Council OKs contract for solid waste survey
Local residents to weigh in on trash, recycling services
A request to hire NewGen Strategies and Solutions to conduct a public survey to determine solid waste and recycling services most desired by Bartlesville residents was approved by the Bartlesville City Council during a regularly scheduled meeting on Monday.
The City currently offers a polycart system of trash collection with collection one time per week for all Bartlesville utility customers. Citizens may also drop off items for recycling at the recycling center, located on 10th Street just east of Virginia Avenue. City Manager Mike Bailey told the council Monday these basic services were determined several years ago and should be revisited.
"When we implemented the polycart system, there was a whole slate of services that were considered," he said. "At that time we decided to implement a pretty basic system. We didn't expand a lot of services because we weren't sure what the demand would be. Revisiting that recently, we decided we wanted information on recycling, primarily, but several other services as well."
Bailey said the survey questions will be aimed at obtaining information not only on what residents want regarding services, but what they are willing to pay for as well.
"There is a cost to everything," he said. "We have recycling today that we can afford under the existing rates. If we expand that to curbside, there will be a cost. So the question on that is, do the citizens demand it
and
do they demand it and are willing to pay for it?"
Residents will be asked to weigh in on on their preferences and willingness to fund several services, including:
- Roadside clean-ups
- Neighborhood clean-ups
- Street sweeping
- Bulky waste collection
- Curbside or drop-off recycling
- Household hazardous waste collection
- Landfill voucher program
- Sticker program (refuse, yard waste)
- Spring and fall clean-ups
The cost of the services to be provided by NewGen Strategies and Solutions to conduct the survey is expected not to exceed $32,500.
Citizen input will likely be sought for a 30-day period, after which the findings will be made available to City staff. The entire project is expected to conclude in late spring or early summer. The survey could launch by March and will be conducted online. Utility customers will receive information regarding the survey in an upcoming utility bill. Project update
Tower Center contracts get OK from council
|
|
The City Council on Monday voted to approve contracts with GFAC Engineering to provide geotechnical engineering services for the Tower Center at Unity Square project, as well as with Jonesplan LLC to provide construction management for the project.
The $1.7 million downtown community green space project was approved by voters in the 2018 General Obligation Bond Election. The space will be located between the Price Tower and the Community Center, and will be maintained and operated by both organizations. Silas Street in that area will be closed.
Last November, the City Council approved a concept design for the project, provided pro bono by Ambler Architects. The design includes the following features:
- A large multi-functional open lawn area on the west end of the space surrounded by trees and natural landscaped areas which is perfect for picnics, Frisbee, reading, relaxing, and other such activities
- A performance stage in the center of the space with restrooms and storage and an immediate lawn area that can comfortably accommodate over 400 people
- A centralized location for food truck service
- A centralized location for future interactive water fountains/public art feature within clear view of the performance stage and lawn area
- A more formal lawn area on the east end of the space adjacent to the Bartlesville Community Center which retains and repairs the existing fountain
- Natural rock, boulders, and native grasses will be located throughout the space providing opportunities to relax, play and interact
GFAC Engineering will provide a geotechnical analysis of the soils in the proposed stage area for a footing/foundation design for the proposed structures, which consist of awning, bathroom and storage room. The company will provide necessary sampling, soil analysis and foundation recommendations later this month. The cost for the services is $3,900.
In a separate agenda item, the council also approved a contract with Jonesplan LLC for construction management for the project. The contract will be issued in two phases: pre-construction and construction. Costs for the construction phase will be negotiated once the construction documents are complete. The cost for the pre-construction services is $17,120 and will be complete by April.

Oath of Office
City Attorney Jess Kane was sworn in Monday by Mayor Dale Copeland. Kane has taken over the City Attorney post following Jerry Maddux's retirement on Jan. 1. Maddux will continue with his private law practice in Bartlesville. Kane is also a local practicing attorney.

Project update
Bid awarded for golf course bunker repair
The City Council voted Monday in support of a recommendation to enter into a contract with United Golf LLC of Tulsa to replace the sand and subdrains in all of the green side bunkers at the City-owned Adams Golf Course. The project also includes reshaping the bunkers, making some adjustments to the edges, installing new subdrains and adding a bunker liner under the new sand.
The project is a discretionary project included in the voter-approved 2018 General Obligation Bond Election. The golf project will be funded partly by G.O. Bond funds, as well as funds from the 2018 Golf Course Memorial Fund and unallocated half-cent sales tax funding. Funds used from the half-cent sales tax fund will be replenished using funds from the 2019 Golf Course Memorial Fund once those funds become available after the Memorial Fund Tournament in June. The total cost of the contract approved Monday is $143,320.
It is anticipated the project will begin in late February or early March and is expected to take approximately six weeks to complete if weather conditions cooperate.

