PUBLIC COMMITTEE OF THE WHOLE
Public Committee of the Whole
Beginning March 10th, 2021 Council will now begin holding Public Committee of the Whole meetings on the second Wednesday of each month, beginning at 6 p.m.

These meetings will not contain business items, but will allow for presentations to Council from Community Groups and will be the meeting that Council and staff provide reports and updates on various committees, departments and activities.

MUNICIPAL OFFICE HOURS FOR EASTER WEEKEND
In recognition of the Easter holiday, our three Service Centres and the Dr. Carson and Marion Murray Community Centre will be closed on Friday, April 2 and Monday, April 5, 2021.

We will re-open Tuesday, April 6, 2021 at 8:30 a.m.

LAND ACKNOWLEDGMENT
COUNCIL MEETINGS TO STATE LAND ACKNOWLEDGMENT
Land acknowledgements are now a common practice in civic and community ceremonies across Canada...but why? 
These acknowledgments are a small but important step towards reconciliation. Inspired by the 94 recommended calls to action contained in the Truth and Reconciliation Commission of Canada (now known as the National Centre for Truth and Reconciliation), land acknowledgements are a necessary first step toward honouring the original occupants of a place.

For non-Indigenous Canadians, land acknowledgements are an opportunity to reflect on the impacts of colonialism, to be accountable to Indigenous people and thank those who still live on and care for the land. These few words spoken at gatherings can provoke thought and reflection about colonialism and how to engage in reconciliation more meaningfully.

2021 CENSUS
JOIN THE 2021 CENSUS TEAM!
Looking to make a lasting contribution to Canada, its communities and its people? Canada's next census will take place in May 2021. Statistics Canada is hiring approximately 32,000 people across the country to work on the collection phase of the 2021 Census.

Available jobs for the 2021 Census include supervisory and non-supervisory positions that require collecting census data from residents in your community, mostly on evenings and weekends. Start and end dates vary by position and location, but are between March and July 2021.

GLOOSCAP CAMPGROUND
PUBLIC ENGAGEMENT RESULTS - GLOOSCAP CAMPGROUND
The Municipality of Cumberland currently owns and operates the Glooscap Campground. Council is considering the option of leasing the management of the campground to a third party. The third party would then be responsible for upkeep and promotion of the campground.
*Beach access for area residents would be guaranteed in any lease agreement.*
A survey was circulated in February 2021, and results are now available.

VOLUNTEER RECOGNITION
VOLUNTEER RECOGNITION NOMINATIONS OPEN
Each year communities across Canada celebrate National Volunteer Week from April 18th to 24th, 2021.

As a way to thank and honour individuals who donate their time to help others in their community, the Municipality of Cumberland is collecting nominations for individuals who you deem deserve special volunteer recognition.
 
You can submit a completed nomination form by Friday, March 19th.

LANDFILL ISSUE
CUMBERLAND CENTRAL LANDFILL
The Towns of Amherst & Oxford and the Municipality of Cumberland currently share ownership of the Cumberland Central Landfill, or as some people know it Little Forks Landfill. Operation of the Cumberland Central Landfill is managed by the Cumberland Joint Services Management Authority (CJSMA). CJSMA answers to a board which is made up of representatives of the towns and municipality.
All aspects of the Cumberland Central Landfill must comply with strict regulations set out by the Nova Scotia Department of Environment. As environmental regulations continue to get stricter, costly upgrades are needed, and operating costs will increase in a way that are both unpredictable and beyond the control of the CJSMA. One way to stabilize the costs is to sell the landfill to a company specializing in solid waste management under an agreement with predictable long-term tipping fees.

A joint request for proposals to purchase and operate the landfill was issued by the towns and municipality in June 2020. Since then, councillors and mayors have received many questions and a list of frequently asked questions (FAQs) has been compiled.

FUNDY SHORE WINTER CARNIVAL
The 2021 Fundy Shore Winter Carnival took place from February 11-15, and with COVID-19 the event required some compromise. We hosted a mix of virtual events and socially distanced outdoor events with loads of fun had by all!

CHILLI WILLI WINTER FESTIVAL
The 2021 Chilli Will Winter Festival took place from February 15 to March 5, and of course COVID-19 required some compromise in the events held, as well.

A special thanks to the Adventure Therapy Project, Cumberland Library, Patrick Manifold, Ryan Reynold with East Coast Athlete, and the Springhill Fire Department for hosting a mix of virtual events and socially distanced outdoor events.

Our communities, our organizations are full of attempts at recognition that don’t make the recipient feel appreciated, that people forget about 3 days after they happened, or are actually driving people away from your organization. In this workshop we will explore how we make people feel and know they are actually appreciated.

The benefits of this will be better fundraising results, more volunteers, motivated employees and more work getting done.

