Memorial Day is observed each year on the last Monday of May to honor the brave men and women of the United States Armed Forces who gave their lives in service to our country. As we gather with family and friends this holiday weekend, we encourage the community to take a moment to remember and reflect on the sacrifices made to protect our freedoms.
In observance of Memorial Day, all City facilities will be closed on Monday, May 25, 2026.
Please note the following service adjustments:
- Street sweeping will be canceled
- Trash pickup will be delayed by one day
The Police and Fire Departments will remain open to ensure public safety. For non-life-threatening issues such as fallen trees, street flooding, or other public works concerns, please call (714) 993-8111.

The City is partnering with the Placentia Library District and the American Red Cross to host a community blood drive on Monday, June 29. Community members are invited to donate blood and help support patients in need throughout Southern California.
The blood drive will take place from 9:30 a.m. to 2:30 p.m. in the Community Meeting Room at the Placentia Library, 411 E. Chapman Ave. Appointments are available, and walk-ins are also welcome.
Blood donations are critical to hospitals and emergency care providers, and a single donation can help save multiple lives. Residents are encouraged to consider donating and supporting this important community effort.

Presentations
The City Council presented Certificates of Recognition to Kraemer Land Company for being a Centennial Gold Sponsor and Placentia Community Foundation for being a Centennial Bronze Sponsor
Consent Calendar
- The City Council adopted resolutions initiating the Fiscal Year 2026-27 annual levy process for Street Lighting District No. 81-1 and set a public hearing for June 16, 2026. The action directs the preparation of the annual Engineer’s Report and begins proceedings for the levy and collection of assessments used to fund street lighting maintenance throughout the City. Street Lighting District No. 81-1 funds electrical costs for more than 800 streetlights across Placentia through assessments on residential, commercial, industrial, and multifamily properties.
- The City Council adopted resolutions initiating the Fiscal Year 2026-27 annual levy process for Landscape Maintenance District No. 92-1 and set a public hearing for June 16, 2026. The action directs the preparation of the annual Engineer’s Report and begins proceedings for the levy and collection of assessments used to maintain landscaped medians, perimeter landscaping, entrance signs, and other improvements throughout the district. Landscape Maintenance District No. 92-1 assesses properties within the district to fund ongoing landscape maintenance services. For Fiscal Year 2026-27, the district is projected to generate approximately $511,038 in assessment revenue against estimated expenditures of $443,105.
- The City Council approved an Amendment to the Agreement with OCY Management, LLC, extending senior transportation services through June 30, 2027, in an amount not to exceed $93,715. The agreement supports the City’s Senior Mobility Program, which provides transportation for Placentia seniors to the Senior Center, medical appointments, grocery stores, pharmacies, and other essential destinations. The program is funded primarily through Orange County Transportation Authority Measure M grant funding, with 80% covered by OCTA and a 20% local match provided by the City’s General Fund. The extension allows services to continue without interruption and aligns the contract term with the OCTA grant funding cycle.
- The City Council awarded a three-year Maintenance Services Agreement to Commercial Building Management (CBM) Incorporated for janitorial services at City park restrooms. The agreement includes daily cleaning and maintenance services at multiple City parks, including restroom cleaning, graffiti removal, supply restocking, and minor plumbing repairs.
Regular Agenda
Commercial Trash Collection Hours Ordinance
Staff introduced Ordinance No. O-2026-09 for first reading to amend the City’s solid waste collection hours regulations. The proposed ordinance would allow the City Administrator to authorize commercial trash collection services as early as 6:30 a.m. at specified commercial locations when determined to be in the public interest. The proposed amendment is intended to improve operational efficiency for Republic Services and reduce impacts from traffic congestion while accommodating businesses with earlier operating hours.
FY 2026-27 Proposed Budget & CIP Study Session
The City Council received a study session presentation on the proposed Fiscal Year 2026-27 Operating Budget and Capital Improvement Program (CIP). The proposed citywide budget includes approximately $96.2 million in expenditures supported by $97.3 million in projected revenue, with a continued focus on fiscal sustainability, public safety, infrastructure improvements, economic development, and maintaining core City services. The proposed General Fund budget totals $54.5 million in expenditures supported by $56.3 million in revenue. Staff noted that the City continues to face economic pressures, including rising pension obligations, increased labor costs, higher insurance premiums, and utility cost increases. To help stabilize finances, the proposed budget emphasizes core services, reserve replenishment, and careful evaluation of programs and expenditures. Measure U reserve contributions will be directed toward rebuilding contingency reserves rather than supporting day-to-day operations. Revenue projections include continued growth in property tax and transient occupancy tax revenues, while sales tax growth remains relatively modest due to economic uncertainty, inflation, tariffs, changing consumer spending patterns, and retail market conditions. The budget also highlights ongoing investment in infrastructure, parks, public safety technology, and economic development initiatives. The proposed Capital Improvement Program includes 19 new projects totaling approximately $10.2 million, funded primarily through Measure U, grants, development impact fees, gas tax funds, and other restricted sources. Planned projects include roadway rehabilitation, City Hall roof improvements, public safety technology and cybersecurity upgrades, the Los Vaqueros playground renovation, and other facility and infrastructure improvements. Staff also noted that several unfunded capital needs remain and will require additional funding in future years. The City Council provided feedback and requested that staff come back with additional cuts totaling $1.4 million.

