The RCE Water Resources Program:  Training the Next Generation of Water Resources Professionals

The mission of Rutgers Cooperative Extension (RCE) is to help New Jersey’s diverse population adapt to a rapidly changing society and improve their lives and communities through science-based educational programs. As part of the Rutgers New Jersey Agricultural Experiment Station, RCE connects university research to local needs in agriculture, 4-H youth development, and health. The RCE Water Resources Program’s mission is to identify and address water resources issues by engaging and empowering communities to employ practical science-based solutions to help create a more equitable and sustainable New Jersey. Yes, RCE’s main goal is to solve problems and improve the quality of life of New Jersey residents, but RCE is so much more. RCE provides opportunities for undergraduate students, graduate students, and staff to work on real-world projects, solving problems that communities are facing across the nation. RCE provides hands-on experience that is crucial to finding good high-paying jobs.


Over the last 20 years, the RCE Water Resources Program has employed over 115 undergraduate student interns. We have employed 52 environmental engineering students, 27 environmental science students, 12 landscape architect students, 11 civil engineering students, and four environmental planning students. We have also employed students who majored in agricultural and natural resources, applied economics management, biology, computer science, ecology, economics, film, food and agriculture, politics, and sociology. Over the last ten years alone, we have supported undergraduate interns on our grant projects for a total of approximately 50,000 hours. Many of these students went on to take positions with consulting companies, the New Jersey Department of Environmental Protection, municipal government, the United States Environmental Protection Agency, and non-governmental organizations. 


The RCE Water Resources Program believes that training the next generation of water resources professionals is a big part of our job. Dr. Obropta leads his highly specialized team of professional staff who are determined to create innovative solutions to water quality issues in New Jersey. The RCE Water Resources Program currently employs 18 full-time staff using grant funding from various sources. Many of these staff joined the RCE Water Resources Program immediately after obtaining their bachelor’s degree. Most of them are enrolled in graduate school as part-time students while they work full-time. For communities across New Jersey, the staff are designing stormwater management projects and overseeing the implementation of these projects. They are developing watershed restoration and protection plans and helping municipalities address stormwater permitting requirements. After a few years, they complete their master’s degree and have relevant experience that they can use to secure a high paying job outside of Rutgers.


As the RCE Water Resources Program staff, student interns, and graduate students enter the workforce of New Jersey, the state becomes much stronger at solving its water resources issues with the innovative technology used by experienced engineers, scientists, landscape architects, and planners trained by the RCE Water Resources Program.

Spring Maintenance with Bartle Elementary School

On Tuesday, May 26, 2026, the team taught students at Bartle Elementary School how to maintain the rain garden that was installed last year. Students learned how to remove debris and excess leaves from the garden as well as how to identify and remove weeds. They also replaced plants that did not survive the winter with new ones. Lastly, the existing mulch was raked out, and fresh mulch was added.

Green Infrastructure Champion Training Program - Year 8

The 2026 Green Infrastructure Champions Training Program was a huge success in its 8th year. We now have 160 new certified green infrastructure champions joining the 952 certified champions from the previous seven years of classes! Class participants represented all 21 counties in New Jersey, and 35 participants were from outside of New Jersey. A total of 77 participants were from government/municipal organizations, 39 were from NGOs/nonprofit/academic organizations, and 25 were from private organizations. The RCE Water Resources Program wants to thank everyone for another great class!

Health and Nutrition

Promoting health and nutrition is another key focus of RCE. The organization offers programs designed to educate residents on healthy eating, lifestyle choices, and food safety. Through initiatives such as the Expanded Food and Nutrition Education Program (EFNEP), RCE empowers families with the knowledge and skills to make better dietary choices, leading to improved health outcomes. Additionally, RCE collaborates with local organizations to address food insecurity and improve access to nutritious foods.


Environmental Stewardship

RCE is dedicated to promoting sustainable practices that protect New Jersey’s natural resources. Programs focusing on water conservation, waste reduction, and sustainable landscaping educate residents on how to live in harmony with the environment. RCE also provides assistance in identifying and addressing local environmental issues, such as invasive species and pollution, contributing to a healthier ecosystem.


Community Development and Engagement

RCE is a crucial partner in community development efforts throughout New Jersey. The organization works with local governments, non-profits, and community groups to assess needs and implement programs that address them. By facilitating collaborations and providing access to research, RCE helps communities develop effective strategies for economic development, resilience planning, and social equity.


Resilience During Emergencies

In times of crisis, such as natural disasters or public health emergencies, RCE serves as a trusted resource for information and support. Extension’s ability to mobilize quickly and provide essential resources, training, and outreach helps communities respond effectively to emergencies, ensuring that residents have the tools and knowledge needed to recover.


Rutgers Cooperative Extension is an indispensable asset to New Jersey residents, providing education and resources that enhance quality of life across multiple sectors. From supporting farmers and youth to promoting health and environmental sustainability, RCE’s contributions are felt throughout the state. By connecting communities with the expertise of Rutgers University, RCE not only facilitates the dissemination of knowledge but also fosters a collaborative spirit that empowers residents to improve their lives and their communities.
