2023 Budget Approved
The 2023 budget and levy are now set after City Council unanimously approved them on Monday, December 5. The tax levy is a 0% change from this year. A Vision for Equity
Council approved Red Wing's 3-year Equity Action Plan last night, which includes detailed steps for every department to take so government can work better for everyone. The plan comes from months and years of listening to residents and outreach activities. Read the sections here: Part 1: Data, Goals, Strategies; Part 2: Action Steps & Progress; Part 3: Public Health Emergency Resolution. The plan will change over time and we'll be checking in with residents to see how we're doing and what should be improved.
Exploring Options
Will a food waste collection service be coming to Red Wing? It's much too early to say, but your input is essential in moving toward any decisions. The survey to gauge interest in a program and different collection options has been extended to make sure as many people can weigh in at this stage as possible. Deputy Director of Solid Waste Jeff Schneider presented interim results last night, but you now have until December 16 to take the survey if you haven't had the chance. Take advantage of the extended deadline by filling out the survey right now. The survey alone won't determine whether a program becomes a reality, but it is an important step. Connecting the Parks
A trail connecting He Mni Can-Barn Bluff to Colvill Park (Segment 3 of the Riverfront Trail) has moved much closer to becoming a reality over the last few months. Since the purchase of a critical piece of land from CP Rail was approved in September, an additional $1,800,000 in federal funds has been allocated to the project, bringing federal funding to 65% of construction costs. The Red Wing Area Fund also generously donated $92,000 to cover the cost of acquiring the CP Rail property, which City Council formally accepted last night. City Council also approved applying for another $576,000 in grant funding that would bring federal funding to the maximum 80% of the construction costs. If the grant is received, the project would be fully funded, with the remainder of the cost covered by City funds that have been budgeted over the last several years and next year. Honoring Dakota Community Conversations
Save these dates in January!
Be a part of healing in our community. The Dakota Mural Project will be hosting its first series of events this January. Everyone is invited on January 14 and 15 for food, storytelling, spearfishing, and conversations at Prairie Island Indian Community. Times will be announced soon. Visit the project's Facebook page. Other dates: January 9 and 10, Prairie Island Elders will meet at Prairie Island; January 11, Red Wing seniors will meet at the Clay and Creative Center; and January 12 and 13, students will meet at the high school and Tower View. Embracing Winter

Our community is a winter recreational paradise. Snowshoeing, hiking, and skiiing are great ways to get out and explore, and there are a lot of options in Red Wing to enjoy those activities. At Memorial Park, volunteers from Friends of the Bluffs have worked on re-signing the trails to direct winter recreation enthusiasts on the right paths. Planning for Pickleball
Pickleball
Pickleball has boomed in popularity in recent years, and local pickleball aficionados may soon have outdoor courts to play on right here in Red Wing. Last night, City Council approved applying for a grant to cover roughly $143,000 of the estimated $322,000 necessary to construct a six-court pickleball facility. In 2021, Colvill Park was identified as the best site for such a facility. The local pickleball organization who spearheaded the request for courts would be asked to raise approximately $175,000. Grant awards wouldn't be announced until next summer, and if funding is secured, bids would determine when construction might occur after that. City Council also approved Engineering Department time handle design work and other soft costs in order to be prepared. Stay tuned for more details on this exciting possibility.

All in a Day's Work
Andy Niebeling
Public Works is full of variety, and over the last 25 years, Andy Niebeling has certainly experienced that. Andy's full-time City career began in refuse and recycling and then the concrete crew. Now a member of the Buildings & Grounds Division, where he especially enjoys planting trees and building playgrounds, Andy still pitches in elsewhere within Public Works wherever he's needed. Andy's position means he gets to be outside plenty, but he makes sure to get outside a lot in his spare time too, whether it's skiing, fishing, canoeing, or taking his two dogs on walks. Andy also spends time helping his mother and enjoys a close relationship with his son and daughter. At work, Andy says he enjoys being a motivator, but we're just glad Andy's been motivated to keep up the good work for 25 years and running.