Learn to Swim Program
Make a splash this summer and help your kids build water safety skills with confidence. Registration is officially open for the City of Placentia's Learn To Swim program, running from June 15 through August 12 for youth ages 9 months to 12 years old. These structured swim classes focus on safety, water confidence, and summer fun, with flexible weekday options available at two locations. Valencia High School will offer an eight-session program Monday through Thursday, with classes available between 11:15 a.m. and 1:00 p.m. El Dorado High School will host evening sessions on Mondays and Wednesdays from 6:00 p.m. to 8:00 p.m. for a six-class session program.

The Placentia Fire and Life Safety Department is now the primary collector of retired American flags. Residents may drop off worn, faded, or damaged American flags at any of the following locations during normal business hours.
- Placentia Police Department: 401 E. Chapman Avenue - Collection box is inside the lobby
- Fire Station 1: 110 S. Bradford Avenue - Must be dropped off inside the station; there is no specific collection box on-site
- Fire Station 2: 1530 Valencia Avenue - There is a collection box out in front of the station
Placentia Fire and Life Safety has partnered with the American Legion and our local Boy Scouts to host annual flag retirement ceremonies, ensuring flags are retired respectfully in accordance with the U.S. Flag Code.

The Placentia Military Banner Recognition program is now accepting applications for the 2026 installation.
The Military Banner Recognition Program honors military service personnel by displaying banners as a symbol of the City's gratitude for their service and commitment to our nation and community.
The honoree must be currently serving as "Active" or be an "Honorably Discharged" Veteran from the United States Armed Forces (Air Force, Army, Coast Guard, Marines, National Guard, Navy, or Space Force).
The honoree must meet one of the following conditions:
- Currently reside in Placentia
- Employed in Placentia for at least one year
- Enlisted in the military from Placentia
Alternatively, the honoree can have an immediate family member (parent, spouse, son, daughter, or grandparent) who currently resides in Placentia and submit an application on their behalf. The immediate family member living in Placentia will fulfill the requirement for the honoree to be eligible for a banner. Please attach proof of military service with this application. (E.g., DD214 or Statement of Service)
Applications will be accepted through October 21, 2026. Banners are installed in November and will remain on display for two (2) years.

