A Message from the City Manager
Dear Community Member,
Welcome to October! As we celebrate the changing season, it's the perfect time to get involved and engaged with the community. This month is full of important community events, and your participation will make a big difference! I'd like to highlight just a few:
- We're hosting a series of Housing Element Workshops to discuss resident-driven recommendations for the 2021-2029 Housing Element, and how to best maintain local land-use control;
- The Mayor's State of the City Address on October 18, which will be live-streamed so everyone can participate; and
- Community Wildfire Preparedness Meeting on October 26 on the east side of Yorba Linda, covering critical wildfire safety and evacuation information.
You can learn more about these events in the articles below. This month's edition also features exciting information about our second annual Halloween Decorating Contest, Black Gold being voted the best golf course in Orange County, and an invitation to veterans to be highlighted at our November 7 City Council Meeting. As you can tell, October is exciting for many reasons beyond eating candy and trick-or-treating.

Reminder: October Housing Element Workshops Start This Week
The City of Yorba Linda will continue its series of workshops in October to engage our community about resident-driven recommendations for the City’s 2021-2029 Housing Element. These recommendations aim to comply with State law and retain local land use control. To watch the first virtual Q&A workshop held in September, please visit YLLocalControl.com/Workshops.
Residents are invited to attend one or more of the upcoming workshops to learn more about the Housing Element update and the Resident Working Group’s proposed revisions. Each workshop will cover the same material, so please select a date below that works best for you.

E-Waste Recycling and Shredding Event This Weekend
The Yorba Linda Chamber of Commerce is hosting an E-Waste Recycling and Shredding Event this weekend, October 7-8 from 9 a.m. to 3 p.m. at Yorba Linda City Hall (4845 Casa Loma Avenue). Acceptable e-waste items include computer monitors, TVs, laptops, printers, etc. Household batteries and fluorescent lightbulbs will not be accepted, except as noted below.
Document shredding will only be available on Saturday, October 7, from 9 a.m. to 12 p.m.. The first two file-sized boxes are free, and each extra box is $5 each. Additionally, household batteries will also be collected during this time as well.

October 8-14 is Fire Prevention Week
The City of Yorba Linda and the Orange County Fire Authority are celebrating October 8-14 as Fire Prevention Week. This year's theme is "Cooking safety starts with YOU! Pay attention to fire prevention."
The upcoming campaign works to better educate the public about simple but important steps they can take to help reduce the risk of fire when cooking at home. Through a series of videos and activities, the importance of fire safety will be stressed to help reduce, if not eliminate, injuries from home fires. OCFA will be highlighting this information on their social media pages all week, so be sure to follow along! The OCFA Kids Corner will also be filled with new activities and information for kids. Join the Library's Solar Eclipse Party
In celebration of the partial solar eclipse, the Library will be hosting an all-ages Solar Eclipse Party! Enjoy out-of-this-world activities, crafts, and more. Solar eclipse glasses will be provided, while supplies last, to program participants beginning at 8:30 a.m. on Saturday, October 14.

You're Invited to the State of the City

The City of Yorba Linda is excited to host the 2023 Mayor’s State of the City Address! This annual event is hosted in the beautiful East Room of the Nixon Presidential Library and Museum and will provide an opportunity for Mayor Hernandez to share with our business community, partners, and residents the highlights of City efforts, key projects and initiatives, City priorities, partnerships, and future planning. This year's event will take place on Wednesday, October 18, with a networking social hour at 5:30 p.m. and a three-course dinner and program at 6 p.m.
Ticket orders and sponsorships must be made online by Sunday, October 8, and will not be available at the door. To purchase tickets or sponsorships, please visit the State of the City Registration webpage.

City Council to Recognize Yorba Linda Veterans
The City Council is proud to annually recognize and thank our local veterans in anticipation of Veterans Day. All Yorba Linda veterans are invited to attend the City Council Meeting on November 7, 2023, at 6:30 p.m. to be recognized in a presentation by the City Council.
Please RSVP by emailing Susan Lamp and provide the following details:
- Veteran's first and last name;
- Highest rank obtained in service or retired (Example: First Sergeant);
- Branch of Service(s);
- Years Served; and
- Picture: Scan or attach a photo (in uniform or not in uniform).

