Welcome to the City of Novato monthly newsletter. This issue includes information about filing the vacant Council seat in District 5 (Hamilton & S Novato); redistricting Novato based on 2020 census data; the launch of Novato's Short-Term Rental program; save the dates for our NovatoFUN holiday events; COVID-19 updates; and more!

City Council Seeks Input on District 5 Councilmember Seat Vacancy
Following the resignation on September 15 of former City Councilmember Amy Peele, the Novato City Council is considering options regarding filling the vacant City Council seat in District 5, which includes Hamilton and parts of southern Novato.

Council will hold a special meeting on Tuesday, October 12, 2021 at 6pm to to discuss the following options:

  • Appoint an interim City Councilmember to fill the seat until the November 8, 2022 Statewide General Election; or
  • Call for a Special Election to be held on April 12, 2022.

District 5 residents are encouraged to weigh-in now — the Novato City Council wants to hear from you! To share your input on how you would like the Council to fill your District 5 vacancy, email novatocouncil@novato.org or submit an eComment at novato.org/ecomment.

Based on results of the 2020 Census, the City is holding a series of public hearings during which the Novato community has the opportunity to share how they think new district boundaries should be drawn to best represent their community.

Short Term Rental Program
Short Term Rental Program Launches
The City’s new Short-Term Rental Registration Program, managed by Host Compliance, allows permanent residents to rent out all or part of their home as a short-term rental by registering with the City. It also allows neighbors of these rentals a place to report concerns.

This new service makes it easier for visitors to experience Novato's unique charm while enforcing regulations that preserve community character.

Bay Area Health Officers Issue Criteria for Lifting COVID-19 Indoor Mask Requirements:
As decisions to vaccinate and wear face coverings indoors drive down COVID-19 case rates and hospitalizations, health officers for the nine Bay Area jurisdictions that require face coverings in most indoor public spaces reached consensus on criteria to lift those health orders and allow jurisdictions to set those requirements independently. Eviction Moratorium Winds Down, but Rental Assistance Won’t: The County of Marin continues to assist individuals and families with rental assistance during the pandemic. The statewide eviction moratorium might be over, but the commitment to help prevent more homelessness has not waned. Read More

Public Comment Period Now Open
On September 13, the City opened a 30-day public comment period for a proposed addendum to the City's existing Bicycle/Pedestrian Plan. Submit your comments now through October 13, 2021.

Sheet Mulching with Novato Sustainability
Thanks to the community volunteers who joined our sheet mulching event on September 25! A small but mighty team got a lot done on the the traffic island on Redwood Boulevard at the corner of De Long Avenue. There's more to do, but it looks pretty impressive so far!

Sheet mulching (laying down cardboard and then a thick layer of mulch) helps save water, build soil health, and suppress weeds.

Given the success of the 2020 Homekey Program, the State of California is budgeting $1.45 billion for the Homekey Program in Fiscal Year 2021-22, and another 1.3 billion in Fiscal Year 2022-23.

Pedal Playground & Movie on the Green - This Saturday!
On October 9 NovatoFUN has two great events planned for you and your family!

Where: City Flex Space and Green at 901 Sherman Avenue.

First up at 5pm is Pedal Playground where kids can ride a bike or scooter on a chalked arrangement of connected streets with roadway features that are free of motorized vehicles. A great safe riding learning experience.

Then at dusk, around 6:45pm settle on the grass for a free screening of the classic Pixar film Cars.

Stay Healthy Novato
The best way to reduce the risk of becoming infected with respiratory virus, whether the flu or coronavirus, is to practice good hygiene:

  • Wash your hands frequently with soap and water for at least 20 seconds.
  • Wear a face covering when out in public spaces.
  • Maintain 6 feet distance from those outside of your own household.
  • Cover your cough or sneeze with a tissue or crook of your elbow (not your hands). If you use a tissue, throw it away and wash your hands afterwards.
  • Avoid touching your face.
  • Stay home when you are sick, except to get medical care.
  • Avoid close contact with people who are sick.
  • Clean and disinfect frequently touched objects and surfaces.
  • Get vaccinated.
