NOTICE IS HEREBY GIVEN that the City Council of the Chartered City of Vista, California, will hold a public hearing in the Vista Civic Center Council Chambers, 200 Civic Center Drive, Vista, California, on June 22, 2021, at 5:30 PM, to receive and consider all evidence and reports presented at said hearing relative to the following matter:

The project consists of the annexation of approximately 143 acres of unincorporated territory generally located south of Mar Vista Drive, west of State Route 78, north of Lupine Hills Drive and east of Buena Vista Drive, known as the “Mar Vista Island.” The project would detach the subject territory from the Vista Fire Protection District and the Buena Sanitation District and annex the territory into the City of Vista. No new development is proposed. This project is exempt from environmental review under the California Environmental Quality Act (CEQA) in accordance with Section 15319 of the State CEQA Guidelines.

P21-0196 – Adult Use Cannabis Amendments, City of Vista (no notice attached)
The project consists of amendments to Title 18 of the Vista Development Code, the Vista Business Park Specific Plan, and Title 5 of the Vista Municipal Code relating to adult use cannabis businesses. The project would permit adult use cannabis businesses in certain zones within the City and introduce new licensing requirements for such businesses. This project is exempt from environmental review under the California Environmental Quality Act (CEQA) in accordance with Section 26055(h) of the California Business and Professions Code.

The project applicant, Anthony Vozza, is requesting approval of a Mitigated Negative Declaration, General Plan Amendment, Zone Change, and Site Development Plan to develop 12 apartment units and associated site improvements on a 0.92-acre parcel located at 1050-1062 Old Taylor Street (APN 171-231-04-00).
