Council members may attend in person, or electronically (except for the Mayor) for a hybrid meeting, or via Zoom Webinar for an Electronic Meeting (per the Community Charter and the Council Procedure Bylaw). The Council Procedure Bylaw defines an Electronic Meeting as a meeting where all attendees participate electronically. Participation will be managed electronically via Zoom, operated from the Council Chambers. Public Hearings are held electronically (per the Local Government Act) to provide greater access, transparency and convenience. Zoom also offers the option to dial in by phone. For Electronic Meetings (e.g., meetings with Public Hearings), in accordance with the Community Charter, the Council Chambers is open (with limited seating) for those unable to participate electronically to attend and a designated municipal officer must be in attendance. For in person and hybrid meetings the Council Chambers is also open for the public to attend. Due to limited seating, the public is encouraged to view the open portion of the meeting via the livestream (advance registration is not required), and to provide verbal public input on agenda items by registering in advance using the Zoom Webinar link provided for each Council meeting event at lantzville.ca OR written comments by noon the day of the meeting. Prior to attending at Municipal Hall, please self-assess to ensure you are healthy and do not attend if you are ill. Members of the public must remain seated unless invited to address Council. Meetings recorded by the District of Lantzville may be viewed at lantzville.ca. The public is prohibited from recording Council meetings unless authorized by Council.

The start time of the open portion/livestreaming of the meeting may vary if a closed portion is required at the beginning of the regular Council meeting. Please refer to the Council meeting agenda, published the week before the meeting, to confirm the open portion/livestream start time.

Municipal Election 101

2022 General Local Election Voting Days are at Costin Hall, 7232 Lantzville Road:

Advance Voting, Vote by Mail and General Voting Day are open to all electors – all ballots are counted when general voting closes on Saturday, October 15^th at 8:00 pm. 

Elect your five-member Council for a four-year term that starts at the Inaugural Council meeting scheduled for 6:00 pm, Wednesday, November 2, 2022 at Costin Hall. Ballots will also include School Board candidates (if not elected by acclamation) for School District No. 68 and School District No. 69, depending on where you live or own property within the District of Lantzville. Nomination papers (signed by at least two electors eligible to vote in the District of Lantzville) can be filed with the Chief Election Officer at Municipal Hall from 9:00 am Tuesday, August 30^th – 4:00 pm Friday, September 9^th during regular office hours, excluding holidays. Early or late nomination papers cannot be accepted. The nomination must include a solemn declaration of the person nominated, made in front of the Chief Election Officer at the time the nomination documents are filed or made in advance (before a lawyer, notary or commissioner for taking affidavits in BC) BEFORE the nominee signs the papers. Recreation Opportunities

The District of Lantzville partners with other local governments and agencies to provide recreation opportunities for the residents of Lantzville.

Regional District of Nanaimo (RDN) – Registration for summer programs is ongoing. View activities for all ages and interests.

• Fall programs will be viewable online Monday, August 12^th and available for registration on Monday, August 22^nd.
• Ravensong Aquatic Centre will be closed for annual maintenance August 20^th and will re-open September 12^th.
• The next deadline for Oceanside Services Recreation Grants is October 3^rd.

Lantzville Community Facilities  – Here’s what the Seaside Community Society reports is happening at Costin Hall for the month of September!

• Movie nights are back at Costin Hall. Our first movie will be Sonic 2, September 9^th, starting at 6:00 pm. Check out the Facebook page, Costin Hall Lantzville, for more details.
• The Seaside Community Society is finally able to celebrate the 100^th Anniversary of Costin Hall and will be hosting a dance. Helping us celebrate will be local Lantzville band, Neighbours, as our entertainment for the night. This will also be a 1920s themed dance, so get fancied up in your flapper dresses and pinstriped suits. It will be a lot of fun! Date is September 24^th. • Zumba Gold is back for the fall starting on Sunday, September 11^th, 9:30 am - 10:15 am. Contact Shandra at 250.739.3724 or zumbashandra@gmail.com

City of Nanaimo – Registration for fall programs is underway.

• Thursday, September 1^st at Beban Pool from 4:00 pm - 8:00 pm is our “End of Summer Splash”. Join us for the aqua jousting, running mat, diving boards, slide and tropical summer-themed fun. Regular admission rates apply.
• Sunday, September 25^th at Bowen Park from 11:00 am - 3:00 pm is “Rivers Day” where we celebrate rivers and their many benefits, such as clean water, spawning salmon, historic trade and connection to local First Nations. There will be community info booths, entertainment and a variety of activities. Event is free.
• Saturday & Sunday, September 17^th & 18^th will be a “Play On” event. Spectators and athletes alike will be thrilled at this spectacle as Canada’s largest street hockey festival visits the Harbour City for the first time. There will be something for everyone with two days of ongoing tournaments, food and entertainment.

