CITY MANAGER REPORT

November 14, 2025

2024 Financial Audit

The City of Des Moines received a clean audit for fiscal year 2024 from the Washington State Auditor’s Office.

The report confirms our financial statements accurately reflect the City’s cash and investments in accordance with state law and the BARS accounting system. The audit found no issues with compliance or reporting.

Regular audits like this help ensure accountability, keep operations running smoothly, and provide transparency about how public dollars are managed.

Update on the City’s 2026 Budget

At last night’s Council meeting, we presented proposed amendments to the 2026 budget. Council was supportive, and the final vote is scheduled for December 11, 2025.

These updates reflect the progress we’re making to strengthen Des Moines’ financial foundation and build long-term stability.

Planning Ahead, Not Year-to-Year

Last year, the City moved to a two-year (biennial) budget.

Updating the second year is considered a best practice. It allows us to adjust to real-world conditions and keep the budget accurate and transparent.

Building Reserves & Practicing Fiscal Discipline

One of our biggest accomplishments this year is strengthening the City’s cash reserves.

By tightening spending and updating revenues to more realistic levels, we’re building the financial cushion needed to weather economic changes, respond to emergencies, and maintain consistent services.

This is a multi-year effort, but our trajectory is much stronger than it was a year ago.

Smarter Revenue Forecasting

With support from City Council, staff are using more conservative forecasting practices.

This includes updating B&O and sales tax estimates based on actual performance and economic indicators. These changes make long-term planning more predictable and stable.

Targeted Cost Reductions

Every department completed a detailed review of their budget this summer.

The result: over $340,000 in General Fund savings for 2026—without major impacts to essential services.

These savings directly strengthen the City’s financial position.

Preparing for the Unexpected

For the first time, the 2026 budget includes a dedicated contingency appropriation.

This funding provides a safeguard for unexpected costs without disrupting services. It’s an important first step toward improving financial resilience.

Investing in Public Safety

With the new 0.1% Public Safety Sales Tax approved by Council, the City can:

  • Restore animal control services
  • Add a police officer
  • Meet new state requirements for public defense

We know the community is especially interested in animal control—more updates coming soon.

In Summary

The 2026 budget updates show meaningful progress toward a more stable and sustainable future.

We still have long-term challenges, but we are taking disciplined steps—strengthening reserves, improving forecasting, reducing costs, and planning ahead—to ensure Des Moines can continue providing the services our community expects.

South King Fire Santa Parade and Canned Food Drive

South King Fire began Santa Parades in 2020 to stay connected with the community during a difficult year.

They collect canned food to support local food banks and bring joy during a time of year that can be challenging for many families.

Last year, they collected over 3,000 pounds of food. This year, they hope to reach 5,000 pounds with your help!

Redondo Pier - Crane is Here!

The construction crane for the Redondo Pier replacement project arrived this week by barge.

Its arrival marks the start of in-water work and a major milestone for this long-awaited project.

Residents will see more activity along the waterfront as construction ramps up. We expect the new pier to open next summer.

We’ve begun our strategic planning process by listening.

Five community focus groups helped identify themes, concerns, and hopes for our future. Now we want to hear from everyone.

The citywide survey is now open. This is your chance to share what you value most and what you envision for Des Moines.

The strategic plan will serve as our roadmap for the next several years—guiding decisions, investments, and services.

Holiday Donation Event – Gift Wrapping Supplies

The City’s Community Enrichment Services Department is collecting new gift-wrapping supplies for their upcoming “Wrap It Up” events. If you have extra wrapping paper, bags, bows, or tags—or are simply ready for a refresh—donations are welcomed now through December 22. These supplies will be used at gift-wrapping events on December 18 at the Field House and December 22 at the Activity Center, helping ensure community members have access to festive wrapping materials during the holiday season.

Medical Lending Closet

The City’s Medical Lending Closet at the Des Moines Activity Center continues to serve community members by offering essential mobility and medical equipment—such as walkers, shower chairs, wheelchairs, and commodes—at no cost. This program supports residents recovering from surgery, managing health challenges, or caring for loved ones. Donations are appreciated, though items can only be accepted as space allows. Residents are encouraged to call ahead to check the availability of equipment or to confirm whether a donation can be accommodated, 206-878-1642.

The Spanish Castle, a landmark dance hall in Des Moines during the mid-20th century, played a significant role in the region’s music and social scene. Built in the early 1930s, at the corner of Pacific Highway South and Kent Des Moines Road, the Spanish Castle became a hub for big band and swing dancing, teen dances, and rock-and-roll shows. Legendary acts, including Roy Orbison, Jerry Lee Lewis, The Beach Boys, and a young Jimi Hendrix—who was inspired to write “Spanish Castle Magic”—performed there. Although the building was demolished in 1968, the Spanish Castle remains an important part of Des Moines’ cultural history, remembered for its vibrant music scene, community gatherings, and status as a unique and iconic waterfront venue.
