City Manager Weekly Update
Martin Luther King Jr. Day
City Hall and Recreation & Community Services Offices will be closed on Monday, January 15, 2018 in observance of Martin Luther King Jr. Day. Regular business hours will resume on Tuesday, January 16, 2018.

Hillview Community Center Update
Following discussion of the 10-year financial forecast at the City Council meeting on Tuesday, January 9, Council approved moving forward with a budget of $34.7 million for the Community Center project. Noll & Tam Architects will soon complete the Schematic Design Phase of the project and will next begin the Design Development Phase. The City has begun initiating some of the studies that will support the environmental review of the project. A design development working group comprised of members of the Youth, Parks & Recreation and Senior Commissions as well as the Hillview Community Center Project Task Force is also being formed.
Community Development
New Permit Tracking Software Implementation Update
The Superion Team was on-site at City Hall this week to begin training and software development for the City’s new permit tracking software TRAKiT. Staff from Community Development, Public Works, Finance, Code Enforcement, Public Information and IT worked with the Superion Team to begin customizing the software to meet the City’s needs and processes. Following customization of the TRAKiT software, which will take approximately three months, beta testing and additional training will begin. As the go-live target of October 2018 draws closer, the City will begin public outreach to contractors, businesses and other individuals who will be using the online elements of the new system.

City Council and Planning Commission Joint Meeting
On Tuesday, January 16, 2018, the City Council and Planning Commission will hold a joint meeting to receive an update on the raft of recently enacted State legislation covering a variety of issued related to housing. Updates include increasing the amount of housing data collection and analysis that must be submitted to the State, streamlining local approval processes, and providing funds to the production of housing to name a few. This information will be provided by the City Attorney’s office, which has been closely analyzing and reviewing the new legislation. There will also be an overview of initiatives that have been raised over the past few months that are intended to further the City Council’s priority of proactively reviewing opportunities to expand affordable housing. A discussion on the development of a comprehensive plan for the El Camino Real corridor will be included in this topic. Finally, the City Council and Planning Commission will receive a presentation by the development team on two scenarios of a multi-family residential project at 4846/4856 El Camino Real. The presentation will be on a 38-unit project and a 49-unit project. Each of these scenarios show a five-story building with underground parking and a rooftop deck. The two will also include affordable units with the 49-unit project projected to include some market rate units that are more affordable due to their size and number of bedrooms.
Public Works
Grant Park Community Center Kitchen Remodel
A Request for Proposals (RFP) for the Grant Park Community Center kitchen remodel was issued to the public today. The design consultant will develop conceptual and final designs for the proposed commercial kitchen at Grant Park Community Center. Interested parties have until February 20, 2018 to submit proposals for the project. Award the design consultant contract is anticipated to occur in March 2018.

City Hall HVAC System Upgrades Project
The City’s contractor, Omni Construction Services, Inc., has completed construction activities on the City Hall HVAC project and the temporary construction fence was removed this week. Air balancing will be performed on Monday, January 15, 2018 while City Hall is closed for Martin Luther King, Jr. Day. The contractor will continue to work on punch list items over the next couple of weeks.

Sewer Bid – South Sewer Main Replacement
Engineering received four bids this week for the South Sewer Main Replacement Project and anticipates awarding the project at a February City Council meeting. The project includes the replacement of 12-inch sanitary sewer mains with 18-inch pipe on Fremont Avenue between Truman Avenue and Fallen Leaf Lane. The existing pipes will be replaced using a trenchless method. Following award of the contract, work is anticipated to begin this spring.

February LAYC Dance
The next LAYC Dance for Los Altos middle schoolers is scheduled for Friday, February 2, 2018 from 7:00 p.m. to 9:00 p.m. This activity will take place at the Los Altos Youth Center located in the Civic Center complex at 1 N San Antonio Road. Teens can play ping pong or dance as the D.J. plays their favorite songs!

  • Chocolate Tasting Program Survey Event: Please join us for a chocolate tasting and share your thoughts about desired programming in 2018. The Grant Park event will take place Wednesday, January 17 at 11:30 a.m. in the Multi-Purpose Room. The Hillview event is scheduled for Friday, January 19 at 1:00 p.m. in the Multi-Purpose Room.  

  • Inter-Generational Tech-Tutor Workshop: Need help with your laptop, tablet or cell phone? Join us for this popular Workshop run by local high school students on January 17 and February 21 at 3:30 p.m. at Hillview Community Center. The cost for Senior Center members is $1, and $3 for non-members.

  • Chat with the Mayor: Los Altos Mayor Jean (John) Mordo will be coming to speak regarding the start of the new year on January 17 at 12:45 p.m. at the Grant Park Community Center, 1575 Holt Avenue.

  • Foreign Affairs:  Learn and discuss current international events. This activity meets Fridays starting January 19 through March 23 in Room 12 at the Hillview Senior Center.

  • Tax Preparation Program: This activity will be taking place each Monday beginning February 1 through April from 9:00 a.m. to 12:00 p.m. at the Hillview Community Center, Room 8.

  • Fall Prevention: Christine Moore and Gina Cali from the Santa Clara County Fire Department will be advising seniors on how to prevent falls in the home. This activity will be held on February 21 at 12:45 p.m. at Grant Park Community Center, 1575 Holt Avenue.

  • Mini Trip: Join us on a whimsical adventure to The Walt Disney Family Museum in San Francisco on Thursday February 22. The museum features the life and legacy of Walt Disney shown through interactive galleries that include early drawings and animation. The cost for Senior Center members is $35.00; non-member cost is $45.00. Price includes entrance fee, transportation, and gratuity. Space is limited, please sign-up early.

Reminders
Public Meeting: Miramonte Avenue Path Project
The City’s Bicycle Transportation Master Plan places a high priority on upgrading the existing bicycle route on Miramonte Avenue between Foothill Expressway and the Mountain View city limit. The City recently received $1 million from State One Bay Area Grant (OBAG) for Phase I of this project (between Covington Road and Berry Drive). Staff conducted public outreach for the project and presented several design concepts at a special joint Bicycle and Pedestrian Advisory Commission (now Complete Streets Commission in Los Altos) meeting and another public meeting on August 5, 2016. Based on the feedback received at the August 2016 meeting, initial design for the preferred alternative has been prepared. Staff and the consultant team will present the design at the next public meeting scheduled for January 22, 2018 at 6:30 p.m. at Hillview Community Center, Multi-purpose Room (97 Hillview Avenue).
