I wanted to quickly pop into your email radar to remind you about the public hearing for Bill No. 11-38 on Monday, July 7th, scheduled to take place at the Guam Congress Building from 2:00 pm - 10:00 pm. The bill intends to roll back the business privilege tax from 5% - 4%. We hope that you and many more of our friends and colleagues will lend support for the bill with your presence and your testimony (in person or in writing). When you see your favorite senator out and about, please urge them to vote in favor of the bill! We look forward to seeing you on Monday at the hearing!

Freedom Rocks Festival
July 4, 2025
Freedom Rocks Festival is back, and it is scheduled for Friday, July 4, 2025, at Polaris Point with the event starting at 3:00 pm. This event is open to the public and will include a Freedom Circus, opening act: Precious Medal Band, live music, games, inflatables, water sports, face painting, crafts, food trucks, and fireworks.

DAVE J. SANTOS SCHOLARSHIP

Juniors or Seniors enrolled in the University of Guam School of Business and Public Administration are invited to apply for the Guam Chamber of Commerce Dave J. Santos Scholarship. This scholarship is made available to outstanding business majors of the University of Guam. The scholarship will award one student in the 2025 Fall Semester $1,000.00 plus a paid internship with the Guam Chamber of Commerce.
This scholarship is sponsored and funded by the members of the Guam Chamber of Commerce in recognition of the achievements of the late Dave J. Santos, an entrepreneur, past Chairman of the Guam Chamber of Commerce Board of Directors, and the 1993 Small Business Person of the Year.

Pro-Growth Tax Policy Makes Our Country Stronger
Permanent reforms will help communities thrive.
For the U.S. to continue as a beacon of economic growth and opportunity, we need a tax code that strengthens the economy, drives investment, and raises wages for American workers.

Why it matters: Congress is working to prevent the largest automatic tax increase in American history when major portions of the 2017 Tax Cuts and Jobs Act (TCJA) expire at the end of this year.
‌
Driving the news: The U.S. Senate is prioritizing permanent tax reforms that would support creating new businesses, growing existing ones, and, most importantly, improving the lives of Americans.

The U.S. Chamber led a national coalition of more than 145 organizations from 39 states in urging Congress to pass the One Big Beautiful Bill Act. Is your state on the list?

Neil Bradley, U.S. Chamber Executive Vice President, highlighted this critical moment for tax policy in a recent Washington Examiner op-ed. At each step along the legislative process, the bill has become increasingly more pro-growth.
‌
By the numbers: The TCJA's reforms have played a big role in increasing wages, bringing the American Dream closer for many Americans.
‌
- Before the tax cuts, average hourly earnings for production and nonsupervisory workers were growing at 2.4% per year in 2016 and 2017.
- After the tax cuts, wage growth for these workers surged to 3.7% by October 2019.
- By April 2020, these workers were earning approximately $1,400 more annually than the previous trend would have predicted.
It is no surprise that a majority of voters support making tax relief permanent and are also more likely to vote for candidates who advocate for this permanence.

Why a Growing Economy Needs Pro-Growth Tax Policy
Competitive, pro-growth tax policy is essential to growing the economy, raising wages for workers, and improving the standard of living for all Americans.
Lawmakers can advance growth-oriented tax policies and avoid one of the largest tax increases in American history, which will otherwise occur when key provisions of the 2017 Tax Cuts and Jobs Act (TCJA) expire at the end of 2025.
The U.S. Chamber applauds the Senate passage of the amended One Big Beautiful Bill Act (H.R. 1), which sends the bill back to the House for final passage. The House advanced its version of the bill earlier this summer. Additionally, the Chamber led a national coalition of associations and state and local chambers—representing hundreds of thousands of employers across the country—in urging Congress to pass the bill.