WINTER PARKING REGULATIONS FOR THE COMMUNITIES OF SPRINGHILL & PARRSBORO
Parking is restricted on Municipal streets in the community of Springhill between midnight and 6 a.m. or at any other time that could interfere with snow clearing operations by Public Works employees. 

Parking is restricted on Municipal streets in the community of Parrsboro between midnight and 7 a.m. or at any other time that could interfere with snow clearing operations by Public Works employees. 
Vehicles left unattended during these times may be ticketed and/or towed at the owner's cost and risk.  Also, please remember that snow from private residences cannot be pushed out into a Municipal street or across a Municipal street for disposal, by either a resident or private contractor removing snow for a resident or business.

These temporary regulations shall be in full force and effect until May 1, 2021.
GRANT OPPORTUNITIES
FESTIVAL AND COMMUNITY EVENT DEVELOPMENT GRANT
COVID-19 has had a devastating impact on the hosting of festivals and special events. This program has been repurposed to provide support to festivals and events as they adapt to the effects of COVID-19.

The fund aims to help restart events as restrictions are eased, help address additional costs events may face as a result of new health and safety concerns or help adapt the event to a virtual format until live and in-person events can happen once again.

*Max request $10,000
Deadline: March 12, 2021
HERITAGE FUNDING - STRATEGIC DEVELOPMENT INITIATIVE
This program encourages “partners-in-heritage” to develop projects that build on a community’s assets and strengths to further the objectives of Nova Scotia’s Culture Action Plan: Excellence in Cultural Stewardship and/or Drive Awareness and Economic Growth of the Cultural Sector. The SDI program is aimed at archives, community museums, municipal governments, not-for-profit groups, and other bodies that are exploring common heritage objectives.

*75% to a max of $10,000
Deadline: March 15, 2021
CUMBERLAND CHILD & YOUTH FOUNDATION
Projects should address one or more of the Foundation’s commitments:
-Promote the prevention of child abuse and neglect
-Assure the best interests of children
-Promote the integrity of the family
-Preserve children's cultural, racial and linguistic heritage
-Work with other community services and partners to help prevent, alleviate and remedy the personal, social and economic conditions that might place children and families at risk

Deadline: March 15, 2021
FARM CREDIT CANADA - AGRISPIRIT FUND
The FCC AgriSpirit Fund is about enhancing rural communities. If your organization is raising money for a capital project (hospitals, medical centres, childcare facilities) and your city or town has less than 150,000 people, it may qualify for a donation.
Project must be completed within two years of receiving funding.

*Funding between $5,000 and $25,000
Deadline: March 31, 2021
CANADA POST COMMUNITY FOUNDATION
Registered charities, school programs and community organizations are invited to apply for funding of projects consistent with the Foundation’s objective to support initiatives that benefit children.
Project grants are project-specific, and cannot be used for general funding. Projects must involve capacity-building or the creation or expansion of services, rather than the maintenance of existing services.
Be as specific as possible when outlining project costs in your application. Project funding will not exceed $25,000 per grant.
Grants to schools, school/parent organizations, daycares, sports teams and all recreation facility initiatives (pools, ice rinks, skateboard parks, etc.) will not exceed $5,000.

Deadline: April 1, 2021
SPORT FUND
Sport Fund focuses on community sport support. The goal of the fund is to support quality, sustainable programming, either by providing funds to help organizations create new programs, or to expand and/or enhance current programs to provide MORE opportunities for Nova Scotians to take part in sport.
If you are considering applying for the Sport Fund Grant please contact Courtney Nicholson-Patriquin by the first week of April. Email her at [email protected] to set up a consultation. It is important that you connect with the Regional Sport Consultant before you start the process of the grant application.

TRANS CANADA TRAIL'S SEASONAL CLEANUP GRANT
The grant can be used for a wide range of activities including:
  • Community cleanup events
  • Volunteer training
  • Regular trail maintenance
  • Small improvement projects on existing sections of The Great Trail

*Funding between $500-$2,000
Deadline: April 15, 2021
COMMUNITY ACCESS-ABILITY PROGRAM
To assist non-profit community organizations and municipalities with the removal of barriers for persons with disabilities in public buildings and spaces.
Funding is available for improvements that will provide universal public accessibility or to upgrade existing accessible features.
Eligible facilities must be open for use by all community members not just to those who belong to the applying organization. For example, a curling club or church hall must be open to the public, not just for members.

*Up to 66.6% to a max of $50,000
Deadline: April 30, 2021

A big congratulations to Nathalie Deveaux of Cumberland County, who was selected as this year's winner of the Fundy Female Leadership Network's Community ACE Influencer Award 2020.

Nathalie clearly demonstrates leadership and commitment to improving gender equity and inclusion within the sport, recreation, and physical activity sector. She has a strong reputation for fostering a "can do" environment and supporting women to aim high and push themselves to achieve their goals. We admire the advances you have made in making females feel more confident and capable of participating and the way you inspire, encourage, and support girls and women to push their boundaries and be their best, regardless of age, size, or abilities.

HOMEOWNER REBATES
Apply for a heating assistance rebate: Heating Assistance Rebate Program
The Heating Assistance Rebate Program helps low-income Nova Scotians with the cost of home heating. Rebates range from $100 to $200. You can apply until 31 March 2021.

Emergency Repair Program
The Emergency Repair Program helps low-income homeowners in rural areas pay for emergency repairs so they can continue to safely live in their homes. You can receive a grant of up to $7,000 for eligible repairs (e.g. heating systems, chimneys, doors & windows, foundations, plumbing, electrical systems, etc.)

Provincial Housing Emergency Repair Program
This additional program administered by Housing Nova Scotia helps homeowners make emergency repairs to their homes. Eligible homeowners can receive a forgivable loan up to $6,500 to help cover the costs of materials and labour.  Repairs must be permanent and consideration will be given to repairs that improve health and safety such as wiring, roofing, septic tanks and wells

The Senior Citizens Assistance Program
If you are a Nova Scotian senior and would like to stay in your home but can't afford the necessary repairs to roofing, plumbing, or heating, Housing Nova Scotia is ready to give you a grant of up to $6,500 to cover these costs.

Your Energy Rebate
Designed to help with the rising cost of home energy, this Service Nova Scotia rebate is automatically applied to your power bill for most people (those homes fueled by home-delivered oil, propane, firewood, and natural gas).

Those with homes powered by other energy sources, such as kerosene, coal, and wood pellets need to apply. The rebate you receive is equal to the provincial portion of the HST on your bill.

Efficiency upgrade financing available
The Municipality of Cumberland and the Town of Amherst have teamed up with the Clean Foundation to offer qualified homeowners low-interest financing for energy-efficiency upgrades to their homes.
 
The program starts with a home assessment to see if homeowners could save as much or even more in energy and heating expenses than the cost of the retrofits. Financing is available on a first come, first-serve basis, with each municipality committed to up to 10 homes per year.

COMMUNITY SPORT FUNDRAISING OPPORTUNITIES
Sport Split is a new province-wide, multi-sport online 50/50 raffle to help raise funds for teams, clubs and organizations across Nova Scotia.

Sport Split is owned and operated by Sport Nova Scotia. A minimum of 70 percent of all funds raised are retained by the participating community teams and clubs for expenses such as travel, equipment, venues and coaching. The remaining proceeds support Nova Scotia in the delivery of programs like Sport Fund, Parasport and KidSport with a portion allocated to respective provincial sport organizations for sport-specific programming at the provincial level.

Subway SportSweep is a ready-made hassle free ticket campaign designed to raise money for youth sport teams, sport clubs and sport organizations located throughout Nova Scotia.

Tickets sell for $2.00 each and come in books of ten. From each ticket sold, your group gets $1.50!! Sport Nova Scotia looks after the printing and distribution of tickets (to selling team representative), arranging and distribution of the prizes and all costs incurred through the administration and coordination of the lottery. All you have to do is sell the tickets!

MAPLE PRODUCER MAP
March is the month of maple producers and it is a tradition for many to get out and enjoy our local maple camps. Cumberland County is home to 70% of the Province's maple sugar taps. We have many maple camps, each with their own unique twists and yummy treats. From walking trails, to pancake restaurants, and water wheels, each maple camp is packed with an experience. We encourage you to get out and enjoy our forests this March in a sweet way.

NOVA SCOTIAN COMMUNITY COACH MENTORSHIP PROGRAM
Applications for 2021-2022 are now open!
The goal of the Nova Scotia Community Coach Mentorship Program is to pair up experienced Nova Scotia community coaches with upcoming, committed coaches who are looking to grow in their roles, to increase the opportunities for coaches to work with those in other sports, see what other contexts look like and to increase the success rates of upcoming coaches.

VOLUNTEER OPPORTUNITY - PUGWASH GROUND SEARCH AND RESCUE
Pugwash Ground Search and Rescue is a volunteer run organization that serves all of Cumberland County in the event a person becomes lost or missing in our vast tracks of wilderness. The group also provides mutual aid to search teams all across Nova Scotia when called upon by the Provincial Emergency Management Office.

We are currently welcoming new members of all skill levels and backgrounds in the Cumberland area to help fill many roles within the group. We meet monthly at our headquarters on King Street in Pugwash (or online during Covid-19) and provide training in map reading, compass navigation, GPS and search techniques.

Use your mobile phone to view collection schedules, receive collection reminders and service alerts for any interruptions to waste collection such as cancellations due to weather.
