Council members may attend in person, or electronically (except for the Mayor) for a hybrid meeting, or via Zoom Webinar for an Electronic Meeting (per the Community Charter and the Council Procedure Bylaw). Participation will be managed electronically via Zoom, operated from the Council Chambers. Public hearings are held electronically to provide greater access, transparency and convenience. Zoom also offers the option to dial in by phone. For Electronic Meetings (e.g. meetings with public hearings), the Council Chambers are open, with limited seating, for those unable to participate electronically to participate in person. For in person and hybrid meetings the Council Chamber is also open for the public to attend. However, due to ongoing health concerns and limited seating, the public is encouraged to view the open portion of the meeting via the livestream, and to provide verbal public input on agenda items by registering in advance using the Zoom Webinar link provided for each Council meeting event at lantzville.ca OR by submitting written comments by noon the day of the meeting. Prior to attending at Municipal Hall, please self-assess to ensure you are healthy and do not attend if you are ill. Members of the public must remain seated unless invited to address Council. Meetings recorded by the District of Lantzville may be viewed at lantzville.ca. The public is prohibited from recording Council meetings unless authorized by Council.
Lantzville Minetown Day August 6, 2022!
Seaside Community Society has started planning for the family fun 2022 Minetown Day event to be held on Saturday, August 6, 2022 in Huddlestone Park (subject to COVID-19 restriction changes). If you would like to be part of the planning group or involved in the event, in the parade, as a vendor, or in any other way, please email costinhallpresident@shaw.ca. They would love to hear from you!
Recreation Opportunities
The District of Lantzville partners with the City of Nanaimo, Regional District of Nanaimo, and Seaside Community Society to provide recreation opportunities for the residents of Lantzville.
City of Nanaimo – is offering three “Ready, Set, Learn” events for families with children aged 3 to 6. This family-oriented outdoor playtime program is brought to the community through the City of Nanaimo, PacificCare and Nanaimo Ladysmith Public Schools. The program is free, but we ask that families pre-register. Three dates:
  • Thursday, April 7th, 4:00 pm - 6:00 pm at Linley Point Gyro Park
  • Thursday, April 21st, 4:00 pm - 6:00 pm at Mansfield Park
  • Thursday, May 12th, 4:00 pm - 6:00 pm at Deverill Square Park
  • Saturday, April 16th is World Leisure Day across the community. There will be many activities planned for the day. Details will be available soon on the World Leisure Day website!
  • Sunday, April 17th there is an Easter Egg Hunt and Swim at Beban Pool from 9:00 am - 12:00 pm. Regular admission rates apply.
  • Sunday, April 17th there is a Glow in the Dark Skate at Frank Crane Arena from 3:00 pm - 4:30 pm. Regular admission rates apply.
  • Friday, April 22nd is Earth Day which is the final event of the Water to Earth Month events happening that includes special events, workshops and programs visit nanaimo.ca for more information
  • Look for the Summer Activity Guide available online starting April 29th with registration beginning on Wednesday, May 4th.
Regional District of Nanaimo (RDN) – reports registration for spring and summer programs is ongoing. Visit www.rdn.bc.ca/recreation to view activities for all ages and interests.
Lantzville Community Facilities – Seaside Community Society has recently completed modifications to the Costin Hall kitchen and the lounge washrooms. Two storage areas have also been repainted and the sound system in the Hall will be upgraded shortly. Recreational activities are slowly returning to pre-COVID-19 schedules. Line dancing, square dancing, Zumba, short mat bowling, carpet bowling, yoga, Probus Club meetings, Brownies and the Tidesmen Chorus are all returning to Costin Hall. For enquiries about activities or renting for an event, please visit the Costin Hall website.

