CITY MANAGER REPORT

July 25, 2025

Masonic Home Environmental Impact Statement Completed

The City has invested significant resources over the past three years on an Environmental Impact Statement (EIS) on the Zenith Property, also known as the Masonic Home or Landmark on the Sound.

The City ordered the EIS in response to the property owner’s application to demolish the structures on the property.

The Final Environmental Impact Statement (FEIS) will be released on Thursday, July 31, 2025. The report will be posted on the City's website.

City staff will present the FEIS findings and implications to the City Council at its regular meeting, August 7 at 6 p.m. at City Hall. This is an informational presentation only.

The City Council does not vote on the EIS or the pending demolition permit. As with other permits, such as building permits, City staff take action on applications, based on City policy and regulations set by the Council.

State law requires a period of seven days between the release of the EIS and a decision on the permit application. Since City staff has been working closely with the EIS consultants throughout the three-year period, the City will be ready to take action on the permit as soon as the waiting period is completed. The window to appeal the findings of the EIS and the permit decision begins on the decision date (anticipated August 8) and closes 10 days later (August 18). More information can be found in Des Moines Municipal Code 16.05.320 (Agency SEPA Appeal), and on the City’s website here.

A community meeting where residents can ask questions is scheduled for August 21, 6:30-8:30 p.m. at the Beach Park auditorium.  I know this is an important issue to the community, and I hope you will join us for this meeting.

Skate Park Update!

If you’ve been by the Des Moines Skate Park lately, you may have noticed some awesome new artwork starting to take shape! While it's looking great already, the project isn’t quite finished just yet.

Our talented artists will be back soon to complete the mural and put the final touches in place. We appreciate your patience and can’t wait to show off the finished design!

And a tremendous “thank you” to the Des Moines Legacy Foundation for generously funding this improvement to the skate park. We are grateful for their partnership with the City!

Stay tuned for updates — and thank you for supporting public art in our parks!

Overnight SR99 Lane Closures Start Monday

Nighttime drivers on State Route 99 in SeaTac and Des Moines should plan for three weeks of weeknight lane closures starting Monday, July 28, for utility work along the newly-repaved state highway.

From 10 p.m. to 5 a.m., Monday nights through Friday mornings until mid-August, plan for northbound and southbound SR 99 lane closures between South 200th Street in SeaTac and SR 516 in Des Moines.

Local streets also will close nightly along this 2-mile corridor at the intersections with SR 99. Signed detours will guide people around construction.

During this project, contractor crews working for the Washington State Department of Transportation have updated nearly three-dozen sidewalk ramps along SR 99 to modern Americans with Disabilities Act standards. They also repaved all lanes of the state highway along this 2-mile corridor, most recently at the SR 99 intersection with SR 516.

Utility work in this area will take roughly three weeks to complete, followed by several more weeks of overnight closures for lane striping along SR 99.

Construction Update

Marina L, M & N Dock Replacement Project

Sorry, sailors! Our guest moorage is taking a seasonal siesta from August 1, 2025 to March 1, 2026. Please make sure to make other arrangements during that time! Only a few weeks left to come enjoy the Guest Moorage area!!! The fuel dock will remain open for fueling and pump out needs.

The Des Moines Beach Park Auditorium was once a dining hall for a summer camp run by the Lutheran Church in the early 1900s! Known then as the Des Moines Assembly, the site hosted hundreds of campers each summer who arrived by boat. Today, the beautifully restored auditorium is a popular venue for weddings, community events, and concerts—blending historic charm with modern use, right by the waterfront.

Staff Kudos

“Katherine,

A big thank you to you and your staff for taking the time to meet with the residents of Redondo at the recent Neighborhood Pop Up Event. I appreciate your willingness to listen to us (I know we probably sound like a broken record at this point!), but just being heard is huge.

I also want to acknowledge that each of you took time away from your families to meet with us. Please know that your time was truly valued and well spent.

Thanks again,"

Jennie DeRosa

Redondo Resident
