Think of Fire Before it Starts


Ensuring that smoke alarms are installed in every room, especially bedrooms and on every level of the house, is essential. Regularly testing and replacing batteries in smoke alarms can significantly increase their effectiveness in detecting fires promptly. Additionally, organizing exit drills in the home, where all family members practice escape routes and designated meeting points, fosters preparedness in case of emergencies. Such drills should be conducted regularly to reinforce safety procedures and minimize panic during crises.

City Manager

Welcome Carlin Thompson, Intern!


Carlin is a senior at California State University, Long Beach majoring in Political Science. He is also a proud soldier in the U.S. Army Reserves and the cadet commander of the Army ROTC program at California State University, Long Beach. He plans on attending Law School in pursuit of his J.D. and becoming a JAG officer in the U.S. Army.


He is excited to use this experience at the City to learn more about local government and to serve the people of Seal Beach.

Congratulations to Cara B. on her new position as a Police Services Officer for the City of Tustin. Her positive attitude, cheerful demeanor, and dedication to customer service will be missed.

Staff Trivia Lunch


On Thursday, February 22nd, the Staff Engagement Team (SET) hosted a Trivia Lunch for staff. This event was well attended, and staff from all departments were welcome. The goal of the Staff Engagement Team is to boost staff morale, promote health and wellness, develop inter/intra-departmental relations, get staff involved with the Seal Beach community, and to encourage professional development.

Recreation and Community Services

Community Garden Clean Up


Staff coordinated a quarterly community garden cleanup on Friday, March 1st, from 8:00am – 12:00pm at the Edison Park Community Gardens. Recreation staff dropped off mulch earlier in the month in anticipation of this clean up. The mulch was made available by the green waste program with OC Waste and Recycling. There are four clean ups that are scheduled throughout the year, and attending a minimum of one garden clean up annually is mandatory for all gardeners to participate in the program. The four dates for the Garden Clean Up are March 1st, May 25th, August 9th, and November 23rd

Spring 2024 Shoreline Brochure


The Spring Shoreline Brochure was posted online on Monday, February 12th, with Spring Class registration beginning that day. Recreation classes, Summer Camps, and Junior Lifeguard information are all included in the Spring Shoreline. Registration can take place in person at City Hall, by mail with check payable to the City of Seal Beach, or online at https://register.sealbeachca.gov. Monthly Usage


There are currently 1,572 users registered for the Senior Transportation Program. The program is available for Seal Beach residents ages 60 years and older and consists of a pre-fixed shuttle route and Yellow Cab Taxi service. To register for the program, please visit www.sealbeachca.gov or contact the Recreation and Community Services Department at (562) 431-2527 X 1307.

There are currently 326 pickleball members and 88 tennis members at the Seal Beach Tennis and Pickleball Center. To sign up for a membership, please contact staff at the Center, or call (562) 598-8624 for more information.

Free Tax Assistance

Free Tax Assistance with AARP – The City of Seal Beach in partnership with AARP is offering free tax assistance for taxpayers ages 50 and over. Appointments take place every Monday from February 5th – April 15th from 8:30am – 10:45am at OCFA Fire Station 48 located at 3131 North Gate Road, Seal Beach 90740. Appointments are 45 minutes in length and can be made by contacting the Seal Beach Recreation and Community Services Department at (562) 431-2527 X 1307 or 1390.

Senior Lunch Cafe'

The Seal Beach Lunch Program is provided by Meals on Wheels Orange County (OC) at the North Seal Beach Center located at 3333 St. Cloud Drive. The Dine-In Lunch Café takes place Monday - Friday from 11:00am- 12:00pm and is open to adults ages 60 years and older. A suggested donation for lunch is $3.00. Graffiti Removal - Seal Beach Pier

In recent months, there has been an influx of graffiti art appearing on the Pier and nearby structures. As part of the City’s beautification efforts, staff continue to keep graffiti removal as a priority throughout the City and always go above-and-beyond to keep this high standard. It is always a pleasant surprise when Staff hears from residents that notice these efforts. Here, at Public Works, we are proud to serve such a great community. 

