Council members may attend in person, or electronically (except for the Mayor) for a Hybrid Meeting, or via Zoom Webinar for an Electronic Meeting (per the Community Charter and the Council Procedure Bylaw). The Council Procedure Bylaw defines an Electronic Meeting as a meeting where all attendees participate electronically. Participation will be managed electronically via Zoom, operated from the Council Chambers. Public Hearings are held electronically (per the Local Government Act) to provide greater access, transparency and convenience. Zoom also offers the option to dial in by phone. For Electronic Meetings (e.g. meetings with Public Hearings), in accordance with the Community Charter, the Council Chamber is open (with limited seating) for those unable to participate electronically to attend and a designated municipal officer must be in attendance. For in person and Hybrid meetings the Council Chamber is also open for the public to attend. Due to limited seating, the public is encouraged to view the open portion of the meeting via the livestream (advance registration is not required), and to provide verbal public input on agenda items by registering in advance using the Zoom Webinar link provided for each Council meeting event at lantzville.ca OR written comments by noon the day of the meeting. Prior to attending at Municipal Hall, please self-assess to ensure you are healthy and do not attend if you are ill. Members of the public must remain seated unless invited to address Council. Meetings recorded by the District of Lantzville may be viewed at lantzville.ca. The public is prohibited from recording Council meetings unless authorized by Council.

The start time of the open portion/livestreaming of the meeting may vary if a closed portion is required at the beginning of the regular Council meeting. Please refer to the Council meeting agenda, published the week before the meeting, to confirm the open portion/livestream start time. |
REMINDER: Property Taxes Due July 4th
|
Property tax payments and your completed Home Owner Grant (claimed through the Province of BC, if applicable) are due no later than Tuesday, July 4, 2022 to avoid penalty. Property tax payments can be made through online banking, mail, put in the drop box at Municipal Hall (to the right of the front door), or paid in person at Municipal Hall Monday to Friday 8:30 am – 4:00 pm, excluding holidays. Please do not put cash in the mail or drop box. A 2% penalty will be applied on outstanding amounts on July 5 th and a further 8% penalty will be applied on any outstanding balance at the end of day on September 30 th. The District has no authority to waive or modify these penalty amounts, which are required by law. Postmarks are not accepted as proof of payment. If you qualify for a Home Owner Grant, you can claim your Home Owner Grant online or by phoning 1.888.355.2700 to speak with a live agent. |

Sign up by July 29, 2022 for our convenient Pre-authorized Payment Program consisting of ten equal monthly payments from August to May. Please note, to be eligible for the program, your 2022 property taxes must be paid in full. Ask about the Pre-authorized Payment Program for utility bills too! Questions? Join Nanaimo Science for outdoor nature exploration at Huddlestone Park – Science in the Park will be in Lantzville from July 20th - 24th, 10:00 am - 1:00 pm each day. Come learn about invertebrates that crawl, fly, and squirm. There will be opportunities to explore the park and nearby beach, view insect specimens, and participate in educational activities and crafts. This is a drop-in program suitable for the whole family. No registration but adult/caretaker participation is required. Please contact Nanaimo Science with any questions.

- After two years, July 1st Canada Day Celebrations at Maffeo Sutton Park are back! Join in from 11:00 am - 3:30 pm for live entertainment, a community culture stage, crafts, interactive booths, bouncy castles, games, a variety of food trucks and more! New this year is FREE transportation to the event. A shuttle service from Woodgrove Mall and Vancouver Island University will run every 30 minutes to the event and return to those points on the same schedule. Service starts at 9:00 am and finishes at 4:30 pm. We also have a bike valet service for free, operational from 9:00 am - 5:00 pm.

- Lifeguards at Westwood Lake start on July 1st and continue until September 5th. This free service is available every day from 11:30 am - 5:00 pm (including BC Day and Labour Day).
- The Playground Program is back again this summer. This program is geared towards children ages 5 to 12 and includes a chance for kids to enjoy games, crafts, sports and more! It runs from July 6th - August 31st at Harewood Centennial Park, Mansfield Park, Country Hills Park and Hawthorne Park. This program is free.
- The Concerts in the Park series is underway. Concerts are free and are held at a variety of locations this season showcasing a variety of local talent and types of music.

- No more Movie Nights until the fall
- No Special Events for the month of July, but stay tuned for August

Extreme heat is dangerous to the health and well-being of the public. Are you ready for a heat event? Make plans now to prepare for warmer temperatures to help keep you cool and safe.
If you live alone, and need extra help, pick someone to check in on you when temperatures rise
Identify places in the community you can visit to get cool (libraries, shopping malls)
Consider purchasing or servicing air-conditioners
Install temporary window reflectors
Provide window coverings for windows that receive direct sunlight
Listen to local weather forecasts and official warnings.