Costin Hall (Community Use Building ‘A’) and the adjacent Community Use Building ‘B’ (CUB ‘B’), both in the heart of the community, at 7232 and 7244 Lantzville Road, are District-owned facilities that are leased to the Seaside Community Society which is responsible for facility rentals and building maintenance. The Society is a registered non-profit society with a volunteer president and management board (all of whom are Lantzville residents), and over 100 members.
Emergency Preparedness Week
(May 2nd - 8th) & Community Wildfire Preparedness Day (May 7th)
Did you know, each year there’s a whole week dedicated to emergency preparedness? Emergency Preparedness week is coming up, from
May 2nd – 8th. The District of Lantzville contracts to the Regional District of Nanaimo to provide emergency planning services – this includes running a number of interesting seminars, including an Intro to Neighbourhood Emergency Preparedness Programs, Building a Grab and Go Kit, and an Intro to FireSmart! The 26 Weeks to Emergency Preparedness is launching, with a chance for you to win some prizes! For seminar dates, go to getinvolved.rdn.ca/nepp, or visit the RDN Facebook page!

Community Wildfire Preparedness Day is also coming up on May 7th, and is a great opportunity to get your hands dirty and clean up your yards! Connect with friends and neighbours to discuss how you can make your neighbourhood more resilient too! Bylaw Reminders
Open Burning – Until April 15, 2022, Open Air and Incinerator fires are permitted ONLY IF every reasonable alternative for reducing, reusing or recycling debris has been pursued first to minimize the amount of debris to be burned and subject to Bylaw No. 185 regulations and the Ventilation Index. No prohibited materials may be burned (e.g., no demolition waste, household waste, treated lumber, etc.). Burn only clean, dry organic materials in a fire less than 1.2 m high by less than 1.8 m in diameter and subject to the venting index. Review the venting index here, or call 1.888.281.2992 to confirm the Ventilation Index category for the CNTRL VAN ISLD the day you wish to burn to confirm if venting is GOOD, otherwise burning is prohibited. NO LANDCLEARING FIRES ARE PERMITTED AT ANY TIME OF THE YEAR except registered burns on ALR lands Oct 15th - Nov 15th. Small campfires used for cooking, heating or ceremonial purposes are allowed (except on beaches) subject to conditions. NO OPEN FIRES ARE PERMITTED ON ANY BEACH AT ANY TIME OF THE YEAR; only portable propane campfire apparatus (CSA or ULC approved) are permitted on the beach between the hours of 11:00 am to 8:00 pm.

Effective April 16th Burning Ban in Effect Until October 14th
Category 2 OPEN FIRES (burn barrels, backyard burning, incinerators, burn piles, burning grass, fireworks, binary exploding targets, sky lanterns, outdoor burning, etc.) are NOT permitted on private and public property in the District of Lantzville. Watch for notices issued by the Provincial Government restricting open burning.
Small campfires used for cooking, heating or ceremonial purposes are allowed (except on beaches) subject to conditions:
  • must be contained in a device or fixture
  • campfire must be away from combustible materials and campfire must not exceed 0.61 m in size
  • only propane, natural gas, charcoal or clean organic wood can be used; no branches, yard waste or construction materials
  • responsible person must be in attendance at the campfire at all times, with a hand tool or at least eight litres of water available to properly extinguish the fire
  • ensure campfire is completely extinguished and ashes are cold to the touch before leaving the area
  • be considerate of neighbours when planning a campfire.

