lot amendment applications
  • Commercial zoning applications - including new use, change of use, residential care, home occupations, special events, signs, telecommunications, and more.

To protect the health and well-being of our community, the CPD permit counter is temporarily closed. All projects must apply and pay for permits online.

Help us better measure our customer satisfaction ratings

Because our in-person permitting services are paused due to COVID-19, we are unable to collect data on customer experience from our permit counter. As a result, we have temporarily removed the customer satisfaction metric from our monthly scorecard. We are exploring new ways to capture that data and we need your help.

In the news: Denver advances toward climate goals with successful Green Buildings Ordinance (USGBC Colorado)
"In April 2020, the city released results from the first partial year of the GBO. From May to December 2019, 51 construction projects met ordinance requirements by installing cool roofs and implementing a host of other compliance options. As of July 2020, seven projects have deployed the LEED certification pathway to comply with the GBO. And this is just the start of GHG emissions reductions—investments required by the ordinance will continue to yield environmental benefits in both the short and long term."
