Oregon Child Care Cost Model Update

The Oregon Department of Early Learning and Care (DELC) is working with Prenatal to Five Fiscal Strategies (P5FS) to make updates to Oregon’s child care cost model. The cost model is used by DELC to understand the true cost of providing care that meets Oregon state standards and higher quality standards, and is combined with market price data to inform rate setting under the Employment Related Day Care program (ERDC).

This update of the cost model will enable DELC to:

  • Better understand how much it currently costs to deliver high-quality early learning and care and stay in business.
  • Make policy and payment rate decisions informed by a dynamic tool that can estimate the true cost of care based on variables such as program size, geographic location, and ages of children served.

Market Price Supply Study

Starts October 1st 2026

Oregon Early Learning Management System (ELMS)

is launching on October 14!

Oregon ELMS is designed to support child care providers and families across Oregon by bringing licensing and subsidy (ERDC) tools together into one easy-to-use platform that can be used from a computer, tablet, or mobile phone and in your preferred language.

Pre-Registration Started September 8th!

Before Oregon ELMS launches, providers, individuals enrolled in Central Background Registry (CBR), and families receiving ERDC can set up an account early. This is called pre-registration, and it only takes a few minutes.

In early September, providers, those enrolled in CBR, and families receiving ERDC can look for a separate letter in the mailbox and an email from DELC with a personal registration code.

These individuals can use their registration code and last name to set up their account. It is that simple!

If you are both a child care provider and your family receives ERDC benefits, you will get two separate pre-registration messages, one for each account. This is normal. Please make sure to pre-register both.

What Oregon ELMS Means for Child Care Providers?

In one simple system, Oregon ELMS will help you:

• Use one secure account to work with DELC in your preferred language

• Keep your information in one place, including contact details, Payments, and Documents

• Send and track licensing applications

• Bill for subsidy (ERDC) payments and view ERDC notifications

• Track training requirements

• Get clear messages and next steps from DELC

This system will save time, cut paperwork, and help you focus on children and families.

What You Can Do Now

Providers, individuals enrolled in the CBR, and families receiving ERDC: watch for your pre-registration letter in the mail and by email. It will have the code you need to set up your account.

Be on the lookout for additional updates and next steps, including information about enrolling in direct deposit with the new system!

Every Child Belongs Supports

Every Child Belongs is Oregon’s initiative to help early learning educators keep children in care by offering timely, responsive support when challenges arise.

Through a statewide system of professional development, technical assistance, and Infant and Early Childhood Mental Health Consultation (IECMHC), educators can access culturally responsive help tailored to their needs.

This effort aligns with a new law effective July 2026 that prohibits suspensions and expulsions in early learning settings. Every Child Belongs helps keep children connected to safe, supportive environments where they can grow and thrive.

Important 2026 Deadlines for the Workforce Recognition Program (WRP)

CCRN Support: Business Tidbits

Your next great marketing idea might be simpler than you think.

Marketing doesn’t have to mean a major overhaul. A refreshed program description, updated photos, a new social media post, or a clearer way of sharing what makes your program unique can help families learn about your program and what you offer.”

Try this: Take 5 minutes to look at your program through a prospective family’s eyes:

  • What would they see?
  • What would they learn?
  • What would make them want to learn more?

A Message for Providers

Learning to

Let Go...

The role of a child care provider can be both rewarding and challenging. It requires immense dedication, compassion, and selflessness to care for someone else’s well-being. However, one of the most crucial aspects of being a caregiver is learning the art of letting go. Letting go does not mean abandoning your responsibilities or neglecting the children you are caring for. Instead, it is about finding peace and acceptance in surrendering to the reality of the child care provider's journey.

The child care journey can be filled with challenges and uncertainties, but it also presents an opportunity for profound personal growth and discovery. By finding meaning in the journey, you can let go of expectations and embrace the present moment. Cultivating gratitude for the small blessings and discovering new life lessons along the way can shift your perspective and bring a sense of peace and surrender to the caregiving role.

Ways you can start

to let go:

  • Embrace a support system and connect with others. Know you are not alone
  • Regularly assess your own physical and emotional energy levels
  • Recognize your limits and set personal boundaries
  • Discover the value and significance of everyday moments and cultivate gratitude throughout the day
  • Practice self-compassion. Take time to nurture and nourish yourself
  • Seek outside help. This could be other providers, support groups, coaching, or professional consultation

Letting go isn’t about failing — it’s about protecting your capacity to keep caring. Small, consistent steps toward boundary-setting and self-care can make a big difference over time.