Price Road rehab project to start this week
Traffic limited to 1 direction during project construction
Contract crews with Grade Line Construction will begin construction on the Price Road Rehabilitation Project on Wednesday, Director of Engineering Micah Siemers said recently.
The project is located on Price Road between U.S. Highway 75 and the roundabout at Silver Lake Road.
“They will start on the west end of the project, working on the eastbound lane,” Siemers said. “The eastbound direction of traffic will be closed between the roundabout and one half mile east of Silver Lake Road.”
Siemers said crews will work on one lane half a mile at a time, moving from west to east and then switching over to the westbound lane and working back from east to west.
Eastbound traffic from Silver Lake Road will be detoured to Stonewall Drive, Nowata Road or Rice Creek Road to access Highway 75.
Residents in Starview Estates and Burlingame Ridge will have to access to their property from the east for this phase of the project.

Circle Mountain Road project underway
The Circle Mountain Road Rehabilitation Project got underway today, according to Director of Engineering Micah Siemers.
“This project consists of a mill and overlay of the existing asphalt road with some areas of full depth patching,” Siemers said. “Due to the winding, steep geometry of the road, we will close it through the duration of the project to all traffic.”
Circle Mountain traffic will be required to use the back entrance off North

Road for access. Construction is anticipated to take two months to complete if weather conditions allow.

Free Christmas tree mulching underway
T
he City of Bartlesville will offer free Christmas tree mulching again this season at the upper level parking lot of Sooner Park, located near Madison Boulevard and Tuxedo Boulevard.
Undecorated trees may be dropped off at the designated fenced area, just east of Madison Boulevard, anytime after Christmas. Trees will be accepted through Jan. 20, 2019.
The mulch will be made available to the public on a first come, first served basis. Mulch can be picked up Monday through Friday as quantities are available. For more information, contact the Public Works Department at 918.338.4131.

Johnstone Park set to open next week
Johnstone Park, located on north Cherokee Avenue in Bartlesville, will re-open on Monday, Jan. 14. The park closes each year during the holidays for the Fantasy Land of Lights event.

It's a boy!
Bartlesville Police Officer Travis Martinez and his wife Bonnie are the proud parents of the first boy born in Bartlesville in 2019. Liam James Martinez was born Jan. 1. He weighed 6 pounds and was 19 inches long. Congratulations, Travis and Bonnie!

New business
Construction on the new Discount Tire store at the Silver Lake Village Shopping Center, located on Adams Boulevard east of Silver Lake Road, is reportedly on schedule. It is anticipated the store will open this spring.

Ambler Architects VP Randy Weatherly missed
Randy Weatherly passed away following a brief illness on Dec. 28, 2018. He was 61.
As vice president of Ambler Architects, Weatherly worked on numerous City projects over the years, including, most recently, the ongoing downtown beautification project.
"Randy was one of a kind," said City Manager Mike Bailey. "He was a great landscape architect and a great person. Many of us worked with Randy on a variety of projects over the years, and all of us considered him a friend. He will be missed by all of us at the City of Bartlesville."
Born and raised in Wichita, Kan., Weatherly received a bachelor's degree in Landscape Architecture from Kansas State University in 1980. He married Barb Keeler in July 1980 and the couple made their home in Bartlesville. Weatherly opened Rainbow Connection Stained Glass, which lead him to become heavily involved with SunFest, according to his obituary. He was also involved with the Boy Scouts and Girl Scouts and was a member of Daybreak Rotary. He served as head elf at Fantasy Land of Lights.
Weatherly was appointed to the Oklahoma State Board of Architects, Landscape Architects & Interior Designers by the governor in July 2001, on which he served as chairman for eight years until his passing. He was also president of the Council of Landscape Architectural Registration Boards.
Weatherly is survived by his wife Barb, son Josh and daughter Katie Zaun and husband Thomas, all of Bartlesville, as well as his father Lee Roy and wife Jo Weatherly of Wichita, and his brother Michael and wife Sandy Weatherly of Wewoka. He was preceded in death by his mother Wanda.
Services for Weatherly were held Jan. 2 at Bartlesville First Church.
