Cholla District Weekly Update

Dear Cholla Residents,


I am pleased to announce that at the October 14 Council Meeting, the Glendale City Council appointed Patrick Banger as Glendale's next City Manager. Banger has held the Town of Gilbert City Manager position for the past 14 years and has a successful history of steering community growth.

Banger is credited with leading Gilbert through an explosive growth period and helping transform the town into a highly sought-after place for residents and corporate investments. His career has included a mix of government and private-sector work, though he has held government positions for 24 years.


City Manager Banger will assume his role on January 12, 2026. Read further details on the City of Glendale web site.

As I have mentioned over the last several weekly newsletters, the City Council has placed two important bond questions on the ballot this November. This is an all-mail ballot election, and all ballots must be received by Election Day, November 4, 2025. Mail ballots can also be dropped off at the Glendale City Clerk's Office, M-F, 8 AM - 5 PM.

2025 Glendale Bond Question 1 - Flood Prevention

Bond Question 1 asks voters to invest in storm drains, pipes, inlets, and catch basins to ensure safer roads and remove water during heavy rainfall and monsoons. This measure also leverages Maricopa County Flood Control District matching funds to reduce costs and save taxpayer money.

Question 2 Bond - City Operations Facilities

Bond Question 2 asks voters to invest in city operations facilities to support critical functions, including the maintenance of public safety vehicles, fuel stations, traffic signals, streetlights, and street signs. These bonds will also fund health and safety repairs to aging municipal facilities, including HVAC upgrades, safety improvements, and energy efficiency upgrades.

In closing, I'd also like to introduce a new City of Glendale employee, Terri King, who is serving as a Council Assistant for the Cholla District office effective October 6. Terri has resided in the Arrowhead area for over 2 decades along with her husband and 2 children, working in government and non-profit entities. Terri is assisting my office with communication, logistics, and planning of Cholla related items and events, and is available to help with your concerns.

Last week, on Thursday, October 9, the community gathered at the Glendale Public Safety Memorial to honor the fallen members of the Glendale Fire and Police Departments. It was a privilege to be present for this significant event alongside members of the fire and police departments, as well as other council members and Mayor Jerry Weiers. The Glendale Public Safety Memorial is located in downtown Glendale at the Glendale Civic Center, 5750 W. Glenn Drive.

Traffic Restrictions Due to City Landscape Restoration Activities in Medians

  • Traffic will be restricted to the outside lane in the westbound direction of Union Hills Drive from 67th Avenue to 70th Avenue starting Oct. 20 through Jan. 2, 2026, from 8:30 AM to 3:30 PM.
  • Traffic will be restricted to the outside lane in the eastbound direction of Union Hills Drive from 70th Avenue to 67th Avenue starting Oct. 20 through Jan. 2, 2026, from 8:30 AM to 3:30 PM.


Additionally, construction has begun on a bus pullout project at the northwest corner of 75th Avenue and Union Hills. The traffic control will impact the local area for a few weeks until the project is completed. There will be a police officer onsite from 6 AM to 6 PM for the duration of the project.

Loop 101 Current and Upcoming Closures & Restrictions

UPDATE: Overnight closure of 31st Avenue Rescheduled for Oct. 20-21

Loop 101 lane restrictions scheduled this weekend, Oct. 17-18

The Arizona Department of Transportation advises drivers to plan for the following closures as part of the Loop 101 widening project:


Rescheduled overnight cross-street closures:

  • North and southbound 31st Avenue will be closed at Loop 101 nightly from 10 PM, Monday, Oct. 20 to 5 AM, Tuesday, Oct. 21.
  • DETOUR: Drivers may use the east and westbound frontage road (Beardsley Road) to 35th or 43rd Avenues to get around the closure.

Weekend Loop 101 lane restrictions:

  • East and westbound Loop 101 will be narrowed to two or three lanes from 10 PM Friday, Oct. 17 to 6 PM, Saturday, Oct. 18, for median light work in the following areas:
  • Between 67th and 75th Avenues
  • Between 27th and 43rd Avenues

Upcoming overnight frontage road closures:

  • The westbound frontage road (Beardsley Road) will be closed between 51st and 59th Avenues from 10 PM, Tuesday, Oct. 21 to 5 AM, Wednesday, Oct. 22.
  • The westbound frontage road (Beardsley Road) will be closed between 67th and 75th Avenues from 10 PM, Wednesday, Oct. 22 to 5 AM, Thursday, Oct. 23.

Reminder: Upcoming long-term ramp closures:

  • The westbound Loop 101 off-ramp at 59th Avenue will be closed starting 11:30 PM, Monday, Oct. 20 for approximately 60 days.
  • DETOUR: Drivers may use either the 51st Avenue or 67th Avenue off-ramps to exit westbound Loop 101.
  • The westbound Loop 101 on-ramp at 67th Avenue will be closed starting 11:30 PM, Monday, Oct. 20 for approximately 60 days.
  • DETOUR: Drivers may use the eastbound frontage road (Beardsley Road) to 59th Avenue to reach eastbound Loop 101.

Reminder: Frontage road closure through Oct. 22

  • The westbound frontage road (Beardsley Road) is closed between 35th Avenue and just west of 41st Avenue through 4 PM, Wednesday, Oct. 22.
  • DETOUR: Local traffic may use Mohawk Lane to 35th Avenue to access westbound Loop 101.

Drivers should use caution and be prepared to slow down and merge safely when approaching and traveling through any work zones.

Wear brightly colored costumes and incorporate reflective material into your costume and trick-or-treat bag so you can BE SAFE & BE SEEN!

 

The City of Glendale Transportation Department is offering FREE BE SAFE, BE SEEN reflective Trick-Or-Treat bags and safety tips at all four Glendale Public Library locations throughout the month of October. Visit your local Glendale Library today, while supplies last!
