Current Updates to the Mayor and Board of Aldermen from the Office of the City Administrator
The following report is respectively submitted to the Mayor and Board of Aldermen and highlights a variety of updates and details from the previous month as well as a look ahead into the coming month.
The CA Report is provided and made available to the management team, media, general public, and other interested parties upon request.

Financial Update
Financial Statements/Budget Reconciliation January 31, 2021 Financial Statements are unaudited, but show we expended 6.07% of our $29.4 million FY2021 Operating Budget and collected 6.57% of budgeted revenues for all funds.

The FY2019 Financial Statement audit work was completed last summer. The City received a clean/unmodified opinion on the FY2019 Financial Statements stating the financial statements for the prior year were presented fairly and in respect to the financial position and are in conformance with GAAP.

Audit of the FY2020 Financial Statements is underway and will be completed in the upcoming months.
Additional Financial Reports
Per RSMo Section 99.865, the City reports on each of our active Tax Increment Financing (TIF) plans and projects within the City. The following are reports filed timely; due dates of each report is November 15, 2020.

Sales Tax Revenue Report:
Sales tax revenue represents a large portion of the City's revenue source, 48% projected in the FY2021 overall budget. Fees & Service Charges represent 30% of projected revenue in the FY2021 overall budget. Although used for only on-time expenditures, Grants & Reimbursements represent 17% of incoming revenues in FY2021; Other Income representing 5%.

The City's local sales tax is received in the second month after purchases are made by consumers. For example, purchases made in January by consumers are reported and to be paid to the State by the businesses in February, and received by the City in March.

FEBRUARY 2021 Sales Tax receipts are $73,370 (11.0%) more than FY2020 receipts for the same period and $34,653 (4.9%) more that projected in the FY2021 Budget.

The following are the local sales tax receipts received from the State of Missouri for the month we indicate as February 2021 and represents sales made by consumers in December 2020.
Note: CIT and Transportation sales tax activity proportionally mirrors the General Fund sales tax activity, excluding a few nuances in sales tax application.

  • Osage Beach Design Guidelines - Potential updates needed to reflect changes in sidewalk and street lighting design (additional discussion dates TBD).
  • HR Rules and Regulations - Potential updates needed regarding new employee evaluation dates.

The following are upcoming MML (Missouri Municipal League) events that may be of interest:

Visit MML for a complete list of upcoming events (each member has an individual login). All webinars are recorded and available for viewing post event for the same cost as the live webinars. Registration information will be sent out in the upcoming months for the annual legislative event in February. This event historically begins around noon on Tuesday ending with dinner, and begins with breakfast on Wednesday, ending at noon. As always, City staff will handle registration. Event is held in Jefferson City, MO.

City information regarding COVID-19
The health and safety of our community, visitors, and employees is a priority for the City of Osage Beach and we continue to respond to the rapidly changing COVID-19 pandemic.

**Board of Aldermen meetings are being held in person, with a virtual attendance accommodation being offered for the public, Board of Aldermen members, and City Staff. Zoom links are published on each agenda. This will continue until further notice.

**City facilities are open to the public, with restrictions related to social distancing and screening.

**Park facilities are open and activities and sports programs have resumed, with restrictions.

**Status of City events for the upcoming months are being reviewed as planning begins for 2021.

We continue to ask our community, visitors, and employees to be diligent and take precautions as recommended or instructed to do.
We appreciate your patience as we manage this situation. We are dedicated to being good stewards of our community and will continue to operate efficiently to deliver superior municipal services to our citizens and visitors.

  • Upcoming Bidding Planned - Bidding for the following projects are planned in the upcoming months; Wren Road, Autumn Lane, Mace Road 2b, Beach Drive, Passover Water Tower Cleaning, and Sands Lift Station Repairs.
  • Ledges Drive Improvements - The project's design and bid documents are being finalized. Staff continues to work on the legal process for the transfer of the identified road portions to be deeded to the City prior to construction.
  • Permitted Construction Valuation - Year to date:
  • Valuation of construction permitted. Details are in the report downloadable above.
  • To date: $3.1 million (24 projects permitted)
  • Up $3.09 million from this time last year (17 projects permitted FY2020 year to date).

  • Contractor Licenses expire December 31 of each year; renewals are issued in January. 306 Licenses were issued to date for calendar year 2021.
  • Business Licenses expire April 30 of each year; renewals are issued in May. New licenses are issued as new / changes to existing businesses occur throughout the year. New licenses issued in January:
