City Council Approves Pay Increases for Police Officers, Dispatchers

At the May 20, 2025 City Council meeting, the Rosenberg City Council approved Resolution No. R-3874, authorizing significant pay increases for sworn Police Officers and Dispatch personnel, while also establishing a new step pay plan for Dispatch personnel. The changes, set to go into effect June 1, 2025, aim to keep Rosenberg competitive in recruitment and retention efforts within the region.


The item was originally presented at the Joint Employee Benefits Committee and the Finance/Audit Committee meeting held on Wednesday, April 16, 2025. During that meeting, staff proposed updates to the existing Compensation Step Plan for sworn officers and introduced a new Step Plan for dispatch personnel.


A comprehensive analysis comparing Rosenberg’s current pay structure to that of surrounding cities found that the City was slightly below average in base pay for sworn officers. To address this and better align with market standards, City Council voted to make the following adjustments:

  •  10% increase for Police Officers
  •  8% increase for Sergeants
  •  5% increase for Lieutenants


In addition to adjustments for sworn personnel, the Committee also reviewed the compensation structure for dispatchers. The study revealed that non-certified entry-level dispatch pay was well below market, prompting the recommendation to adopt a new Step Plan for dispatch personnel. This includes a 22% increase to the non-certified entry-level dispatcher pay.


The financial impact for the remainder of FY2025 (June–September) is estimated at $300,500, which will be funded using additional sales tax revenues. A subsequent budget adjustment was also presented to officially allocate the funding.


Looking ahead, the annualized cost of the revised Step Plan is expected to add approximately a million dollars to the Police Department’s budget. This increase will be factored into discussions during the upcoming FY2026 budget process to ensure a sustainable revenue source is in place.