Temporary Bus Stop Removal for Orange County Sanitation

Pump Station Project


Orange County Sanitation (OC San) is preparing for a large-scale construction project at the Seal Beach Pump Station located at the northeast corner of Seal Beach Boulevard and Westminster Avenue. The construction will affect the operations of the adjacent bus stop of OC Bus Route 60. The bus stop that is located on the east side of Seal Beach Boulevard, just north of Westminster Avenue (pictured below) will be temporarily unavailable for the duration of the multiyear project.


In the interim, OC San is redirecting OCTA riders to use either the bus stop located at the Leisure World entrance gate or at Westminster Avenue and Kitts Highway.

AB-2626 Advanced Clean Fleet Regulations: Local Governments


Existing law requires the State Air Resources Board to adopt and implement motor vehicle emission standards, in-use performance standards, and motor vehicle fuel specifications. The state board has adopted the Advanced Clean Fleets Regulation, which imposes various requirements for transitioning local, state, and federal government fleets of medium and heavy-duty trucks to zero-emission vehicles (ZEV). Compliance with the current ZEV mandate within the prescribed time frames creates multi-faceted challenges including availability, public procurement, cost escalation, operational impacts, roadway impacts, supporting infrastructure, and an overall unclear path towards compliance. 


Staff has been working with Assemblywoman Diane Dixon’s office, Orange County cities, and other professional organizations to sponsor AB-2626 (Dixon) to extend the compliance dates for local government set forth by Advanced Clean Fleets Regulations by 10 years.

Blue Bell Park Playground Flooding


The recent heavy rain caused flooding at the Blue Bell Park playground. Staff worked diligently to restore the mulch padding around the structures. A submersible pump was used to drain the area to ensure that the mulch is properly dried and packed back to its required density.   

Sewer Manhole Repair


Public Works received a call of a severely damaged sewer manhole ring, located on Lampson Avenue and Basswood Street that inhibited the proper protection of the manhole. Staffed worked diligently to repair the manhole to prevent further damage and roadway infrastructure.

Got Bulky Trash? You're Gonna Love Dump Day!


In partnership with Caltrans, Republic Services, and Goodwill, our next Dump Day will be held on Saturday, March 9th from 8am to 11am at the Public Works Yard (1776 Adolfo Lopez Dr). Residents may drop off bulky household waste at no cost. Staff will be onsite to collect household items that are too bulky for residential garbage bins such as mattresses, furniture, and toys. Salvageable items will be kept out of the landfill and donated to Goodwill. Donations of new and gently used clothing, household items, etc. can also be given directly to Goodwill at the event. This event is organized to further Caltrans’ goal of keeping our highways litter-free as part of the Clean California Initiative.

Marine Safety

Lifeguard Tower Repairs

Lifeguards repaired damaged siding, trim, and hardware on the towers in preparation for the upcoming spring season. The Public Works Department was helpful in applying a new coat of paint. The towers are looking good and will be back on the beach soon.

Beach Driving Training Course


On February 7th Seal Beach Marine Safety hosted a regional beach driving training course. 22 lifeguards from five other Orange County agencies attended. The one-day training course followed the United States Lifesaving Association (USLA) curriculum and included both classroom and on the beach practical skill stations.

Mayday!


On February 16th Lifeguards responded to a mayday call. A 33’ sailboat was drifting into the Alamitos Bay Jetty. Lifeguards quickly launched the rescue watercraft and were able to pull the sailboat off the rocks. There were no injuries to the passengers making it a successful boat rescue. 

What's Happening?


  • Between December 20th and February 27th lifeguards performed 7 Rescues, 22 Medical Aids, 23 Vessel Response Calls, 505 Enforcements, 86 Preventative Actions.


  • Marine Safety observed a large west swell during the 12/28/23-12/31/23 period. Wave heights of 8’-15’ warranted closure of the pier, rescues, multiple medical aids, and large surf breaking hundreds of yards outside of the pier. On 12/28, Lifeguard Chris Dominguez made a notable rescue of a surfer that was unable to make it in. A surfer was seen struggling past the end of the pier and calling for help. Lifeguards Dominguez utilized a rescue watercraft and was able to make contact bringing the victim back to shore safely in the 14’ surf.
  • The Orange County Health Department closed the water in Seal Beach from 2/7/24 - 2/13/24. This was a result of a sewage spill that occurred up the San Gabriel River. Lifeguards enforced the closure and posted signs during this period. 
  • Lifeguard Tryouts are Saturday, March 23, 2024, at 8AM. Tryouts consist of a distance swim, run-swim-run event, and oral interview. Top candidates will be invited into the beach lifeguard training academy. Marine Safety has engaged in many different avenues of marketing in hopes of a strong turnout for tryouts.

