A Message from the City Manager | | |
Dear Yorba Linda Community,
As we step into the month of May, the City of Yorba Linda is excited to welcome a season of sunshine, connection, and opportunity. With summer just around the corner, we’re excited to announce the release of the Summer 2025 Guide, your one-stop resource for a wide variety of engaging programs and camps tailored for residents of all ages. Whether you're seeking recreation, enrichment, or ways to connect with neighbors, there’s something for everyone to enjoy this summer.
This spring, our community came together in a powerful display of compassion and connection. On April 26, more than 800 devoted volunteers came together for Love Yorba Linda (even in the rain), taking part in over 35 meaningful service projects. From planting trees to crafting heartfelt cards for seniors and military members, their generosity and commitment truly represent the heart of Yorba Linda.
Adding to these recent highlights, we’re proud to share that Yorba Linda has been named the fifth safest city in California by Safewise! This distinction is a reflection of our City's ongoing dedication to public safety as its top priority and the strong partnerships we share with the Orange County Sheriff’s Department and Orange County Fire Authority. We are deeply grateful for their tireless service and for the collaborative spirit that helps keep our community safe.
As always, thank you for your continued support and involvement. Every contribution, big or small, helps shape Yorba Linda into the exceptional community we all cherish, a place where we are proud to call home.
Best regards,
Mark Pulone
City Manager

West Bastanchury Road Widening Project Recognized as
2025 Outstanding Project of the Year
The City of Yorba Linda is excited to announce that the West Bastanchury Road Widening Project has been named the 2025 Outstanding Project of the Year by the American Society of Civil Engineers, Orange County Branch (ASCE OC). This significant roadway enhancement expanded West Bastanchury Road to include additional lanes, reducing congestion and improving traffic flow for residents, commuters, and visitors. As part of the City’s ongoing commitment to safety and accessibility, the project also introduced upgraded crosswalks designed for both pedestrians and equestrians, along with enhanced equestrian access throughout the corridor.
In alignment with the City’s dedication to environmental responsibility, the project incorporated sustainable infrastructure elements, including drip irrigation systems to support water conservation and thoughtful measures to preserve the surrounding natural landscape. The City remains committed to investing in infrastructure projects that promote safe, efficient, and environmentally conscious transportation solutions for the entire community.

Yorba Linda Responds to CAL FIRE’s Updated Fire Hazard Maps
In March 2025, the California Department of Forestry and Fire Protection (CAL FIRE) released updated Fire Hazard Severity Zone (FHSZ) maps for Local Responsibility Areas, the first major revision since 2007. These maps identify wildfire risk based on factors such as vegetation, fire weather, and wind patterns. While the maps do not trigger land-use changes, they serve as a key planning tool for building codes, emergency preparedness, and wildfire mitigation efforts.
In Yorba Linda, more than 6,500 acres are now classified within Moderate, High, or Very High Hazard Severity Zones. Of that total, over 4,700 acres fall within the Very High-Risk Severity Zones category. View Map.
What Residents Should Know:
-
Defensible Space: Properties in Very High Fire Hazard Severity Zones must maintain defensible space by clearing flammable materials around structures.
-
Property Sales: Sellers are required to disclose if their property is in a High or Very High Fire Hazard Severity Zone.
-
New Construction: Buildings in these areas must meet stricter, fire-resistant building standards.
-
Fire Insurance: Although some residents may be concerned about insurance impacts, the California Department of Insurance has noted that most insurers already use independent wildfire risk models. The updated maps are not expected to directly affect premiums. To assist residents facing insurance challenges, the City of Yorba Linda, in collaboration with the Orange County Fire Authority and Yorba Linda Water District, issued a joint letter highlighting our community’s proactive wildfire mitigation efforts to share with your insurance provider.
What’s Next:
-
City Council Review: The updated maps were open for public comment through May 7, 2025. The City Council will consider adopting the new designations on May 20, 2025.
-
Planning Document Updates: The City will revise several key documents, including the General Plan Safety Element, Local Hazard Mitigation Plan, and the Fire Hazard Overlay District in the City’s Development Code.