• Friday, September 30^th 10:00 am - 4:00 pm at the Stadium District (745 Third St) will be “National Truth and Reconciliation”. Snuneymuxw First Nation, the City of Nanaimo and Nanaimo Ladysmith Public Schools invite you to honour our children and recognize a day of reflection for Truth and Reconciliation in our community together. There will be sporting events, demonstrations, food vendors, entertainment and more. More details will be on the City of Nanaimo website in early September.

Emergency Preparedness

Lantzville has a dedicated team of Emergency Support Services (ESS) volunteers who respond to the call for assistance from our community day and night, all year round. The team meets monthly and is always looking for more volunteers!

ESS provides short-term assistance to people displaced from their homes by disasters and emergencies. Services may include accommodation, food, clothing and transportation. ESS links those needing assistance with appropriate resources. Sometimes this can be done remotely, for example, by booking a hotel room for a single family after a house fire. Or a reception centre may need to be opened to manage the needs of multiple families after an evacuation due to wildfire.

Total Fire Ban In Effect - Effective: Noon, Thursday, August 4, 2022 (Prohibition is in effect until public is otherwise notified)

Outdoor burning (including campfires) is NOT permitted on private and public property in the District of Lantzville. This means that any open flame of woody material, use of tiki torches, fireworks, sky lanterns, burning barrels, and Category 2 & 3 OPEN FIRES (burn barrels, backyard burning, incinerators, burn piles, burning grass, fireworks, binary exploding targets, sky lanterns, outdoor burning, etc.) are prohibited. Campfires on private and public property, and outdoor fireplaces have been added to the outdoor burning ban issued in April. Only devices using fuel that does not create sparks/embers (propane, natural gas, camp fuel or briquettes) will be allowed. All outdoor burning including incinerators and campfires is strictly prohibited.

Stage 2 Watering Restrictions – Effective May 1^st  

Under Stage 2 watering restrictions, sprinkling      is permitted between the hours of 7:00 am to 10:00 am OR 7:00 pm to 10:00 pm for a maximum of 2 hours every other day on the following days:

• Odd-numbered addresses on odd-numbered days
• Even-numbered addresses on even-numbered days

Sprinkling includes watering lawns, ornamental shrubs, flowers and trees and use of pop-up spray, rotors and sprinklers. Putting in a new lawn? Apply for a new lawn watering permit by emailing district@lantzville.ca. For more information, visit lantzville.ca.

Traffic Safety

In anticipation of the new school year for public and independent schools, please exercise extra caution when driving in or near school zones and playgrounds, and watch out for children. When a school is in session, a 30 km/h school zone speed limit is in effect from 8:00 am - 5:00 pm every school day.

Concerns about speeding or traffic safety? Who do you call?

It is recommended that all concerns, and related instances of noncompliance with posted speed signs be reported to the Nanaimo RCMP non-emergency number 250.754.2345 providing the street and nearest cross street address. Whenever possible, also provide the vehicle licence plate number and a description of the speeding vehicle.

Statistically, the individual reports from Lantzville residents to the RCMP are important as they will assist with the allocation of additional “Speed Watch” patrols in the areas that are experiencing high incidents of speeding, specifically the areas where children are required to walk. Please call the Nanaimo RCMP direct (250.754.2345) to report speeding or criminal issues OR email district@lantzville.ca regarding other community safety issues providing your name, street address and concern. District staff will consider traffic calming measures available to address traffic safety concerns. If your concern could not be resolved with the Chief Administrative Officer, you can email district@lantzville.ca, addressed to the attention of Council, and staff will distribute it to all members of Council.

Curbside Collection Schedule Reminder

After the September 5^th holiday (Labour Day) your curbside collection day moves to Wednesdays starting September 7^th. Forget your garbage day no more! Visit the District or RDN websites for your schedule and What Goes Where (recycling) or download the RDN Curbside app.

Have You Paid Your Property Taxes?

Property taxes and completed Home Owner Grants (claimed through the Province of BC, if eligible) were due July 4, 2022. A 2% penalty was applied on July 5^th and a further 8% penalty applies on any outstanding balance after September 30^th. The District has no authority to waive or modify these penalty amounts, which are required by law.

Tax Sale on September 26, 2022 – Property tax accounts with three years of unpaid taxes as of the last Monday in September must be sold at tax sale which, if required, will take place:

Properties scheduled to go to tax sale will be advertised in the newspaper during September. September 6^th is the deadline for payment to avoid an inclusion of property address and legal description in the tax sale advertisement.