Effective April 16th Burning Ban in Effect Until October 14th
Category 2 OPEN FIRES (burn barrels, backyard burning, incinerators, burn piles, burning grass, fireworks, binary exploding targets, sky lanterns, outdoor burning, etc.) are NOT permitted on private and public property in the District of Lantzville. Watch for notices issued by the provincial government restricting open burning.
NO OPEN FIRES ARE PERMITTED ON ANY BEACH AT ANY TIME OF THE YEAR; only portable propane campfire apparatus (CSA or ULC approved) are permitted on the beach between the hours of 11:00 am to 8:00 pm.
Small campfires used for cooking, heating or ceremonial purposes are allowed (except on beaches) subject to conditions:
- Must be contained in a device or fixture
- Campfire must be away from combustible materials and campfire must not exceed 0.61 m in size
- Only propane, natural gas, charcoal or clean organic wood can be used; no branches, yard waste or construction materials
- Responsible person must be in attendance at the campfire at all times, with a hand tool or at least eight litres of water available to properly extinguish the fire
- Ensure campfire is completely extinguished and ashes are cold to the touch before leaving the area
- Be considerate of neighbours when planning a campfire.

Stage 2 Watering Restrictions – Effective May 1st
Under Stage 2 watering restrictions, sprinkling is permitted between the hours of 7:00 am and 10:00 am OR 7:00 pm and 10:00 pm for a maximum of 2 hours every other day on the following days:
- Odd-numbered addresses on odd-numbered days
- Even-numbered addresses on even-numbered days.
Sprinkling includes watering lawns, ornamental shrubs, flowers and trees and use of pop-up spray, rotors and sprinklers. Putting in a new lawn? Apply for a new lawn watering permit by emailing district@lantzville.ca.
The following are permitted at any time in Stage 2:
- Hand-watering (trees, shrubs, vegetables)
- Drip irrigation
- Micro irrigation (check regularly for leaks)
- Washing vehicles, boats, and houses (siding) if using a hose with a shutoff device
- Filling fountains, pools, or hot tubs
- Pressure washing walkways, driveways and siding.
Vegetable gardens and fruit trees are exempt from all watering restrictions but watering in the early morning or in the evening is recommended due to less evaporation. Private wells are not subject to municipal watering restrictions, but conservation is encouraged because water is a shared resource.

Have you Noticed Gulls Sporting Some New Accessories Lately? |

Environment and Climate Change Canada is conducting a 5-year project to help researchers understand how variations in diet and habitat influence the health of gulls wintering in the Salish Sea.
Researchers banded 183 adult and juvenile Glaucous-winged Gulls with colour leg bands to collect additional information on movements, habitat use, and site fidelity. By reporting sightings of these banded gulls around Lantzville, you can help researchers better understand Glaucous-winged Gulls in your area.

Over 6 weeks, Broombusters spent a total of 375 hours (up from 361.5 last year) organizing and cutting broom in our community. Thank you Lantzville for supporting Broombusters by keeping your property and street frontage broom free. Your individual efforts make a huge difference towards Lantzville becoming a broom-free community. |

Lantzville Celebrates Pride Month |
|
Thanks to a student in Lantzville (Pride Warrior Helena!), the District of Lantzville has joined local governments across BC and around the world, flying a Pride flag for the month of June! Flying the Pride flag is a message of welcome – it celebrates love, diversity, equality, acceptance and pride. Young Helena set the example when she wrote a letter to Council asking if Lantzville could hang up a Pride flag as she felt it was important for community members and visitors to know that Lantzville is a safe place to be. At the June 15th Council meeting, Council supported her request and passed a motion to display a Pride flag for the remainder of June 2022. |

2022 General Local Election Voting Days are at Costin Hall:
8:00 am – 8:00 pm Wednesday, October 5th & 12th (Advance) & Saturday, October 15th (General Voting Day) or register to Vote by Mail, to elect your five-member Council for a four-year term that starts at the Inaugural Council meeting scheduled for 6:00 pm, Wednesday, November 2, 2022 at Costin Hall. Advance Voting, Vote by Mail and General Voting Day are open to all electors – all ballots are counted when general voting closes on October 15th at 8:00 pm.

Nomination packages can be picked up from Municipal Hall starting July 29, 2022 from 8:30 am – 4:00 pm, Monday to Friday (excluding statutory holidays). Elections BC has announced Lantzville candidate expense limits for during the Campaign Period (September 17th to October 15th ) for candidates for the office of Mayor at $10,797.83 and for the office of Councillor at $5,398.92.
Individuals who wish to contribute (money, fundraising function tickets, property or services) to a local elections candidate or elector organization are legally obligated to follow the rules outlined in the Local Elections Campaign Financing Act.
To be eligible as a candidate in the 2022 General Local Election for the office of Mayor (one to be elected) or Councillor (four to be elected), at the time of nomination you must meet the following criteria:
- Canadian citizen;
- 18 years of age or older on or before General Voting Day (Saturday, October 15, 2022);
- Resident of British Columbia for at least 6 months (March 8, 2022, is the last day to meet 6 months residency requirement for candidates) immediately before nomination papers are filed; AND
- Not disqualified under the Local Government Act or any other enactment from being nominated for, being elected to, or holding the office, or be otherwise disqualified by law.
Per Provincial law, there is no requirement for a candidate to be a resident or property owner in the municipality.
Nomination papers (signed by at least two electors eligible to vote in the District of Lantzville) can be filed with the Chief Election Officer at Municipal Hall from 9:00 am Tuesday, August 30th – 4:00 pm Friday, September 9th. Early or late nomination papers cannot be accepted. Nomination must include a solemn declaration of the person nominated, made in front of the Chief Election Officer at the time the nomination documents are filed or made in advance (before a lawyer, notary or commissioner for taking affidavits in BC) BEFORE the nominee signs the papers.
