Mayor Emanuel Introduces Ordinance to Crack Down on Chicagoan's Exposure to Manganese
|
Mayor Rahm Emanuel announced a new measure to protect the health of Chicago residents and enhance quality of life in communities across the city. The ordinance, introduced to City Council today, would impose tough restrictions aimed at restricting new and expanded facilities for the storage of manganese throughout Chicago.
The proposed ordinance would ban new manganese-bearing facilities from opening and existing facilities from expanding. This will prevent any increase in manganese-bearing material operation uses citywide, including crushing, screening, transporting, storing or handling of the material. Further, the ordinance will help limit any further potential for manganese emissions to negatively impact residents who live near these facilities.
More recently, Mayor Emanuel championed the newly passed fly dumping ordinance designed to crack down on the practice of illegally dumping or storing waste on public or private property. Under direction of Mayor Emanuel, CDPH is expanding its environmental protection team, increasing the department's capacity to inspect and fine polluters citywide.

Mayor Emanuel Joins Hundreds of Mayors from Across the Country to Oppose the Repeal of the
Clean Power Plan
|
Mayor Emanuel joined over 200 mayors from across the United States on February 20, 2018 to express support for the Clean Power Plan (CPP) - an essential public health protection and climate change solution that sets the first ever federal limits on carbon pollution from power plants and helps cities transition to a clean energy economy. The Trump Administration is trying to repeal the CPP in spite of support from mayors, state leaders and businesses.
"From closing coal plants, to investing in electric vehicles and public transportation, to reducing electricity usage in our buildings, to updating streetlights across the city, to joining global leaders to sign the Chicago Climate Charter, Chicago is showcasing the impact that cities can have on climate change for their residents and for people around the world," said Mayor Emanuel. "As the
Trump administration fails yet again to provide certainty and support for local government and business by keeping the Clean Power Plan intact, I am proud to stand together with leaders from across the country to take decisive action to improve our environment while strengthening our communities."
In a letter, 233 mayors from 46 states and territories strongly opposed efforts by the
Trump administration and Environmental Protection Agency (EPA) Administrator Scott Pruitt to dismantle the Clean Power Plan, as it would have devastating health and economic impacts on their communities, including exposing Americans to increased air pollution, worsening climate change, and stronger and more destructive extreme weather events.

Mayor Emanuel Releases the 2017 Chicago Energy Benchmarking Report
|
|
Mayor Rahm Emanuel released the 2017 Chicago Energy Benchmarking Report on February 13, 2018. The report reveals that large buildings across Chicago have improved energy performance scores by eight percent from the previous year, and have seen collective savings of more than $39 million over 3 years. More than 2,700 properties spanning nearly 750 million square feet across every neighborhood tracked and reported energy use, as required by the Chicago Energy Benchmarking Ordinance.
The Chicago Energy Benchmarking Ordinance uses the 1 - 100 ENERGY STAR score to track energy performance, which takes into account occupancy, operational characteristics and Chicago's climate zone. The median ENERGY STAR score for all reporting properties in 2017 was 64, a five point increase since 2016. Since the ordinance was implemented, improvements have led to a savings of over $16 million per year in energy costs, and supported an estimated 900 jobs to date.

Mayor Emanuel Announces Responses to RFQ for Express Service Between O'Hare International Airport and Downtown Chicago
|
|
Mayor Rahm Emanuel announced the Chicago Infrastructure Trust (CIT) has received four responses to the Request for Qualifications (RFQ) to design, build, finance, operate and maintain the O'Hare Express operating system. The project aims to deliver express service that would take 20 minutes or less to travel from downtown Chicago to O'Hare International Airport (ORD), cutting more than 50 percent off current travel times.
The CIT, on behalf of the City of Chicago, received responses from the following respondents:
- The Boring Company
- Oaktree Capital Management
- O'Hare Express Train Partners (OHL Infrastructure, Kiewit, Amtrak)
- O'Hare Xpress LLC (Meridiam, Antarctica Capital, JLC Infrastructure, Mott MacDonald and First Transit)
The responses demonstrate strong private sector interest in the project to create a fast and convenient option for travel directly from ORD to downtown Chicago. The CIT and the City will now begin to evaluate the statements of qualifications. Upon conclusion of that review qualified respondents will be permitted to continue in the process. The next planned step is issuance of an RFP to qualified bidders.