Public Comment Period Opening Soon for the City's Draft ADA Self-Evaluation & Transition Plan
The City of Yorba Linda strives to make Yorba Linda accessible for everyone! In accordance with the Federal Highway Administration, local agencies who want to remain eligible for federal funding must develop and adopt an ADA Transition Plan. Each agency is required to complete a self-evaluation and survey of its facilities, policies, and practices as they relate to requirements set forth in the Americans with Disabilities Act (ADA). Repair and replacement of deficient facilities must be noted and addressed in a formal transition plan.
The City hired an ADA consultant to prepare the ADA Self Evaluation and Transition Plan, and the draft document is now complete. The City is seeking public comment on its Draft ADA Self Evaluation and Transition Plan document during a 30-day period beginning on October 17 and concluding on November 17. Tips for a Safe Halloween
Halloween is just around the corner! The City of Yorba Linda and Yorba Linda Police Services want you and your family to stay safe during this festive holiday. Please review these important considerations and tips to ensure a safe and fun Halloween for the entire family:
- Trick-or-treat in groups, never alone;
- Parents, plan your route before you leave and show the kids where you'll be going;
- Take a flashlight with you;
- Place reflective tape or stickers on costumes;
- Cross the street only at corners using traffic signals and crosswalks;
- Never dart out into the street or cross between parked cars;
- Only trick-or-treat at well-lit houses;
- Only enter a home if with a trusted adult;
- Never get in a stranger's car; and
- Examine candy before it's eaten.
Finally, contact OCSD if you see anything suspicious or dangerous on the non-emergency line at 714-647-7000. In the case of an emergency or crime in progress, dial 9-1-1.

Annual Pavement Preservation Program Update
The Annual Pavement Preservation Program keeps Yorba Linda's streets in good condition, provides residents with better driving conditions, extends the lives of streets, and protects the public's infrastructure investment. This year's project is treating Maintenance Zone 5 and portions of Zone 6 (view map).
The slurry seal phase kicked off in September and provides a maintenance treatment that prolongs the life of the asphalt. The slurry material consists of finely crushed rock, asphalt, and water that cures over a few hours in hot weather. As part of this year’s program, the contractor recently slurry-sealed Yorba Linda Boulevard between Village Center Road and Dorinda Road, as well as Village Center Drive from Yorba Linda Boulevard to North Fairmont Boulevard. This month, the contractor will continue the effort with slurry sealing residential streets north of Yorba Linda Boulevard between Village Center Drive and San Antonio Road. In addition, the contractor will be slurry sealing Hidden Hills Road, completing utility adjustments, and painting recently treated areas. Finally, the contractor will complete outstanding paving and slurry seal on south Lakeview Avenue and Black Gold Drive.
Properties directly impacted by the slurry work will be notified via door hangers specific to the area of work. During construction, drivers, bicyclists, and pedestrians are advised to be prepared for delays or take alternate routes, watch for traffic or lane changes, proceed slowly, and be alert to workers and equipment in the roadway. Tips for Managing Stormwater During the Rainy Season
Unlike the water that flows through sewage piping, water that flows through storm drains is not treated before entering our creeks, rivers, bays, and, eventually, the ocean. The City of Yorba Linda encourages you to take these important steps to do your part to prevent dirty stormwater runoff from seasonal rains:
- Preserve existing vegetation as much as possible;
- Closely monitor your lawn watering habits and adjust your watering schedule to reflect the changing weather conditions;
- Remove debris from your rain gutters and place it in a green waste container before a clog forms. Direct downspouts and gutters to drain onto your lawn or plant beds where water will soak into the soil; and
- Reduce and prevent pollutants from entering the storm drain by placing yard trimmings in your brown organic recycling container, picking up litter, maintaining your vehicle, and not over-fertilizing or over-watering your lawn.