At the February 26, 2024, City Council meeting, Cypress College Foundation Executive Director Howard Kummerman presented the 49th Annual American Awards scheduled for March 16, 2024, at The Westin Anaheim Resort. He also played a video of George and Kathy Fellers who will be recognized as the 2024 Citizens of the Year for Seal Beach.

Congratulations, Lieutenant Clasby!

Congratulations to Lieutenant Julia Clasby for graduating from the POST Law Enforcement Command College, Class #71, a 14-month program designed to prepare law enforcement leaders of today for the challenges of the future.

 

The primary goal of the prestigious Command College program is to provide sitting law enforcement leaders a course with a focus on future forecasting and innovation. Students are exposed to leaders in the field of forecasting, innovation, economics, media relations, political science, and organizational leadership from across the nation.

  • The Seal Beach Police Explorer Post 1041 welcomes eager men and women who have the desire to learn about the field of law enforcement. The Seal Beach Police Explorer Post provides young men and women with an exciting inside look at local law enforcement. Explorers have the opportunity to participate in many aspects of the Police Department. Most recently, two of our Explorers, Jacob and Colson, graduated from the Orange County Law Enforcement Explorer Advisor’s Association (OCLEEAA) Winter Academy.

Yale Navigation Center for Homeless Housing


  • The Seal Beach City Council were given a tour of the Yale Navigation Center in Santa Ana. The Yale Navigation Center services the homeless housing needs for the City of Seal Beach. The City Council toured the facility and learned about how the Seal Beach Police Department works with the County of Orange and numerous social service agencies to provide housing for those in need. They were shown the process of how someone coming in off the streets is accepted to the shelter and how they get to the next step, how many agencies are involved and how they work with longer-term shelters and affordable housing projects for more permanent solutions, the average length of stay, how emergency shelters differ from other shelters, how meals are provided, how many staff are needed and their respective roles, security and health precautions that are taken, what “low barrier” means and how it is implemented, funding for the shelter, who can stay at the shelter and a numerous other topics that highlighted the complexity of the challenge of homelessness.

  • Facility Dog Yosa recently made a visit to a preschool located in Long Beach as part of an outreach program aimed at fostering positive relationships between young children and law enforcement agencies. During the visit, Yosa interacted with the children, demonstrating how police work collaboratively with service animals to ensure community safety and providing an opportunity for the children to learn about the importance of positive interactions with police officers through engaging and educational activities.


  • Traffic Officers are continuing to work on the hit and run collision that took place earlier in the month, resulting in the death of a pedestrian. 

 

  • Officer Ruiz, K9 Saurus along with patrol staff made an outstanding arrest for grand theft from Target and located an assault rifle in the suspect’s vehicle. 


  • Traffic Officers attended the Office of Traffic Safety (OTS) quarterly meeting and learned about new laws related to autonomous driving vehicles as well as information of attempting to start ride share businesses in Orange County using this technology. 


  • Captain Nicholas is currently in the process of finalizing the procedures related to dog licensing within our jurisdiction. This initiative aims to streamline the licensing process, ensuring that all pet dogs are properly registered and vaccinated, which is essential for public health and safety. The new procedures are expected to address various aspects of dog ownership, including registration deadlines, fees, and the renewal process, making it easier for dog owners to comply with local regulations.


  • A meeting is scheduled with representatives from the California Coastal Commission to discuss the process involved in obtaining Coastal Development Permits. This meeting is crucial for understanding the regulatory framework and requirements for development projects near coastal areas, ensuring that such projects comply with environmental protection standards and contribute to the sustainable use of coastal resources. The discussion will likely cover topics such as application procedures, environmental impact assessments, and measures to mitigate potential adverse effects on coastal ecosystems.

 

  • An Emergency Management Tabletop Exercise was held on February 29th to prepare for a simulated fire scenario in Seal Beach. The exercise was designed to test and improve the response capabilities of local emergency services, including fire departments, police, and medical services, in the event of a real fire. Participants engaged in a structured discussion of their roles and responsibilities, decision-making processes, and coordination mechanisms, with the goal of identifying strengths and areas for improvement in the community's emergency preparedness and response plan.
