Now Accepting Applications for Elevate MV

Apply online now through midnight Sunday, Sept. 25 for the City of Mountain View's Elevate MV guaranteed basic income pilot program.


The purpose of the program is to provide direct relief in the form of unrestricted financial assistance to the most vulnerable families in our community. This means that participants in Elevate MV are empowered to choose how the assistance best addresses their financial situation.


To qualify for the two-year pilot program, applicants must meet ALL of the following criteria:

  1. Be a Mountain View resident,
  2. Be extremely low income, and
  3. Have a child under 18 or be pregnant at the time of application.


Approximately 166 randomly selected and qualifying recipients will receive $500 a month for two years.

Parking Enforcement Update

With nearly all COVID-19 public health restrictions lifted, enforcement of parking rules that were relaxed during the pandemic is returning next month. 


As of Saturday, Oct. 1, the City will enforce all timed parking limits in Mountain View. This will include enforcement of 24-minute, 1-hour, 2-hour, 3-hour, and 5-hour parking zones as well as the citywide 72-hour parking limit, which prohibits vehicles from parking in the same spot on a public street for more than 72 hours.


The 72-hour parking limit applies to all public streets regardless of signage and to all vehicles regardless of type or size. After 72 hours, vehicles must move to a different location. Vehicles parked in the same spot beyond the maximum 72-hour limit may be issued a warning, cited and/or towed.


Also, on Oct. 1, the City will begin enforcing the voter-approved Narrow Streets Ordinance and the Bike Lane Ordinance as part of a tentative settlement in the Navarro v. City of Mountain View lawsuit. 


Throughout the month of September, City staff has been conducting extensive outreach and informing individuals living in oversized vehicles on narrow streets and streets with bike lanes that enforcement for ordinance violations will begin on Oct. 1. The City has also been distributing a map, which is available in English, Spanish, Chinese and Russian, to assist individuals living in vehicles find legal parking within the city.

Free Technical Assistance Available to Restaurants for Reducing Waste

The City’s Solid Waste Program has partnered with ReThink Disposable to offer free technical assistance for restaurants wanting to switch from disposable food service ware to reusable alternatives. 


ReThink Disposable’s team will assess the restaurant’s current use of disposable food service ware (e.g., cups, plates, condiment cups, utensils) and then purchase reusable alternatives for the business, free of charge, on a first-come, first-served basis and while funds remain available. Participating restaurants benefit by reducing waste and saving money. 


This program is part of the City’s Zero Waste Plan measures to reduce the use of disposable foodware and divert material from the landfill.

Shoreline Park Sailing Lake Erosion, Dock and Sediment Project

The Sailing Lake Erosion, Dock and Sediment Project will begin on Monday, Sept. 26.


This project has five components: 

  1. Erosion control improvements on the north cove,
  2. Replacing the boat dock,
  3. Installing a kayak launch area, 
  4. Constructing a sediment barrier and fixed pier, and 
  5. Re-grading Windsurf Beach. 


For the duration of the project, access to the dock, kayak beach and boat launch ramp (to the north of the boathouse) will not be available. Access to the north shore area of Shoreline and Windsurf Beach will be limited at different times during the project. 


The Sailing Lake will maintain limited operations during the project with a full closure only anticipated for a portion of the project. 


During construction, the Sailing Lake Bistro will remain open and continue to host events. The City and Sailing Lake operator are working together to prepare the area, including staging and storage in the parking lot.


The project is scheduled to be completed in early February 2023.

Salt Pond Restoration Project Update

The City is collaborating on a number of regional projects to advance habitat restoration and sea level rise adaptation efforts in the North Bayshore area. One of these projects is the South Bay Salt Pond Restoration project, led by the U.S. Fish and Wildlife Service and California State Coastal Conservancy to restore Ponds A1 and A2W located immediately north of Shoreline Park, to their former tidal marsh habitats.


The project will create:

  • New habitat transition zones (HTZ), 
  • Diverse vegetation and wildlife habitats with varying soil and water depths,
  • New trails and
  • A viewing platform along the pond’s outboard levee that will bring trail users closer to the Bay. 

 

The project is in construction and will continue over the next few years. Currently, soil hauling and stockpiling are scheduled to be completed by the end of 2023. In the next phase, the project will move the soil further out into the pond to form the gradually sloped HTZ and vegetation will be established over time. As a result, the public will mainly see areas with soil until vegetation is established. 


Besides supporting wildlife habitat, the HTZ also provides flood risk reduction benefits and sea level rise adaptation by dampening the coastal waves from the Bay. For more project information, visit South Bay Salt Ponds.

County Vector Control to Spray for West Nile Prevention

The County of Santa Clara Vector Control District has detected positive West Nile virus mosquitoes in a small area of the 94040, 94024 and 94087 zipcodes that include parts of Mountain View, Los Altos Hills and Sunnyvale. County Vector Control will be conducting a mosquito control treatment on Thursday, Sept. 22 starting at 10 p.m. and lasting approximately four hours. This treatment will use truck-mounted equipment and will help reduce the mosquito population in the area and the risk of West Nile virus human cases.

MVPD Speaker Series Returns

This fall, the Mountain View Police Department is bringing back its Speaker Series, a one-hour presentation on topics that pertain to our community.


In the first session, detectives will be highlighting cryptocurrency scams and how to prevent people from falling victim to them. 


The event will be held in the MVPD Auditorium on Tuesday, Sept. 27 at 6 p.m. 

MVPDx Cohort Application Period Open

The Mountain View Police Department has begun accepting interested applicants for MVPDx with meetings set to begin in January 2023. MVPDx launched in 2019, making this the fourth cohort for the program.

4th Annual Harvest History Festival at Heritage Park

The fourth annual Harvest History Festival sponsored by the Kiwanis Club of Mountain View, with support from the City of Mountain View, will be held Saturday, Sept. 24 from 9 a.m. to noon at Heritage Park.


The event will have live music, garden tours, canning demonstrations and activities for the kids. Attendees are encouraged to bike or walk to the event as there is minimal parking nearby.

Suicide Prevention Training at the Mountain View Community Center

To bring more awareness during Suicide Prevention Month, the City of Mountain View, County of Santa Clara and Project Safety Net are hosting an Applied Suicide Intervention Skills Training (ASIST) on Sept. 22–23 at the Mountain View Community Center. 


This free training is open to those 18 years or older who live or work in Santa Clara County. This workshop is for individuals who want to feel more comfortable, confident and competent in helping to prevent the immediate risk of suicide.
