Next Steps in Filling Vacant Council Seat
by Appointment

At its Tuesday, Jan. 24 meeting, the Mountain View City Council narrowed the list of 10 applicants to five individuals who remain under consideration for appointment to the vacant Council seat.
The applicants moving forward in the appointment process are Ronit Bryant, Chris Clark, Michael Kasperzak, John McAlister and Emily Ann Ramos. The Council will interview these five applicants at the Monday, Jan. 30 meeting. The swearing-in of the new Councilmember is scheduled to take place at the Tuesday, Feb. 14 meeting.
The vacancy was created by the resignation of former Councilmember Sally J. Lieber due to her recent election to the California State Board of Equalization. The appointed Councilmember will hold the seat for the remainder of the term, which expires January 2025.

Arn Andrews to Join the City of Mountain View as
New Assistant City Manager

The City of Mountain View is proud to announce the appointment of Arn Andrews as Assistant City Manager in the City Manager’s Office. This is a new position as a result of the City Council approving a second Assistant City Manager position for the City Manager’s Office back in December.
Andrews has over 15 years of local government experience following a successful career in the financial markets. He most recently served as Assistant Town Manager in the Town of Los Gatos.
Andrews’ first day with the City of Mountain View will be Feb. 13.
As Assistant City Manager, Andrews will provide strategic level leadership support for the:
- Finance and Administrative Services Department,
- Human Resources Department,
- Information Technology Department, and
- City Manager’s Office intergovernmental/legislative function.
He will also oversee and contribute to upcoming strategic projects such as:
- Planning for the Information Technology Strategic Plan, which will include the Cybersecurity Strategic Plan; upgrading the utility billing system;
- Upgrading the utility billing system;
- Planning to fund a new public safety building and other infrastructure improvements;
- Collaborating with a Citywide team on developments in the City’s North Bayshore/Shoreline Community area; and
- Leading continuous improvement efforts to enhance customer service to the Mountain View community.

Carrie Sandahl Named First Female Fire Marshal in Mountain View History | |
On Thursday, Jan. 19, Fire Chief Juan Diaz presented Carrie Sandahl with her City of Mountain View Fire Department Fire Marshal badge. Sandahl is the first female Fire Marshal in Mountain View history.
She began her career with the MVFD as the Water Environment Specialist in February 2006. Sandahl looks forward to leading the talented Fire and Environmental Protection Team and continuing the tradition of providing excellent customer service, improving safety and protecting the environment in Mountain View.

Lunar New Year Celebration on Saturday, Jan. 28 | |

All are welcome to celebrate the City of Mountain View's first-ever Lunar New Year Celebration on Saturday, Jan. 28 from 10 a.m. - 4 p.m. at Redwood Hall in the Mountain View Community Center, 201 S. Rengstorff Ave.
The event is the result of feedback from graduates of the City’s first Chinese Language Civic Leadership Academy held in spring 2022. The graduates, who are now part of the City’s Ambassadors program, encouraged the development of an event to celebrate Asian culture. In fact, Mountain View’s Asian population has grown from 19,232 in 2010 to 28,891 in 2020 per the U.S. Census Bureau. Events like the Lunar New Year Celebration support Mountain View’s efforts to become a “Community for All.”
The free event will offer a day of Asian arts and music, traditional performances, and games and riddles to win prizes. Event goers will learn about the meaning behind Lunar New Year as well as the rich customs of family, friends and neighbors.

Participate in Displacement Response Strategy Meetings | |
The City of Mountain View invites the public to help in the development of a Displacement Response Strategy. The next meeting will be held for tenants, in person on Thursday, Jan. 26 at 6:30 p.m. at the Mountain View Community Center, 201 S. Rengstorff Ave.
Staff plans to bring policy and program options for a Displacement Response Strategy for City Council consideration this year. These options include:
- Acquisition and/or preservation of rent-stabilized units.
- Replacement requirements for existing units demolished as part of new residential development.
- Various other programs.

Pilot Pickleball Program Update | |
Due to the recent storms that hit the Bay Area, which disrupted use of the courts, the City is extending the six-month Pilot Pickleball Program through June. This will allow staff to have better data regarding court use to provide to the Parks and Recreation Commission during their update at the end of the pilot program.
In addition, after the new pickleball lines were painted at Rengstorff Park tennis courts, it was brought to staff’s attention that the line dimensions have marginal inaccuracies on three of the courts. The paint vendor will return on Jan. 30 to restripe the courts to correct the error.

Free Income Tax Assistance | |
The Mountain View Public Library is once again partnering with United Way Bay Area to bring free tax preparation assistance to the community.
IRS-certified volunteers will be at the Library on Saturdays and Tuesdays starting Feb. 4 to assist households with a 2022 income of $60,000 or less file their state and federal taxes. Assistance is available on a first-come, first-served basis through
April 18.

Silicon Valley Reads 2023 | |
The 2023 Silicon Valley Reads series kicks off on Thursday, Jan. 26. The kickoff, celebrating the 20th anniversary of Silicon Valley Reads, focuses on this year’s theme of a "Journey to new Beginnings."
The event features authors from this year’s selections, including Tommy Orange (There There), Amanda Skenandore (The Second Life of Mirielle West) and Kai Harris (What the Fireflies Knew). The event is happening live at the Visual Performing Arts Center Theater at De Anza College in Cupertino with a live-streamed option available.

On Jan. 24, the Centers for Disease Control and Prevention launched the COVID-19 Testing Locator website, which will allows people to search for free COVID-19 testing sites near them.