Parks and Recreation Teams Up with Volunteers
for Love Yorba Linda
As part of this year’s Love Yorba Linda event, the City’s Parks and Recreation Department partnered with local volunteers to complete hands-on projects that revitalized key community spaces. Volunteers worked at Arroyo Park and Mustang Fields, planting an assortment of California native greenery to enhance biodiversity and promote sustainability in these beloved parks. At the Phillip S. Paxton Equestrian Center, volunteers and City staff focused on brush clearing, a vital task that improved both visibility and safety on the grounds. Through projects like these, the City and community continue to celebrate what makes Yorba Linda exceptional and demonstrate our shared commitment to keeping public spaces welcoming and well cared for years to come.

Public Works Supports Love Yorba Linda with Community Projects
The Yorba Linda Public Works Department proudly took part in this year’s Love Yorba Linda volunteer day by leading three meaningful community improvement projects. One project involved planting 20 new trees along the Kingsbriar Greenbelt, enriching the neighborhood with fresh greenery and contributing to a healthier local environment.
Additional projects focused on beautification and sustainability. A new pollinator garden was installed at Paseo de Las Palomas and Via Azafran, supporting local biodiversity and adding a colorful touch to the area. Meanwhile, in a collaborative effort with Girl Scout Troop 5140, a new dog waste station was installed in the Kerrigan Ranch neighborhood. The troop not only helped with the installation, but also provided a custom plaque and dog waste supplies. Through these projects, the Public Works Department and the community continue to demonstrate their commitment to enhancing the quality of life in Yorba Linda.

Solar Canopy Construction Begins
The City of Yorba Linda will soon begin installing solar panel canopies at several City facility parking lots, including the Library & Cultural Arts Center, Community Center, and Black Gold Golf Club. These solar installations will enhance energy efficiency, reduce long-term energy costs, provide reliable renewable energy for City operations, and offer additional shaded parking areas for visitors.
Work has already begun at Black Gold Golf Club, where the northwest parking lot (rear lot) and driving range are currently closed. Temporary hitting cages will be provided to replace the driving range, as the range area will temporarily serve as additional parking during construction. Installation at the Community Center is scheduled to begin on May 19 (after Lobsterfest), and installation at the Library will commence on August 4. For more information, visit the City's website.

Weed Abatement Deadline Approaching
With warmer weather here, the City of Yorba Linda is actively conducting its annual Weed Abatement Program, a crucial step in reducing wildfire risks by eliminating combustible materials like weeds, dead leaves, and overgrown brush from properties. All property owners who received a weed abatement notice from the City must comply by Tuesday, May 20. This deadline is mandated by local and state fire safety codes. Failure to clear your property of hazardous vegetation may result in enforcement action and could put your home and neighborhood at greater risk as fire season approaches. We strongly encourage all residents, whether you've received a notice or not, to take proactive steps now to maintain defensible space around your property. Your efforts not only protect your own home, but also safeguard your neighbors and the wider Yorba Linda community.
For questions or assistance with the program, please contact the City’s Community Preservation Division at 714-961-7138. Thank you for doing your part to keep Yorba Linda safe from wildfires.

Nighttime Visibility Tips for Walkers and Joggers
As residents enjoy evening walks and jogs, the City of Yorba Linda and Yorba Linda Police Services remind everyone to prioritize visibility after dark. Whether you're exercising in your neighborhood or on local trails, here are key tips to help you be seen and stay safe:
- Wear Reflective Clothing: Opt for light-colored or reflective gear like vests, jackets, shoes, or accessories that help drivers spot you in low-light conditions.
- Use Lights: Carry a flashlight or wear clip-on LED lights or headlamps. These make you more visible and help you see your path. If walking a pet, use reflective leashes or collar lights.
- Stick to Well-Lit Areas: Choose sidewalks and paths with good lighting and avoid dark, isolated areas.
- Face Traffic: Walking or jogging against traffic improves your ability to see oncoming vehicles and be seen by drivers.
- Limit Distractions: Avoid looking at your phone or wearing headphones that block out ambient sounds—staying alert is part of staying visible.
Your visibility is your first defense. The City of Yorba Linda and Yorba Linda Police Services encourage all nighttime walkers and joggers to take these simple steps to ensure they’re seen and safe.

