ND 69th Legislative Assembly Updates

Once a bill has a recommendation from committee, it goes to the House or Senate floor a full vote. All bills (unless withdrawn) are heard in both chambers. If a bill passes in one chamber but does not pass in another, it goes to conference committee until an agreement is reached. Once bills pass both the House and Senate, they go to the Governor's desk to sign into law.


Individuals and organizations can reach out to their legislators at any time throughout this process by submitting testimony for an upcoming commitee hearing or contacting your legislators prior to a floor vote. Find your legislators here.

Feb 7 - 15

HB 1553


Title: A BILL for an Act to amend and reenact sections 15.1-07-38 and 21-10-13 of the North Dakota Century Code, relating to school meal funding for all students in public and nonpublic schools and the legacy earlings fund; and to provide an appropriations.


Last official action: Committee hearing scheduled 2/10 at 10:00am. Submit Testimony by 9:00am on 2/10.

HB 1510


HB 1510 includes rules relating to on-site child care for kindergarten through grade twelve teachers.


Title: A BILL for an Act to create and enact a new section to chapter 15.1-18.2 and a new section to chapter 50-06 of the North Dakota Century Code, relating to financial planning resources for new teachers and on-site child care for teachers; and to provide for a legislative management study.


Last official action: Committee hearing scheduled 2/10 at 2:30pm. Submit testimony by 1:30pm on 2/10.

SB 2389


SB 2389 includes a study on current child care infrastructure, including data regarding availability and affordability of child care in each county, current public funding, opportunities to simplify the process of child care licensing, and recommendations for legislation.

SB 2176



Title: A BILL for an Act to create and enact a new section to chapter 54-07 of the North Dakota Century Code, relating to the children's cabinet and designated working groups; to repeal section 50-06-43.1 of the North Dakota Century Code, relating to the children's cabinet; to provide for a legislative management report; and to provide an appropriation.


Last official action: Appropriations committee recommended do not pass. Placed on Senate Floor calendar.

SB 2194


Title: A BILL for an Act to create and enact a new subsection to section 12-60-24 of the North Dakota Century Code, relating to criminal history record checks; to provide an appropriation; to provide for application; and to provide an effective date.


Last official action: Workforce development committee recommended do not pass. Placed on Senate Floor calendar.

SB 2244


SB 2244 includes language regarding signed paretnal permission forms before participating in a club or extracurricular activty at a school.


Title: A BILL for an Act to create and enact a new section to chapter 15.1-06 of the North Dakota Century Code, relating to parental involvement in a child's education, to amend and reenact section 14-09-32.1 of the North Dakota Century Code, relating to parent's interest in a child's upbringing; and to declare an emergency.


Last official action: Passed in Senate (yeas 36, nays 9). Sent to House.

SB 2282


SB 2282 relates to employer tax credit for child care contributions.


Title: A BILL for an Act to create and enact a new section to chapter 57-38 and new subdivision to subsection 7 o fsection 57-38-30.3 of the North Dakota Century Code, relating to an income tax credit for child care contributions provided by qualified employers; and to provide an effective date.


Last official action: Passed in Senate (yeas 46, nays 0). Sent to House.

HB 1475


HB 1475 would provide free school meals to students.


Title: A BILL for an Act to create and enact a new section of chapter 15.1-07 of the North Dakota Century Code, relating to providing breakfast and lunch to all students of participating entities, including school districts, nonpublic schools, and tribal schools, at no cost to the student.

HB 1012 is the Department of Health and Human Services budget and will have committee hearings throughout session.

HB 1119 was requested by the Department of Health and Human Services and proposes to reduce the number of child care license types.


Title: A BILL for an Act to create and enact a new section to chapter 50-11.1 of the North Dakota Century Code, relating to early childhood services training and certification requirements; to amend and reenact sections 50-11.1-02, 50-11.1-02.1, 50-11.1-03, and 50-11.1-04, subsection 1 of section 50-11.1-07.2, sections 50-11.1-11, 50-11.1-11.1, and 50-11.1-17, subsection 3 of section 50-11.1-18, and sections 50-11.1-23 and 50-33-08 of the North Dakota Century Code, relating to early childhood services and child care assistance; to repeal sections 50-11.1-02.3 and 50-11.1-02.4 of the North Dakota Century Code, relating to training requirements for early childhood services staff; and to provide an effective date.

SB2107 relates to annual training requirements for licensed child care programs.

HB 1100


Title: A BILL for an Act to provide an exemption to continue free school meal funding for delinquent meal debt and to provide for a legislative management report.