| | Veterans Monument Submissions | | |
The Placentia Veterans Advisory Committee established the Placentia Veterans Monument to honor residents who have served in the United States Armed Forces. The monument honors both military veterans and active-duty service members with strong ties to the community. All names engraved on the monument are reviewed and approved by the Veterans Advisory Committee to ensure eligibility requirements are met. To qualify, honorees must have been raised, educated, or entered military service in Placentia, including those who listed Placentia as their hometown when enlisting. Alternatively, an honoree may be eligible if they have an immediate family member currently living in Placentia, such as a parent, spouse, child, or grandparent, who submits the application on their behalf. In all cases, the service member must have been honorably discharged.
How to Submit a Name
To nominate a veteran for inclusion on the monument, applicants must complete the Placentia Veterans Registration form and submit the following documentation:
- A copy of the veteran’s DD214
- One of the following supporting documents: Diploma or certificate from a Placentia school, birth certificate, or enlistment form listing Placentia as the hometown

To request this FREE service, please complete and submit the online form available on the City website at least FIVE days before your trip. Alternatively, the forms are available at the Police Department's front counter. One of our VIPs will contact you to finalize the arrangements.

In observance of Memorial Day, there will be no trash collection on Monday, May 25th. All trash collection will be delayed by one day for the remainder of the week. For example, Monday’s pickup will occur on Tuesday, Tuesday’s on Wednesday, and so on, with Friday’s collection moved to Saturday. For any questions or concerns, please contact Republic Services at (714) 238-3300.
Please note that street sweeping will not take place on Monday, May 25th. If your regular sweeping day falls on this date, your street will be swept on the next scheduled sweeping day.

The City of Placentia is seeking community feedback to help better understand future transportation network needs near Melrose Elementary School and Valadez Middle School Academy. Public input will help guide planning for the proposed McFadden Park Pedestrian Priority Zone project.
The proposed project is identified in the City’s Active Transportation Plan (ATP) as an opportunity to address mobility gaps and improve accessibility for pedestrians, bicyclists, and other active transportation users. Improvements in the area would aim to enhance connections to nearby schools, parks, and local transit options, while supporting safer, more accessible travel throughout the community.
Community members are encouraged to participate in the survey and share their feedback. Responses will help inform future transportation planning and potential improvements in the project area.

Pets for Vets
OC Animal Care is proud to connect veterans with discounted pet adoptions. Under Senate Bill 245, the Pets for Vets Act, veterans can adopt a dog or cat with a waived adoption fee. Only a current and valid California Driver’s License or ID with the designation “veteran” will be accepted. Veterans will need to pay any pet license and microchipping fees, if applicable. If you are interested in adopting a shelter pet, visit the OC Animal Care website or stop by the shelter daily for an Adoption Visit or during Visiting Hours.
Sittin' with Kittens
OC Animal Care’s popular “Sittin’ with Kittens” program is back for the summer season beginning Saturday, May 23. Originally launched as a pilot program in 2023, the event quickly became a community favorite and has since grown into a recurring seasonal program. Every Saturday during kitten season from 11:00 a.m. to 1:00 p.m., OC Animal Care transforms its Learning and Training Center into a playful kitten meet-and-greet experience. Community members are invited to visit with litters of kittens, interact with them in a fun and welcoming environment, and speak with foster volunteers to learn more about each kitten’s unique personality.
Pet Safety Tips for Memorial Day
As families and friends gather to celebrate Memorial Day, OC Animal Care is reminding residents to keep pet safety top of mind throughout the holiday weekend. From outdoor gatherings to barbecue foods and warm weather, there are several seasonal hazards that can pose risks to pets if precautions are not taken.
Pet owners are encouraged to be mindful of unsafe foods that may be left within reach during celebrations. Items such as grapes, raisins, avocados, onions, fatty table scraps, bones, and foods containing xylitol can be harmful or toxic to animals. Additionally, foreign objects such as corn cobs and peach pits can pose choking hazards or cause digestive blockages.
For those spending time outdoors with pets, OC Animal Care recommends making sure animals have access to fresh water and shade at all times, especially during warmer temperatures. Pet-safe sunscreen may also be considered for pets spending extended periods in the sun.
To help prevent pets from becoming lost during holiday activities, residents are encouraged to ensure pets are microchipped, wear ID tags with updated contact information, and keep pets on a leash while outdoors.
OC Animal Care also encourages the community to visit the “Get Involved” section of their website to learn more about pet safety, fostering, volunteering, and available programs and services.