Stage 1 Watering Restrictions – Effective April 1st 
Under Stage 1 watering restrictions, sprinkling is permitted on any day between the hours of 7:00 pm and 7:00 am. Sprinkling includes watering lawns, ornamental shrubs, flowers and trees and use of pop-up spray, rotors and sprinklers. Putting in a new lawn? Apply for a new lawn watering permit by emailing district@lantzville.ca. The following are permitted at any time in Stage 1: hand-watering, drip irrigation, and micro irrigation; washing vehicles, boats, and houses (siding) if using a hose with a shutoff device; filling fountains, pools, or hot tubs; pressure washing walkways, driveways and siding. Vegetable gardens and fruit trees are exempt from all watering restrictions but watering in the early morning or in the evening is recommended – less evaporation. Private wells are not subject to municipal watering restrictions, but conservation is encouraged because water is a shared resource.
Construction Notices
Metro & Mart Paving Improvements Project – In February IWC Excavation Ltd. started construction of road improvements and paving along Mart Road and Metro Road. The project is expected to be complete by the beginning of May 2022. Necessary accommodations will be made throughout the course of construction allowing residents and businesses continued access to their driveways. Traffic control personnel will be available to safely assist traffic through the construction zone during the day. Roads and driveways will be restored at the end of each working day allowing traffic to safely travel through the construction zone while crews are not on site. Although it is the contractor’s full intention to minimize any impact, disruption of water services as well as redirection of traffic may apply in construction areas for the duration. Please follow the direction or advisement of traffic control signage and/or personnel. If any changes arise, notification of changes will be distributed. Please use caution around the construction areas. Working hours will be Monday-Friday from 7:00 am - 5:00 pm, with no work being done on weekends or statutory holidays. Annual Watermain Flushing
It’s that time of year again for routine fire hydrant maintenance
and waterline flushing. No chemicals are used during the process and the quality of your drinking water is not affected. Beware, however, that your tap water may be discoloured so we recommend your laundry times are limited to evenings or the weekends until April 15th.
Curbside Collection Schedule Reminder
Your curbside collection continues on Wednesdays until April 21st when it moves to Thursdays. Forget your garbage day no more! Visit the District or RDN website for your schedule and What Goes Where (recycling) or download the RDN Curbside app.
2022 Business Licence Required by January 1st
Effective January 1, 2022, it is unlawful for a person to engage in or carry on a business within Lantzville unless that person holds a valid business licence issued by the District of Lantzville. The requirement to hold a District of Lantzville business licence includes non-Lantzville-based business operators who also hold a licence in the municipality where their business has an office, business address or is normally based. The Miscellaneous Fees and Charges Bylaw No. 26 establishes the business licence fee ($100/each premise in Lantzville for non-Lantzville-based and Lantzville-based business except Home based business where fee is $50.00) and renewal fees. Did you miss the deadline? Apply now for your 2022 business licence!

Cut the Broom when it is Blooming!
The District of Lantzville has partnered with the Broombusters Invasive Plant Society again this year to assist in controlling the alien invasive plant Scotch broom in our community. Help protect our environment from this invasive, alien plant and enjoy some time with fellow residents. The first cut of the season is scheduled for: Galloway Marsh, Saturday, April 30th, 9:30 am - 11:30 am. More cuts will be added as the blooming season progresses. Watch for signs in your neighbourhood. Municipal Election 101
2022 General Local Election Voting Days are at Costin Hall: 8:00 am - 8:00 pm Wednesday, October 5th & 12th & Saturday, October 15th or register to Vote by Mail, to elect your new five-member Council for a four-year term that starts at the Inaugural Council meeting scheduled for 6:00 pm, Wednesday, November 2, 2022 at Costin Hall.

Are you eligible to vote in the 2022 General Local Election?
ELECTOR QUALIFICATIONS
RESIDENT ELECTORS
  • 18 years of age or older on October 15th (general voting day for the election or assent voting);
  • a Canadian citizen (landed immigrants and corporations are not eligible);
  • a resident of British Columbia for at least 6 months immediately before the day of registration;
  • a resident of the District of Lantzville on the day of registration; and
  • not disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not otherwise disqualified by law.

NON-RESIDENT PROPERTY ELECTORS
  • 18 years of age or older on October 15th;
  • a Canadian citizen (landed immigrants and corporations are not eligible);
  • a resident of British Columbia for at least 6 months immediately before the day of registration;
  • a registered owner of real property in the District of Lantzville for at least 30 days immediately before the day of registration;
  • the only persons who are registered owners of the property, either as joint tenants or tenants in common, are individuals who are not holding the property in trust for a corporation or another trust;
  • not entitled to register as a resident elector;
  • not disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not otherwise disqualified by law; and
  • if there is more than one registered owner of the property, only one of those individuals may, with the written consent of the majority of the owners, register as a non-resident property elector and if you own property with a corporation, none of the owners of the property are eligible to vote. A Non-resident Property Elector may only vote once in the District of Lantzville, regardless of the number of properties that they may own in Lantzville.
Is your name on the list of electors? 
The District of Lantzville will use an excerpt from the Provincial Voters List as at August 2022. Call Municipal Hall (250.933.8082) to confirm if you’re registered to vote, or visit Elections BC to register or update your registration if your address or name has changed.

Omitting Personal Information from the List
Electors may request that their address and other information be omitted from or obscured on, the List of Registered Electors to protect their privacy or security. Contact the Chief Election Officer (CEO)for more details.
