City Council Annual Retreat
The City Council annual retreat will be held on Saturday, January 20, 2018 at 9:00 a.m. in the Community Meeting Chambers at Los Altos City Hall, 1 N San Antonio Road. Councilmembers will review the status of 2017 Council Priorities and identify strategic priorities to focus on in 2018. Council will also receive the results of a Community Satisfaction Survey recently completed by Godbe Research. The retreat is open to the public and meeting materials are available online.
Artistic Bicycle Rack Ribbon Cutting
The City of Los Altos will host a ribbon cutting event to unveil Ballet Barre, the latest addition to the City’s artistic bicycle rack inventory. The ribbon cutting will take place at 3:00 p.m. outside the Areté Dance Center located at 979 Fremont Avenue in the Loyola Corners Shopping District.

SVCE's Customer Program Advisory Group Launched
Silicon Valley Clean Energy (SVCE) is the local Joint Powers Authority that purchases carbon free electricity for residential and business users in Los Altos and several other agencies in Santa Clara County. In addition to the purchase of clean energy, SVCE will also provide customer programs focused on lowering greenhouse gas emissions and creating a more sustainable environment. The SVCE Customer Program Advisory Group (CPAG) officially launched with its inaugural meeting on January 17, 2018. The group is comprised of 16 SVCE community members elected by their respective community board member or the SVCE CEO. Los Altos Environmental Commission Vice Chair Don Weiden was appointed to the CPAG as the Los Altos area representative. The CPAG was commissioned by SVCE’s Board of Directors to gather community input throughout the customer program goal-setting and design process. SVCE is eager to return value to customers through programs for demand management, efficiency, and fuel switching to clean electricity and the CPAG will assist in identifying the most meaningful and desired programs by local constituents. City Council and Planning Commission Joint Meeting
On Tuesday, January 16, 2018, the City Council and Planning Commission held a joint meeting to receive updates on the recently enacted State legislation covering a variety of issued related to housing. A discussion on the development of a comprehensive plan for the El Camino Real corridor also took place, and the City Council and Planning Commission received a presentation by the development team of a multi-family residential project at 4846/4856 El Camino Real. No action was taken during the meeting. Meeting materials and video footage of the discussions are available online.

Public Works
Stormwater - Active Construction Site Inspections
Under the National Pollutant Discharge Elimination System (NPDES) permit, all active construction sites shall prevent stormwater runoff pollutants from discharging to the streets and creeks. The Public Works Department, in ongoing efforts to ensure compliance, has continued conducting city-wide active construction site inspections in anticipation of upcoming storms.

Public Contracting Requirements and Competitive Bidding Seminar
Staff from Public Works Engineering attended a seminar this week on public contracting requirements and competitive bidding. California public entities and both design professionals and contractors must understand and work within comprehensive public contracting statutes, charters and regulations. These statutes are updated and revised nearly every year and new case law can impact interpretations. The seminar helps staff stay on top of these changes so they can update contracts, policies and procedures accordingly.

Tiny Tots Preschool Program

Senior Programs

Free activity! Hand Massage: Updated schedule of Tuesday mornings from 10:00 a.m. to 12:00 p.m. on a first-come, first-serve basis in Room 10 of the Hillview Community Center, 97 Hillview Avenue.

Tai Chi-Thursdays: New time and location! Start-time will now be 12:00 p.m. in the Social Hall at Hillview Community Center, 97 Hillview Avenue.

Line Dancing: Classes take place on Tuesdays from 1:00 p.m. to 2:00 p.m. at Hillview Community Center, Social Hall. Monthly fees: $24.00/members $32.00/non-members. Drop in fees: $6.00/members and $8.00/non-members.

Pickleball: There are now two courts available for Pickleball on Wednesday’s from 11:00 a.m. to 1:00 p.m. One court will be at Hillview Community Center and the other at the Los Altos Youth Center, located nearby.

Matter of Balance: Back for the new year, Matter of Balance runs each Monday, January 29 through March 26 from 9:30 a.m. to 11:30 a.m. in Room 12 at Hillview Community Center.

Inter-Generational Tech-Tutor Workshop: Need help with your laptop, tablet or cell phone? Join us for this popular Workshop run by local high school students on February 21 at 3:30 p.m. at Hillview Community Center. The cost for Senior Center members is $1, and $3 for non-members.

Foreign Affairs: Learn and discuss current international events. This activity meets Fridays starting January 19 through March 23 in Room 12 at the Hillview Senior Center.

Tax Preparation Program: This activity will be taking place each Monday beginning February 1 through the month of April from 9:00 a.m. to 12:00 p.m. at the Hillview Community Center, Room 8.

Fall Prevention: Christine Moore and Gina Cali from the Santa Clara County Fire Department will be advising seniors on how to prevent falls in the home. This activity will be held on February 21 at 12:45 p.m. at Grant Park Community Center, 1575 Holt Avenue.

Mini Trip: Join us on a whimsical adventure to The Walt Disney Family Museum in San Francisco on Thursday February 22. The museum features the life and legacy of Walt Disney shown through interactive galleries that include early drawings and animation. The cost for Senior Center members is $35.00; non-member cost is $45.00. Price includes entrance fee, transportation, and gratuity. Space is limited, please sign-up early.

Reminders
Public Meeting: Miramonte Avenue Path Project
The City’s Bicycle Transportation Master Plan places a high priority on upgrading the existing bicycle route on Miramonte Avenue between Foothill Expressway and the Mountain View city limit. The City recently received $1 million from State One Bay Area Grant (OBAG) for Phase I of this project (between Covington Road and Berry Drive). Staff conducted public outreach for the project and presented several design concepts at a special joint Bicycle and Pedestrian Advisory Commission (now Complete Streets Commission in Los Altos) meeting and another public meeting on August 5, 2016. Based on the feedback received at the August 2016 meeting, initial design for the preferred alternative has been prepared. Staff and the consultant team will present the design at the next public meeting scheduled for January 22, 2018 at 6:30 p.m. at Hillview Community Center, Multi-purpose Room (97 Hillview Avenue).

February LAYC Dance
The next LAYC Dance for Los Altos middle schoolers is scheduled for Friday, February 2, 2018 from 7:00 p.m. to 9:00 p.m. This activity will take place at the Los Altos Youth Center located in the Civic Center complex at 1 N San Antonio Road. Teens can play ping pong or dance as the D.J. plays their favorite songs!