Earthquake Preparedness: What You Need to Know
On April 14, a 5.2 magnitude earthquake struck near the mountain town of Julian, east of San Diego, with tremors felt across Orange County. The initial quake was followed by several aftershocks, ranging from 2.0 to 3.0 in magnitude. In California, earthquakes can occur with little to no warning, making preparedness essential. Taking proactive measures—such as assembling emergency kits, securing heavy furniture, and developing a family communication plan—can significantly improve safety and response during a seismic event. By planning ahead, residents can strengthen their safety and resilience during unexpected seismic events. Review the earthquake preparedness tips below to help you prepare:
- Make a Plan: Establish a reliable communication strategy with loved ones, designate a safe meeting location, and identify multiple evacuation routes. Residents of Yorba Linda are encouraged to become familiar with their designated evacuation zone. For detailed information and preparedness resources, visit yorbalindaca.gov/KnowYourWay.
- Build an Emergency Supply Kit: Gather at least a three-day supply of essential items, including water, non-perishable food, a flashlight, extra batteries, a first-aid kit, necessary medications, and important documents.
- Secure Your Space: Anchor bookshelves, TVs, and heavy furniture. Strap down your water heater and secure cabinet doors.
- Know What to Do: During a quake, Drop, Cover, and Hold On. Stay indoors and away from windows until the shaking stops.
To stay informed and prepared during emergencies, residents are encouraged to sign up for AlertOC to receive real-time notifications and critical updates directly to their devices. Additionally, valuable resources for creating an emergency plan and assembling a disaster supply kit are available at ReadyOC and ShakeOut.org, helping individuals and families take proactive steps toward emergency preparedness.

Learn About the Importance of Water Safety Barriers
With May being recognized as Water Safety Month, it’s important to remember the key elements of water safety. Identify your risks and have multiple barriers to keep children and adults safe from all water sources. Barriers buy time and offer protection if installed correctly and in good working condition. Some examples of water safety barriers include non-climbable fences, self-closing or latching gates, pool or spa covers, alarms, and indoor barriers. The more barriers you install and maintain, the safer your family will be. For more information, visit ocfa.org or download the Water Safety Barrier flyer.

Environmentally Friendly Tips for Car Maintenance
When it comes to DIY car maintenance, be mindful of the environment! The City encourages mechanics of all skill levels to follow these tips for a green garage:
- Do not dump wash water onto your driveway, sidewalk, street, gutter, or storm drain. Excess wash water should be disposed of in the sanitary sewers (through a sink or toilet) or onto an absorbent surface like your lawn;
- Whenever possible, take your car to a commercial car wash. Car washes are required to reclaim and reuse rinse water, so they are the more environmentally friendly alternative to home car washes;
- If you do choose to wash your car at home, choose soaps, cleaners, or detergents labeled “non-toxic,” “phosphate-free,” and “biodegradable.” When finished washing your car, dump wash water onto an absorbent surface like your lawn rather than down a drain;
- Use cat litter or another absorbent substance to remove any materials deposited by vehicles, such as oil leaks;
- Do not use acid-based wheel cleaners and “hose off” engine degreasers at home. They can be used at a commercial facility, which can adequately process the wash water;
- Perform automobile repair and maintenance under a covered area and use drip pans or plastic sheeting to keep spills and waste material from reaching storm drains.
For nearest access to a Used Oil Collection Center, call 1-800-CLEANUP or visit the Used Oil Collection Center webpage to find a site near you. Let's keep Yorba Linda clean together!
