City Council Appoints Emily Ann Ramos to

Fill Vacant Council Seat

At the Monday, Jan. 30 special meeting, the Mountain View City Council appointed Emily Ann Ramos to fill the vacant Council seat. Ramos was among the 10 Mountain View residents who sought the at-large appointment to the 7-member Council.


The swearing-in of the new Councilmember is scheduled for the Tuesday, Feb. 14 City Council meeting.


The vacancy was created by the resignation of former Councilmember Sally J. Lieber due to her recent election to the California State Board of Equalization. The appointed Councilmember will hold the seat for the remainder of the term, which expires January 2025.

Join Us for the 2023 City Annual Update

With the theme of “Building Community Step by Step,” the 2023 City Annual Update  is scheduled for the morning of Friday, March 31 at the Hyatt Centric Hotel in Mountain View.


Hosted by the Mountain View Chamber of Commerce and the City of Mountain View, the annual event opens with breakfast at 9 a.m. followed by the official program at 10 a.m. Mayor Alison Hicks and City Manager Kimbra McCarthy will provide an update on the City projects underway and the plans for the year ahead. Chamber President & CEO Peter Katz will serve as the moderator.

Two Brand New Traffic Signals in Mountain View

Two new traffic signals were activated the week of Jan. 16 in the North Bayshore area.


On Wednesday, Jan. 18, the traffic signal at Amphitheatre Parkway and Joaquin Road was activated, and on Thursday, Jan. 19, the mid-block traffic signal crossing on Shoreline Boulevard between Charleston Road and Amphitheatre Parkway was activated. Both of these signals are a part of the 2000 N. Shoreline Blvd. (Charleston East) development project approved in 2017.


The mid-block crossing on Shoreline Boulevard provides direct bicycle and pedestrian access from the new campus to the Charleston Retention Basin trail loop without those on foot or bicycle having to detour to the nearest intersection to cross at Charleston or at Amphitheatre.


The last remaining traffic signal to be activated as part of Charleston East project is at Charleston Road and Joaquin Road, which is anticipated to be turned on in the next several months.

Normal Utility Billing Collection Processes

Resuming Next Month

In response to the economic and health-related impacts of the COVID-19 pandemic, the City had temporarily stopped its normal collection procedures for delinquent utility bills including the shutoff of services and sending accounts to collections. With the State of California announcing that the COVID-19 State of Emergency will end on Feb. 28, the City will reestablish its normal collection procedures.


Effective Wednesday, March 1, the City of Mountain View will reestablish its normal collection procedures for delinquent utility bills, including resuming the shutoff of services and sending accounts to collections if bills become delinquent. This action comes in response to the State of California’s plans to end the COVID-19 State of Emergency on Tuesday, Feb. 28.


If there is a delinquent balance due on a utility account, the City may be able to set up a payment plan. If you are interested in setting up a payment plan, contact the City’s utility billing customer service line by calling 650-903-6317 and select option one.

Participate in Displacement Response Strategy Meetings

The City of Mountain View invites the public to help in the development of a Displacement Response Strategy. The next meeting will be held for the general public virtually on Tuesday, Feb. 21 at 6:30 p.m.


Staff plans to bring policy and program options for a Displacement Response Strategy for City Council consideration this year. These options include:

  • Acquisition and/or preservation of rent-stabilized units.
  • Replacement requirements for existing units demolished as part of new residential development.
  • Various other programs.

Application Period Open for Council Advisory Bodies

The Mountain View City Council has an amazing group of volunteers behind many of the City's big decisions. Recruitment is now on for the next group of volunteers to take up the mantle.


Interested parties may apply through Friday, Feb. 17 at 5 p.m. for vacancies on the following bodies:

  • Downtown Committee
  • Human Relations Commission
  • Performing Arts Committee
  • Public Safety Advisory Board
  • Rental Housing Committee
  • Senior Advisory Committee

Youth Advisory Committee Application Period Opening

Applications for the 2023-24 school year term for the Youth Advisory Committee will be available online at MountainView.gov/YAC beginning Friday, Feb. 10. Applicants must be currently in 6th - 11th grade and Mountain View residents. Applications will be due in March.

Recreation Summer Interns Wanted

Beginning Friday, Feb. 10, the Recreation Division will begin recruiting for junior leaders, junior lifeguards and Deer Hollow Farm interns for summer programs.


Applications for these volunteer opportunities will be available online at MountainView.gov/LIT. Application will be due in April.

Friends of the Mountain View Library

Hosting Book Sale Feb.18 - 19

The Friends of the Mountain View Library is hosting a book sale on Saturday, Feb. 18 and Sunday, Feb. 19. The book sale will be held in the bookmobile garage on Mercy Street behind the Mountain View Public Library, 585 Franklin St.


Each sale usually has more than 5,000 books, DVDs, CDs, videos and games to choose from.

  • Saturday, Feb. 18
  • 9:30-10:30 a.m. Members only sale.
  • 10:30 a.m.–4 p.m. General public sale.
  • Sunday, Feb. 19
  • 11 a.m.–4 p.m. Fill a bag sale.

COVID-19 Briefing

County of Santa Clara to Demobilize Mass Testing and Vaccination Locations

After successfully administering 1.9 million vaccinations since 2020 and becoming the most vaccinated large county in the country in the months following the initial release of COVID-19 vaccines, the County of Santa Clara will demobilize its remaining COVID-19 mass vaccination and mass testing sites by Tuesday, Feb. 28. 


The sunsetting of these operations takes place due to the upcoming end of the federal and state emergency declarations related to COVID-19, and healthcare providers and pharmacies throughout the County having the ability to provide residents with access to testing and vaccinations.


Through Feb. 28, COVID-19 vaccination appointments at the County can be made at www.sccfreevax.org.
